Finance Director Absent: Harold Newman Councilman DISCUSSION Members of the Council questioned the need for a joint workshop with the Charter Commission. It was decided that a joint meeting would not be necessary and that the City Council would meet and discuss the Commissions recommendations. This discussion will be scheduled 45 minutes before the regular Pre-Council Meeting on March 9, 1987. The agenda will include an item calling for a Charter Election. No discussion. Mayor Pro Tem Davis stated that he had looked at the situation on Lynn Terrace, Ashmore and Rogan and that the CIP Committee has agreed that this expenditure is necessary. RNL proposed to the City Council that a group photo be taken before the election and this be continued on with each new Council to be used for historical purposes. The staff will have a photographer available at the next Pre-Council Meeting for this purpose. Councilman Garvin briefed the Council on the plat submitted be the school district. The school district has agreed to all of the requirements set forth in the Subdivision Ordinance. In addition to these requirements Mr. Bellomy has tentatively agreed to allow construction of a 10 year channel through his property. With the cooperative attitude of the school district and Mr. Bellomy it appears we will possibly be able to channelize the run-off to the box culvert on Hightower. Councilwoman Moody discussed the three choices for the 1988 election dates. It was agreed that the third Saturday in May is the most preferable date for the Council Election, however the school district has some problems with that date. MINUTES OF THE REGULAR MEETING FEBRUARY 9, 1987 APPROVED Councilwoman Hinkle moved, seconded by Councilwoman Moody, to approve the minutes of the February 9, 1987 meeting. CONSENT AGENDA ITEM(S) INDICATED BY ASTERISK (7 & 9) APPROVED Councilman Ramsey moved, seconded by Councilman Garvin, to approve the Consent Agenda. Motion carried 6-0. * 7. PS 87-1 REQUEST OF BIRDVILLE INDEPENDENT SCHOOL DISTRICT FOR FINAL PLAT OF BRIARWOOD ESTATES, SECTION 7. (LOCATED ON SOUTH SIDE OF STARNES ROAD AT DOUGLAS LANE) APPROVED 8. PS 87-4 PROPOSED REVISIONS TO NORTH RICHLAND HILLS THOROUGHFARE PLAN, ORDINANCE NO. 1443 APPROVED Mayor Echols stated that the change to the Thoroughfare Plan was necessary because of the recent decision to make Wilson Lane a six-lane divided thoroughfare, Shady Grove a four-lane collector street from Davis to Keller City limits, and the northern and southern extensions of Industrial Park Drive a four-lane undivided collector street from Watauga Road to Holiday Lane. Councilman Ramsey moved, seconded by Councilman Garvin, to approve Ordinance No. 1443. Motion carried 6-0. * 9. GN 87-20 PROPOSED REVISIONS TO THE FLOOD DAMAGE PREVENTION ORDINANCE, ORDINANCE NO. 1442 APPROVED February 23, 1987 Page 3 9a. GN 87-21 RESOLUTION APPOINTING ASSISTANT ELECTION JUDGE, RESOLUTION NO. 87-13 APPROVED Mayor Echols stated that one of the Assistant Judges that had been appointed was unable to serve, therefore Cal Luper had been recommended as the replacement. Mayor Pro Tem Davis moved, seconded by Councilman Ramsey, to approve Resolution No. 87-13 appointing Cal Luper as Assistant Election Judge. Motion carried 6-0. 10. CITIZEN PRESENTATION None 11.
