A.1 PLEDGE OF ALLEGIANCE
EXECUTIVE SESSION
The Planning and Zoning Commission may enter into closed Executive
Session as authorized by Chapter 551, Texas Government Code. Executive
Session may be held at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to
seek advice from the city attorney (551.071) as to the posted subject matter of
this Planning and Zoning Commission meeting.

The Planning and Zoning Commission may confer privately with its attorney to
seek legal advice on any matter listed on the agenda or on any matter in

The purpose of this item is to allow the Planning and Zoning Commission the
opportunity to inquire about items that are posted for discussion and deliberation on the
regular Planning and Zoning Commission agenda. The Commission is encouraged to
ask staff questions to clarify and/or provide additional information on items posted on
the regular agenda.

SUBJECT: Presentation on the NRH zoning ordinance regarding commercial
zoning districts and related development standards.
PRESENTER: Clayton Comstock, Planning Director
SUMMARY:
Over the next few months, a series of presentations about the zoning ordinance will be
included on the work session agenda. These presentations are intended to provide an
overview and training on the concepts and contents of the zoning ordinance.
The preliminary schedule is below, but it may vary depending on the size and complexity
of cases on these agendas. The complete zoning ordinance is online at .NR..H_Z.onin.g

September 20 Residential zoning districts and use regulations. Comparison of residential zoning districts as the
foundation for the zoning ordinance, Including residential planned developments. Look at how land
uses are distributed throughoutthe districts and special conditions for uses.Review of building design
requirements and related site design standards such as parking,fencing,and landscaping.
October 1S Nonresidential zoning districts and use regulations. Comparison of nonresidential zoning districts as
the foundation for the zoning ordinance, including the Town Center zoning district. Look at how land
uses are distributed throughoutthe districts and special conditions for uses.Review of building design
requirements and related site design standards such as parking,fencing,and landscaping.
November 1 Special zoning districts and use regulations. Comparison of special districts including the Freeway
Corridor Overlay and Transit Oriented Development districts. Look at how land uses are distributed
throughout the districts and special conditions for uses
November 15 Miscellaneous regulations.Review of general standards such as outdoor storage,accessory buildings
and structures,outdoor lighting,detention ponds,and other standards.
December Administration. Overview and discussion of procedures for administration of the zoning ordinance,
including zoning change applications and code amendments. Look at the Zoning Board of Adjustment
and nonconforming uses and structures.

SUMMARY:
The minutes are approved by majority vote of the Commission at the Planning and
Zoning Commission meetings.
GENERAL DESCRIPTION:
The Planning and Zoning Office prepares action minutes for each Planning and Zoning
Commission meeting. The minutes from each meeting are placed on a later agenda for
review and approval by the Commission. Upon approval of the minutes, an electronic
copy will be uploaded to the City's website.
RECOMMENDATION:
Approve minutes of the September 20, 2018, Planning and Zoning Commission
meeting.

The Planning and Zoning Commission of the City of North Richland Hills, Texas met
in work session on the 20th day of September, 2018 at 6:30 p.m. in the City Council
Workroom prior to the 7:00 p.m. regular Planning and Zoning Commission meeting.

Planning Manager Clayton Comstock summarized actions taken on planning related
items at the September 10, 2018, City Council meeting and provided city
announcements. He further discussed development activity in North Richland Hills.

A.3 PRESENTATION ON THE NRH ZONING ORDINANCE
Planning Manager Clayton Comstock introduced the schedule of reviewing the North
Richland Hills zoning code.
Principal Planner Clayton Husband presented a general overview of all residential
zoning districts, lot and area requirements, and design criteria.
Planning Technician John Chapman presented a general overview of accessory
buildings and structures, secondary living units, carports, and solar panels.
Mr. Comstock presented a general overview of the Residential Planned Development
District and Residential Infill Planned Development District and design criteria
common for these districts.
Chairman Justin Welborn adjourned the meeting at 7:20 p.m.

