MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, HELD IN THE CITY HALL - 7301 NORTHEAST
LOOP 820 - SEPTEMBER 27, 1984 - 6:00 P.M.
1. Mayor Echols called the meeting to order September 27, 1984,
at 6:00 p.m.

The Mayor stated that there was a recommendation from the
Planning and Zoning Commission.
Mr. Line stated that the recommendation was to approve PS 84-87
subject to the engineers comments, with the exceptions that
the 30 foot right-of-way be dedicated to provide for a 60 foot
right-of-way on Crane Road and to provide the fire hydrant
coverage until such time as the water mains were adequate in
the area.
Councilman Ramsey moved, seconded by Councilwoman Hinkle, to
approve PS 84-87 according to Mr. Line's explanation.
Motion carried 6-0.
3a. Mr. Line stated that it had been brought to the staff's
attention that the City did not have an ordinance regulating,
prohibiting and controlling the sale and possession of drug
paraphernalia. Mr. Line stated that it would be in the best
interest of everyone that such a law be on the books in the
event somebody came along and wanted to open what was commonly
referred to as a head shop. Mr. Line stated that there
might be some urgency to this and the staff took this

opportunity to put this together. Mr. Line stated it was
one that was obtained from the City of Arlington, and was
heavily proselyted, with review and revisions by the City
Attorney and the staff recommended adoption of this ordinance.
Councilman Kenna moved, seconded by Councilman Ramsey to approve
Ordinance 1155.
Motion carried 6-0
Councilman Ramsey commended the staff for their efficiency.
3b. Mayor Echols read the following resolution:
WHEREAS, Mr. Pat Moffatt has served as City Manager of
Haltom City for the past 21 years; and
WHEREAS, he has served in that capacity with wisdom,
professionalism, compassion for his fellow human beings,
steadfastness and integrity; and
WHEREAS, the citizens of North Richland Hills as well
as Haltom City have benefitted from Pat Moffatt's leadership
due to their sharing of a common city boundary; and
WHEREAS, the bond of friendship and goodwill between
the cities has been strengthened by Pat Moffatt's willingness
and desire to provide support and assistance for worthwhile
area projects; and
WHEREAS, it is the desire of the North Richland Hills
City Council to extend gratitude and best wishes to Pat Moffatt
upon his decision to enter into his well-deserved program of
retirement and other pursuits;
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of North Richland Hills, Texas, recognizes and commends
Mr. Pat Moffatt and extends its appreciation for his service
to the Northeast Tarrant County community.
PASSED AND APPROVED this the 27th day of September, 1984.
Councilman Ramsey moved, seconded by Councilwoman Moody, to
approve Resolution No. 84-27.
