PLANNING MANAGER REPORT Planning Manager Clayton Comstock announced the upcoming events in the city, construction updates, and gave a summary of City Council action from their August 17, 2017 meeting. Commissioner Don Bowen arrived at 6:32 p.m. September 21, 2017 Planning and Zoning Commission Meeting Minutes Page 1 of 11 Mr. Comstock announced the resignation of Bill Schopper from the Planning and Zoning Commission. Mr. Schopper became a Commissioner on June 13, 2002. Chairman Randall Shiflet asked that Mr. Schopper be recognized publicly. Mr. Comstock stated that will be arranged. Commissioner Bowen asked if the truck driving training behind Richland Plaza was permissible. Mr. Comstock stated staff received a call asking if zoning permitted the use and stated yes. A.2. DISCUSS ITEMS FROM THE REGULAR PLANNING AND ZONING COMMISSION MEETING. Principal Planner Clayton Husband discussed items on the agenda and asked for questions. Concerning item C.1., SUP 2017-06, Commissioner Justin Welborn asked what the minimum set backs are for the proposed accessory structure. Mr. Husband stated the minimum set backs are ten feet and six feet on the sides, and ten feet on the rear. Commissioner Jerry Tyner asked if this property is as wooded as a property from a similar case. Mr. Husband stated the property has areas that are heavily wooded. Chairman Randall Shiflet asked if the two eleven-foot lanes are a part of the bus loop. Planning Manager Clayton Comstock stated the bus loop is thirty feet wide. Commissioner Justin Welborn stated the south lane is twenty-two feet wide. Chairman Shiflet acknowledged this was the lane in question and asked if that lane would become a part of Cardinal Lane some day. Mr. Comstock stated yes. APPROVED Chairman Randall Shiflet introduced the item, opened the public hearing, and called for Principal Planner Clayton Husband to introduce the request. Mr. Husband introduced the request. Chairman Shiflet asked if the four existing structures will be removed. Mr. Wintermute stated that all existing accessory buildings would be removed. Chairman Shiflet asked if the Development Review Committee's recommendation for denial is due to the existing code. Mr. Husband replied yes, the denial recommendation is based on existing city code and development policy. Chairman Shiflet expressed that this portion of the code should be revisited. Chairman Shiflet asked if the structure was attached to the house would there need for a special use permit. Mr. Husband stated no. Commissioner Don Bowen asked if the fifteen foot height limitation should be upheld or if the existing pitch is acceptable. Mr. Husband stated there is no opposition to the proposed pitch. September 21, 2017 Planning and Zoning Commission Meeting Minutes Page 5 of 11 Chairman Shiflet stated the matching roof pitch is to address flat roofs or slight grades of roofs, not necessarily to limit architectural designs that mimic the primary structures. Mr. Husband stated there are different interpretations of how to measure the height of the building, but that the City's code specifically defines the height from the ground to the peak of the roof. Commissioner Jerry Tyner asked the applicant what the intent of the building is. Mr. Wintermute stated the building will be used for lawn equipment, wood working, and storage. Commissioner Justin Welborn asked what the minimum set backs are with reference to adjacent properties and buildings. Mr. Husband stated the property is zoned R-1 and that the side and rear yard setback requires about ten feet. Mr. Husband continued, stating the proposed setbacks exceed this requirement. Chairman Shiflet asked for anyone wishing to speak for or against the request to come forward, seeing no one, he closed the public hearing. Chairman Shiflet asked if there would be a difference in the request if this was a "big-box" store. Mr. Husband stated there are specific zoning standards for auto shade structures, such as the masonry requirement, that apply to all businesses, but it also allows for a waiver to the masonry requirement. Chairman Shiflet asked what the Development Review Committee's (DRC) recommendation is. Mr. Husband stated that DRC's recommendation is approval subject to conditions. Commissioner Don Bowen asked if this is similar to the shade structure waiver given to Auto Nation. Mr. Husband stated the support structure is similar. Vice-Chairman Steven Cooper asked what the color of the sign will be. Mr. Thompson stated the City and Fort Worth Transportation Authority will work to chose a color. Chairman Shiflet asked for clarification as to what the sign will say? Mr. Thompson stated the sign will say "Smithfield Station." Chairman Shiflet Called for Mr. Comstock to present the staff report. Mr. Comstock presented the staff report. Commissioner Jerry Tyner