DISCUSSION
ASSIGNMENT
RNL, with a work of art, illustrated to the Council
RNL
the Watauga annexation request. Artistic presentation
was well received and the Council approved the request.
Mayor Pro Tem Davis informed the Council that he was
RNL
going to pull the Chapman Road contract from the Agenda
and ask for a postponement. Richard would like to meet
with the contractor and staff to resolve the issue of
the number of days required to complete the contract.
This item will be reconsidered at the next Council
Meeting.
The Council was reminded of the Task Force Meeting set
NAN
for 7:00 Tuesday night.

3. The invocation was given by Councilman Ramsey.
4. Councilwoman Moody moved, seconded by Councilwoman Hinkle,
to approve the minutes of the regular meeting of June 10,
1985.
Motion carried 6-0; Councilman Kenna abstaining due to
absence.
5. Mayor Pro Tem Davis removed item #18 from the Consent
Agenda.
6. Councilman Kenna moved, seconded by Councilwoman Moody,
to approve the Consent Agenda.
Motion carried 7-0.

7. Mayor Echols advised that if the Council granted the
request it could be set for July 22, 1985.
Councilman Ramsey stated that he thought some of
the Council members would be absent at the July 22nd
meeting and before the hearing was set to make sure all
would be present.
Councilman Newman and Councilwoman Moody advised they would
not be present at the July 22nd meeting.
Councilman Ramsey moved, seconded by Councilman Kenna, to
grant the appeal hearing to be heard August 12, 1985.
Motion carried 7-0.
8. Mayor Pro Tem Davis moved, seconded by Councilwoman Moody,
to approve SO 85-9.
Mrs. Virginia Rader, 5004 Oak Timber Ct., Colleyville,
appeared before the Council.
Mrs. Rader stated she wished to have the sign at 8011 and
8013 Grapevine Highway. Mrs. Rader stated that two years
ago a permit was granted for one sign, but another sign
was needed.
Councilman Ramsey asked Mrs. Rader if she would be satisfied
with the size of the sign.
Mrs. Rader stated yes.
Motion carried 7-0.

13. Mayor Pro Tem Davis moved, seconded by Councilman
Kenna, to approve GN 85-61.
Councilman Kenna stated that in the preamble to this
item it seemed that the City missed the fact that the
driveway would open onto Rufe Snow Drive. Councilman
Kenna stated that if in fact the plans showed the
location of the drive and the plans were approved, he
thought it would be very wrong to come back and require
someone to change the plans. Councilman Kenna stated he
would recommend that in the future when construction
plans were reviewed, more attention should be payed to
such things as driveways.
Mayor Pro Tem Davis stated that if the driveway was
overlooked he did not think the burden should be placed
on someone to change their plans.
Councilman Ramsey stated that the ordinance was clear
concerning curb cuts on Rufe Snow Drive and just because
the staff overlooked something that was in violation of
the ordinance, it did not give everyone carte blanche to
go out and do what they wanted to.
Mayor Pro Tem Davis stated he did not think there was an
ordinance against this, but it was at the discretion of
the Public Works Director to approve curb cuts on Rufe
Snow Drive.
Mr. Line stated that the ordinance gave the Public Works
Director the authority to review and approve curb cuts
onto any street. Mr. Line stated the initial review of
these plans was from the standpoint of looking at the
construction of the house and it would have been very
desirable if the driveway had been noticed.
Mayor Pro Tem Davis called for the question.
Motion to approve failed 5-2; Councilmen Fisher, Newman
and Ramsey and Councilwomen Hinkle and Moody voting
against; Councilman Kenna and Mayor Pro Tem Davis voting
for.
Mr. Rick Tuggle appeared before the Council.
Mr. Tuggle stated that if had known he would not be
allowed to make a curb cut on Rufe Snow he would not

have built the house. Mr. Tuggle stated he had
submitted his plans and they were approved and it would
be a tremendous cost to change the driveway.
Mayor Pro Tem Davis stated he felt Mr. Tuggle had done
what he was suppose to and his reason for wanting to
approve the request was because the construction was
already started.
Councilman Ramsey stated the discussion was out of order
and the Council should move to the next item.
18. Mayor Pro Tem Davis moved, seconded by Councilman Ramsey,
to table PW 85-18 for two weeks to allow the Staff and CIP
Committee time to evaluate the bid and possibly talk to the
contractor about the long number of days.
Motion carried 7-0.

24. John Bushong, Deputy, Civil Air Patrol, 1357 Francis,
Fort Worth, appeared before the Council.
Mr. Bushong gave the Council a briefing on the emergency
services offered by the Civil Air Patrol. Mr. Bushong stated
he was offering the services of the Civil Air Patrol in any
emergency the City might have. Mr. Bushong stated that
anytime the City might need help, feel free to call.
25. Councilman Ramsey moved, seconded by Mayor Pro Tem Davis,
to adjourn the meeting of June 24, 1985.