C. PUBLIC HEARINGS
C.1. ZC 2018-11 PUBLIC HEARING AND CONSIDERATION OF A REQUEST
FROM ALPHA LAND SURVEYING, INC. FOR A ZONING CHANGE FROM
R-1-S SPECIAL SINGLE-FAMILY TO R-1 SINGLE-FAMILY RESIDENTIAL
AT 6779 BRITTANY PARK COURT, BEING 0.526 ACRES DESCRIBED AS
A PORTION OF LOT 4, BLOCK 4, MORGAN MEADOWS ADDITION.
APPROVED
Chairman Justin Welborn introduced items CA and D.1, stating both will be
presented together and voted on separately. Chairman Welborn opened the public
hearing for item CA and called for Planning Manager Clayton Comstock to introduce
the request. Mr. Comstock introduced the request.
Chairman Welborn called for the applicant to present the request.
Ralph Swearingin, 6890 Bluebonnet Court, North Richland Hills, Texas 76182,
presented the request.
Randy Shiflet, 7524 Woodhaven Drive, North Richland Hills, Texas 76182, continued
to present the request.

Chairman Welborn and Mr. Shiflet discussed changing the setback for the proposed
property on Meadow Road from 25 feet to 35 feet.
Chairman Welborn called for Mr. Comstock to present the staff report. Mr. Comstock
presented the staff report.
Commissioner Don Bowen and Mr. Comstock discussed the side building line for the
proposed property oriented towards Meadow Road.
Charlene Whitfill Franko, 7444 North Forty Road, North Richland Hills, Texas 76182,
spoke in opposition to the request.
Chairman Welborn called for anyone wishing to speak for or against the request to
come forward. There being no one wishing to speak, Chairman Welborn closed the
public hearing.
Commissioner Sarah Olvey and Mr. Comstock discussed the entrance to the subject
property from Brittany Park Court.
Commissioner Mason Orr asked the Commissioner if a condition could be added to
require a 35-foot front building line. Chairman Welborn stated that cannot be added
to the motion.
A MOTION WAS MADE BY VICE-CHAIRMAN JERRY TYNER, SECONDED BY
COMMISSIONER DON BOWEN TO APPROVE ZC 2018-11.
MOTION TO APPROVE CARRIED 7-0.
D. PLANNING AND DEVELOPMENT
D.1. RP 2018-06 CONSIDERATION OF A REQUEST FROM ALPHA LAND
SURVEYING, INC., FOR A REPLAT OF LOTS 4R1 AND 4R2, BLOCK 4,
MORGAN MEADOWS ADDITION, BEING 1.67 ACRES LOCATED AT 6779
BRITTANY PARK COURT.

SUBJECT: AP 2018-05 Consideration of a request from Convergence Capital
LLC for an amended plat of Lot 1 R, Block C, Brynwyck, being 2.278
acres located at 8901 and 8905 Mid-Cities Boulevard.

SUMMARY:
Convergence Capital LLC is requesting approval of an amended plat of Lot 1 R, Block C,
Brynwyck. The purpose of the amended plat is to combine two lots into a single lot. The
proposed amended plat meets the requirements of the zoning ordinance and subdivision
regulations.
GENERAL DESCRIPTION:
The amended plat would combine two lots into a single lot for the future development of
office or commercial uses on the property.
The plat does not increase the number of lots or alter or remove any recorded covenants
or restrictions, if any, on the property.
COMPREHENSIVE PLAN: This area is designated on the Comprehensive Land Use
Plan as "Neighborhood Service." This designation is intended to permit limited service
establishments and retail stores for the benefit of adjacent and nearby residential areas.
CURRENT ZONING: The property is currently zoned LR Local Retail. This district is
intended to provide for the development of convenience retail shopping, services, and
professional offices, principally serving the neighborhood needs, and compatible in scale
with adjacent residential development.

DRC REVIEW: The owner of the property is aware that any future development of the
property will require the addition of the fourth leg of the existing traffic signal at Hawk
Avenue and Mid-Cities Blvd as well as the addition of a left-turn lane on eastbound Mid-
Cities Boulevard at Hawk Avenue.
CITY COUNCIL: Following action by the Planning and Zoning Commission, the City
Council will consider this item at the November 12, 2018, meeting.
RECOMMENDATION:
Approve AP 2018-05.