asked if exiting onto Davis Boulevard is only southbound . Mr. Comstock stated leaving this site will only send an individual southbound. Commissioner Tyner asked if the buses will be able to exit onto Davis and if there is enough room for the buses to maneuver. Mr. Comstock stated buses will have the option to exit onto Davis Boulevard once Cardinal Lane is expanded. Chairman Shiflet stated that the driveway width for Cardinal Lane is twenty-two feet wide and asked if that is in keeping with the transit oriented development plan. Mr. Comstock stated yes. Chairman Shiflet asked how wide is the driveway. Mr. Comstock stated the radius is twenty feet. Chairman Shiflet stated two eleven-foot lanes are not big enough for buses and large trucks and asked what problem would be ran into if the widths were changed to two twelve foot lanes and thirty-six feet wide for the parking lot. Mr. Comstock stated the Fort Worth Transportation Authority would need to change their plans and the right-of-way can be expanded, but the road would still neck down to a twenty-two foot street. Chairman Shiflet stated trying to maneuver two eleven-foot lanes are difficult and stated thirty-three feet is not enough. Chairman Shiflet asked how the landscape maintenance will be taken care of. Mr. Comstock stated the station and grounds will be maintained by the Fort Worth Transportation Authority. Chairman Shiflet asked if there is a limitation for cars to use the bus lane. Mr. Thompson stated there would not be a physical limitation for pedestrian vehicles to enter the bus lane, but they could place a sign. Chair asked the applicant for thoughts concerning street widths. Mr. Thompson stated the street width should not be an issue for their buses. Commissioner Justin Welborn asked how large the busses are. Mr. Thompson stated sixty feet long. Mr. Thompson stated it is similar to other stations. Commissioner Jerry Tyner asked if there will be a similar case for the Iron Horse Station. Mr. Comstock stated that case came through in 2015. Chairman Shiflet called for anyone wishing to speak for or against the item to come forward, seeing no one, he closed the public hearing. Commissioner Kathy Luppy motioned to approve item C.3., seconded by Vice-Chairman Steven Cooper. Chairman Shiflet stated that the driveway width should be expanded and whether or not it is sufficient. Commissioner Welborn proposed to amend the motion to add a condition requiring curb return radii be a minimum of twenty-five feet. PRESENTER: Clayton Comstock, Planning Manager SUMMARY: Cromwell Hospitality is requesting a zoning change from TC Town Center Neighborhood Center to TC Town Center Neighborhood Core on 2.213 acres of land in the Hometown development. The property is located at 9005 Grand Avenue. GENERAL DESCRIPTION: The regulating plan for the Town Center zoning district establishes subzones that vary in development character and permitted uses. The buildings, street, and public spaces are scaled for each subzone to create an integrated mixed-use neighborhood environment. The property under consideration is part of a larger tract of land bounded by Parker Boulevard, Hawk Avenue, Grand Avenue, and an unnamed alley. Tarrant County College (TCC) previously planned to build a performing arts center on this site, but has since decided to build the center on the TCC campus. The site is adjacent to the NRH Centre, NRH Library, Walker Creek Elementary School, and the Dolce Hometown development. This larger tract is split between the Neighborhood Center subzone on the northwest side and the Neighborhood Core subzone on the southeast side. The applicant is requesting that the northwest side be rezoned to the Neighborhood Core subzone in order to accommodate the development of a hotel on the property. A request for a special use permit for a hotel (SUP 2017-07) is an associated item on the October 5, 2017, Planning and Zoning Commission agenda. Details about the hotel development plan can be viewed in the staff report for that item. COMPREHENSIVE PLAN: This area is designated on the Comprehensive Land Use Plan as "Town Center." This designation relates to the Town Center zoning district, which establishes development standards to promote a sustainable, high quality, mixed- 1gFkH NORTH RICHLAND HILLS use development. Each subzone provides a gradient of development and use intensity. The components of each subzone — buildings, streets, and public spaces — are scaled to create and sustain an integrated living environment with a mix of commercial and residential uses. CURRENT ZONING: The property is currently zoned TC Town Center Neighborhood Center. Commercial uses allowed by right under the current zoning include the following general office uses, retail and service uses (retail shops, department store, bank, bakery, furniture store, grocery store, pharmacy, restaurants). PROPOSED ZONING: The applicant is requesting a zoning change to TC Town Center Neighborhood Core which allows similar uses by right as the current zoning and requires a Special Use Permit for a hotel use. SUMMARY: On behalf of Cromwell Hospitality, JDJR Engineers & Consultants is requesting a Special Use Permit for a hotel on 2.213 acres of property located at 9005 Grand Avenue. The developer proposes to construct a Marriott Towne Place Suites hotel on the property. GENERAL DESCRIPTION: The property under consideration is located between Parker Boulevard and Hawk Avenue, south of the NRH Centre and east of Walker Creek Elementary School. The developer proposes to construct a 112-room four-story hotel on the site, including associated on-street and off-street parking areas and amenities. A preliminary site plan package for the development —subject to final approval by the Development Review Committee and Town Center Design Review Board—is attached, and information about the property and request are described in detail below. Home Town Master Plan & Town Center Zoning PRESENTER: Clayton Comstock, Planning Manager The property has been zoned "TC" Town Center since the original inception of the HomeTown Master Plan and Town Center zoning district in 1998. The Town Center district is intended to establish development standards to promote a sustainable mixed use neighborhood that provides the opportunity for many uses typically found in a city's town center to develop in a cohesive community. This district is also divided into four subzones that provide for a gradation of development and use intensity. The "Neighborhood Center" and "Neighborhood Core" subzones allow for a true mix of uses, including residential and commercial uses in the same building. Because the concept is designed to integrate residential with commercial and civic uses, the Town Center district is more complex than the Conventional Suburban Design IqRH NORTH RICHLAND HILLS (CSD) that other parts of the community follow. Conventional Suburban Design consists of simplified zoning concepts that segregate uses into districts (i.e. "R-2" Residential, "C-1° Commercial, "U° Institutional, etc.). By comparison, Town Center district creates an interrelationship between land uses through specialized development standards that tie the uses together through building and streetscape design. The amount of commercial space originally planned soon became unachievable in the marketplace. 2) A 2011 lawsuit settlement predetermined the use of this 4.5 acres between Parker Boulevard and Hawk Avenue, as well as other "tracts" of the 93.3 acres east of The Lakes. This particular area—referred to as Tracts 6a & 6b—was limited by the 2011 revision to the Town Center District as follows: "no residential units allowed, only pubic and commercial buildings allowed." Additionally, the settlement agreement also stated that, "Tracts 6a & 6b shall not be used for park or open space and are subject to private architectural regulations and approvals. Open space and park uses are not appropriate civic uses for this property except as an accessory use to contiguous civic buildings which do not break the street wall or otherwise restrict urban commercial development." 3) Tarrant County College (TCC) recently decided that if a performing arts center were to be built, it should be located on the College's Northeast Campus to be closer and more convenient to the students on campus. 4) After the decision was made by TCC to move any future performing arts center on-campus, a non-scientific, informal online survey was conducted, requesting input on the use of the 4.5 acres. Hotel Market Research & Marriott's TownePlace Suites Brand PRESENTER: Craig Hulse, Director of Economic Development Prior to applying for a zoning change, the hotel developer conducted its own market analysis, followed by a more extensive analysis as part of the Marriott branding process. The specific brand recommendation (TownePlace Suites) was a result of that market analysis because the target market and expected types of overnight stays for this brand fits the demographics of the area and amenities desired by the community. The developer will provide more detail regarding the market analysis in its presentation during the public hearing. According to Marriott's website, the TownePlace Suites by Marriott° brand is designed for business and vacation travelers who want to feel at home and stay productive. To appeal to these guests seeking authenticity, personality, and a seamless experience, the concept infuses local flavor into a quiet neighborhood setting, complete with the added comfort, service, and quality of an all-suite hotel. With over 300 locations, the hotels offer extraordinary value, including modern spacious suites with full kitchens. Average nightly room rates will exceed $100 per night with an expected occupancy rate of 85 percent. With regard to reservations at the hotel, 64% will be made through the Marriott Rewards network. Given the price point, this is not a hotel that caters to individuals or families in transition that seek places to stay for long periods of time. Breakfast is provided for guests, but the hotel does not have a bar and does not serve alcohol. The developer is local to the area and is currently finalizing construction on the new Hilton Garden Inn at the Hurst Conference Center. IqRH NORTH RICHLAND HILLS Business travel and tourism is now one of the largest industries and one of the fastest growing economic sectors, and is seen as a main instrument for stimulating and sustaining a healthy economy. North Richland Hills is currently missing a local quality lodging option, which drives quality overnight market demand (businesses and tourists) to areas outside of the city. The Grand Hall at the NRH Centre hosts hundreds of events each year, including weddings, conferences, and other corporate events that bring out of town visitors who require an overnight stay. Without a quality lodging option, these visitors will choose to stay outside the City. In addition to lost lodging, the NRH Grand Hall is at a disadvantage when competing with other event facilities since it lacks an adjacent, convenient overnight component. NRH2O Family Water Park hosts about 250,000 visitors each year. NYTEX hosts ice hockey and a number of sports tournaments that draw overnight stays. The Birdville Fine Arts and Athletic Center hosts large scale marching band competitions and other sporting events, and the businesses in the area including Health Markets, host business related travelers. Below is a listing of the economic impact of these facilities: .. NRH Centre 800,000 visits NRH Grand Hall 25,000 attendees, 150 events NYTEX Sports Centre 300,000 attendees NRH Library 234,000 visits NRH2O Family Water Park 245,000 visits The proposed hotel location is intended to enhance and sustain the experiences of these quality community amenities. A hotel at this location would also support and enhance area businesses creating greater marketability of existing retail and restaurant uses, and stimulating the location of additional business into the commercial centers in the Town Center district. Building and Site Details PRESENTER: Clayton Husband, Principal Planner A complete site plan package for the proposed hotel is attached for reference, including a site plan, landscape plan, exterior building elevations and photometric (outdoor lighting) plan. The Development Review Committee has provided an initial set of review comments to the developer to revise specific elements of the plans in order to meet various fire, engineering, building, and zoning codes. The requested revisions, however, are not substantial enough to significantly change the placement of buildings or pavement, or alter the architectural theme of the building. Prior to applying for a building permit, the full site plan and architecture package would need to be approved by the Development Review Committee, the Town Center Architect, and the Town Center Design Review Board. H NORTH RICHLAND HILLS The proposed hotel is 73,382 square feet in size and includes 112 rooms. The building is four stories in height, with a primary roof height of 55 feet, projecting to a height of 66 feet at the building entries. Room windows face only Parker Boulevard and Hawk Avenue. Windows are not provided on the endcaps of the building that face Walker Creek Elementary School and Stormy Plaza. Consistent with Town Center district standards, the building would be sited within 10.5 feet of the Parker Boulevard sidewalk and 14 feet of the sidewalk on the west. 0 .. a O O O O .. O Proposed Parker Boulevard Building Elevation (Back of Building) The proposed 2.2-acre site sits on the western half of the 4.5-acre parcel located between Parker Boulevard and Hawk Avenue for close proximity to the NRH Grand Hall. The south, west, and north sides of the 2.2-acre site would be improved with 14- foot wide sidewalks, street tree wells, and decorative street lights consistent with the Town Center district along Hawk Avenue, Parker Boulevard, and the unnamed street adjacent to the school. Twenty-one head-in public parking spaces would be provided along Parker Boulevard and ten parallel on-street public parking spaces would be provided along the unnamed street. To remain consistent with the rest of Hawk Avenue and to preserve large trees in that area, on-street parking is not proposed along Hawk Avenue. Eighty-five (85) spaces would be provided in an off-street parking lot, with the primary driveway access from Hawk Avenue aligned with the NRH Library parking lot. While the zoning code requires a minimum of 112 parking spaces for this development (1 space per hotel room), the applicant is proposing 116 parking spaces in total. As mentioned, the applicant intends to preserve 10 existing large trees along Hawk Avenue within a preserved open space setback. These include five mature post oaks ranging in size from 12 to 25 caliper inches, and a cluster of five mature cedar elms and hackberry trees. A large internal parking lot landscape island is also intended to preserve a 36-inch cedar elm. 1q1kH NORTH RICHLAND HILLS HAWK AVENUE Ell 95 IF Ij I� Ei y Area of Tree Preservation along Hawk Avenue To facilitate a convenient and safe pedestrian connection from the hotel to the NRH Centre Grand Hall, a 12-foot wide sidewalk, enhanced with pavers and pedestrian lighting, would connect the front door of the hotel to Hawk Avenue. Mid-block crosswalk enhancements such as signage, striping, and ramps, are also planned to the existing median opening in Hawk Avenue to make it a pedestrian-only opening. This would provide a direct route to the NRH Centre. The hotel would feature a patio area, pool with hot tub, and a sports court along the unnamed street frontage. Retaining walls, screening walls, and intense landscaping will help screen these uses from the street, and access to these hotel amenities would be by room keycard only. Other public infrastructure improvements, such as storm water and utilities, would also be made to the site to ready it for development. Constructing these improvements at that time would also lower the cost of developing the remaining two acres closer to Grand Avenue. An existing dead-end overhead utility pole entering the site from Hawk Avenue would also be removed. Neighborhood, school, and hotel adjacency examples PRESENTER: Clayton Husband, Principal Planner Historically, hotels have been located along major thoroughfares, as visibility was important in attracting guests. Because of new marketing strategies such as booking websites and reward membership programs, visibility along major thoroughfares is no longer a necessity to many major hotel brands. This allows them to seek sites in a quieter neighborhood setting for the enjoyment of their guests and convenience to the community. This approach can result in selected sites being near or adjacent to schools. As the Development Review Committee reviewed this case, one local example was evaluated. While it is within close proximity to a major thoroughfare, Marriott's 4-story, 140-room Towne Place Suites hotel, located at 805 E. Belknap Street in Fort Worth, is located in a setting similar to the densities and neighborhood form of the Town Center district. Multi-family and townhome residential coexist with the hotel. Charles Nash Elementary School is also located within an equivalent proximity of the hotel as Walker Creek Elementary is to the proposed Towne Place Suites. Charles Nash Elementary is H NORTH RICHLAND HILLS 200 feet from property line to property line, 400 feet from building to building, and 600 feet from door to door (walking distance) to the hotel. The school is an older school that, as late as 2005, had very little development around it. Development of the multifamily and townhomes have quickly integrated the school into a more cohesive neighborhood environment with a street network similar to the Town Center district. The hotel opened in 2010. City staff spoke with tenured staff at both the hotel and elementary school in Fort Worth. No issues have occurred in the seven years of operation of the hotel. They reported that a positive relationship exists where the two sites have a reciprocal parking arrangement. The concerns expressed by school staff were more about the added traffic from the residential neighborhood growing around them and less about the hotel. This distance is equivalent to the proposed NRH hotel. Understanding the public input received thus far is primarily related to school adjacency, staff is working to prepare other examples for the public hearing. Traffic Analysis PRESENTER: Caroline Waggoner, City Engineer The site has driveway access to both Hawk Avenue and Parker Boulevard, with the hotel being addressed on and facing Hawk Avenue. Trips to the hotel would likely utilize Hawk Avenue from Mid-Cities Boulevard or Parker Boulevard from Boulevard 26. The issues expressed with the street network in the area today revolve around the drop- off and pick-up times for Walker Creek Elementary School. For a period of 20-30 IqRH NORTH RICHLAND HILLS minutes in the morning and afternoon, Bridge Street and Hawk Avenue north and west of this site experience higher volumes of vehicles and pedestrians. This is typical of elementary schools in our region, and generally speaking is a result of school parents entering from outside the neighborhood mixing with typical neighborhood morning traffic. While the peak morning traffic for a hotel occurs near the same time as school peak traffic, hotel traffic would likely be kept to Hawk Avenue and Parker Boulevard further east of the school and not interfere with the primary drop off / pick up routes at the school. A full traffic study was performed when the Town Center district was originally created. That study included over 300,000 square feet of new commercial uses along Parker Boulevard, Walker Boulevard and Grand Avenue. Far less commercial has developed to date, and it is unlikely to reach the traffic projections originally forecasted. As such, the street network as designed can sustain the traffic generated by this proposal. It is important to note that a hotel use generates less daily and peak hour traffic than other non-residential uses such as retail, restaurant, entertainment, professional and medical office, etc. A more detailed analysis, including trip generation comparisons to other possible uses on this property, will be presented during the public hearing. Public Input Following posting of the public hearing signs on the subject property, the Planning & Zoning Department has received a number of inquiries and correspondence regarding the proposal. Primary concerns expressed thus far include: • Increased traffic in the area • Adjacency of a hotel to a school • Desire for the property to remain undisturbed or developed as a park • Suggestions to relocate the proposed hotel elsewhere All correspondence received to date can be seen on the attachment "Public Input." COMPREHENSIVE PLAN: This area is designated on the Comprehensive Land Use Plan as "Town Center." This designation relates to the Town Center zoning district, which establishes development standards to promote a sustainable, high quality, mixed- use development. Each subzone provides a gradient of development and use intensity. The components of each subzone — buildings, streets, and public spaces — are scaled to create and sustain an integrated living environment. CURRENT ZONING: The property is currently zoned "Neighborhood Center" within the TC Town Center district. Commercial uses allowed by right under the current zoning include the following: general office uses, retail and service uses (retail shops, department store, bank, bakery, furniture store, grocery store, pharmacy, restaurants). H NORTH RICHLAND HILLS PROPOSED ZONING: The applicant is requesting a special use permit for a hotel. A companion case is also requesting a subzone change to "Neighborhood Core" to address the proposed height of the building. The "Neighborhood Core" subzone allows similar uses by right as the current zoning, and also requires a Special Use Permit for a hotel use. About TownePlace Suites by Marriott Firstly, the Marriott family of hotels is the most pre-eminent brand of the hospitality industry. It aligns itself with only the highest quality of service and development, lending its success to being superlative partners with its loyal guests, team members and communities. Marriott Hotels are only positioned for the upper scale in each of the industry segments. The TownePlace Suites concept places it at the upper midscale of the longer stay segment and can be compared to the Home 2 by Hilton, Staybridge by IHG and Hyatt House. The longer stay refers to guests who stay for longer than a couple of days and usually less than a month. The average demographic of Marriott TownePlace Suites are business guests in the mid- to-late 40s with an $118K average income, averaging usually 26 business trips per year (I I longer stay trips) and traveling for project work, training groups or relocation. The average leisure guests are from the same demographic for families looking for expanded living quarters to cater to their children's demands of space and the ability to provide home cooked/prepared meals. The whole appeal of the brand, therefore, is oriented to ensuring it emulates the community it will reside in and promotes a healthy connection for guests and residents. About the proposed development Our building design is specifically aligned to the development guidelines and standards of the Home Town Development. This design will ensure that the building blends in with the homes, developments and other neighboring buildings. Some, who have seen it, even say it will elevate the neighborhood. We have made every effort to embrace the design style in the concept and will use materials that befit the aesthetics of the area. Some important elements of the design are: I. The main entrance of the hotel faces the parking lot and thus can incorporate the prototype features such as the patio etc. The main traffic will therefore be contained within the property and not stress the surrounding streets and rights of way. 2. The back entrance faces the Right of Way/Parker and thus has been designed as an appealing frontage in the spirit of the Home Town design guidelines. The entrance is elevated and accentuated by the grand steps and an attractive entrance. The use of store front also accentuates the urban feel required. 3. The building is built right up to the sidewalk per the desired urban feel. 4. Parking for the hotel is a combination of on-street parking and off-street parking in the rear. This is a specific condition that was highlighted in our meetings with the City and Home Town Developer. It also meant that we could save more trees and provide a larger landscaped feature on the North Side of the property along Hawk. 5. The building style is traditional, based on the historic small-town architecture. We are completely embracing the style to achieve a very high quality and appealing building to compliment and accentuate the area. 6. On the interior, however, we have kept as close as possible to the prototype, with little deviance to maintain the Marriott design and service standards. 8. In addition to the outdoor pool, we have also introduced the half court that is particularly appealing to longer stay guests. Both will be screened by an 8ft structure and landscaping that will complement the streetscapes. 9. The walk to the Grand Hall on the North, with its 10,000 square feet of meeting space, is along an attractive tree lined promenade on the Bast or through the parking lot and the landscaped area. The synergy between the hotel and the Grand Hall is a dominant determinant for the project and thus the passage between the two must be appealing. More specifically, the building's main attributes will be: • 4 stories • Full masonry, with red brick stone and capstone • 112 rooms • All suites with kitchenettes • Free Breakfast only service • Gym • Business Center/Kiosk • Outdoor heated pool (screened) • Half Court Addressing some legitimate concerns: I would like to use this opportunity to address some possible concerns from our neighbors: 1. Proximity to the school—we are about 1100ft. from the front door of the school to the front door of the hotel, which is fairly substantial. There are several examples of other hotels in the Metroplex where the distances from schools are less and where there have been no major detrimental issues arisen. 2. Safety—we are extremely concerned about this as it is important not only for our neighbors, but also for our guests, team members and our asset. To alleviate related concerns, please note: a. The average demographic of the Marriott guest is beneficial to the community and business. b. The price point of the hotel will be in excess of$100 per night,which is usually a natural detractor of undesirable elements. c. Our standard operating procedures are specific to ensure a high level of security, namely: i. Our employee training/on boarding incorporates a significant portion towards safety and safety procedures. ii. We only accept payment by credit card or debit card issued by a legitimate bank, ensuring the guest is more than likely "credit worthy" iii. We check for formal, state or federal, issued identification to match the guest to the reservation and to the form of payment. iv. All payments are processed through terminals that authenticate the cards, thus eliminating attempted credit card or ID fraud. v. Our agents are trained as gate keepers, thus having a continuous presence at the public entrances. Further, a guiding principle imbued is that if they feel they would not let the person into their home, then they should not let them enter the hotel. vi. We have prominent security cameras at all entrances, elevator lobbies and public space to act as both a deterrent and surveillance. vii. We have a very sophisticated electronic guest door lock system that cannot be manipulated. viii. We have specific keying policies, whereby any key will be associated with a check-in only and any replacements will only be made with proof of identification. We encourage guests to provide any additional occupants names, so that we can monitor and manage any request for additional keys with reference to their formal identification. ix. The system allows us to audit trails of keys made and keys used at each of the locks. x. We have a key log for all personnel using administrative and management keys. xi. We do back ground checks for all new employees as well as referencing previous employment. xii. Our afternoon and night shift associates are required to each do three property walks during their shifts. xiii. We maintain a very good relationship with the local law enforcement agencies and adapt suggested policies and training. d. Traffic—it is expected that our peak traffic times will not correlate with the peak traffic times in the area, especially related to the school. Our peak check-out times in the weekdays are between 8am and loam vs peak school drop off time at the school of 7.50am to 8.l0am. Our peak check-in time is between 5pm and 7pm vs peak school pick up time of 3.20pm and 4pm. Further, I would like to note that we will have a FREE shuttle service for our guests that is available to transport them to and from their places of work and to a five-mile radius. As this has a lower cost associated to it, we have seen it as apopular amenity. It has markedly reduced the ratio of cars to guests. e. Value of homes—we'd like to address this with the following: i. This property is located in the vicinity of other developments such as the library, apartments and the Grand Hall. It is currently not in the close vicinity of the single-family homes and thus will not have any impact on the same. ii. We are committed to apply significant resources to meet or exceed the Home Town and Marriott design standards. The resulting development will probably accentuate the value of the real estate in the area. iii. The incremental revenue to neighboring businesses, the Grand Hall and to the City will create further resources and propensities to improve the neighborhood and community. We understand mixed use development and are not against all development but this particular use on this particular piece of land is incompatible because; 1) Adjacent uses, especially the elementary school are extremely incompatible. The City would not consider allowing such a high business use directly across from an elementary school in any other traditional zoning scenario. We have had children at Walker Creek Elementary for the past 9 years. This high-density, heavy commercial use is not appropriate for the traditional neighborhood development adopted in the City Code for the Town Center. 2) The infrastructure at that particular location cannot accommodate that kind of traffic from that heavy of a use (& density) on those smaller streets. All of the current Town Center development has been allowed before all of the infrastructure, like curbs and appropriate drainage, is fully in place. Even when it is all in place, the design and width of these streets were not intended to accommodate this proposed type of commercial use and traffic. I'm not sure if there's any kind of tentative site plan or concept plan for this development, but I can't imagine how such parking and lighting would fit within this site. We appreciate your time. I can only agree with them on the impact Marriott can make. 112 guest rooms bring an influx of people and tax dollars. It seems that a better site for the Marriott Hotel would be on Highway 26 down from the NRH Water Park and El Cielo where there is an abandoned house. This would be close to the Hockey Complex, Birdville High School Sports Complex, as well as Restaurants. It would also improve the environment by removing an eyesore that has been there for the 10 years (and longer) that we have been living in the area. 2. There are many other locations that are better suited for a hotel including the old driving range on Highway 26. 3. The Suggestion has already been made that the Site on Hwy 26 down from NRH Water Park & El Cielo where an abandoned house sits would be a better location for the Marriott TownSuites to be built, and that is my suggestion. Survey Results 1. NRH asked the residents for their suggestions on what they would like to see on this piece of property in HomeTown, and the response was overwhelmingly for a City Park, a much needed Green Space in the high traffic area around Walker Elementary School! 2. The City of NRH prides itself on being a great place to live. Please live up to that claim by not adding a hotel into an already very crowded Residential Community and give HomeTown a City Park (a much needed Green Space). The Marriott Hotel will do very well on Highway 26! 3. NRH asked HomeTown residents for their suggestions on what they would like to see on the property owned by the City in HomeTown. Overwhelmingly, HomeTown residents wanted to see a Green Space & City Park! 4. The City Council of NRH needs to represent the interests of HomeTown Residents on this issue because they were the ones who asked HomeTown Residents what they would like to see this property used for. I'm very concerned about the hotel to be built. Feel a park would be a much better fit, as it is so close to Walker Creek Elementary Comments: Hometown was designed to be a development with green space and housing. The development of apartments and the high density housing, we have less and less green space. Questions: 1. Does the HomeTown Developer, Mr. Gietema have any financial ties with the Developer(s) of the Marriott Hotel Proposal &would he personally benefit in any way with monies invested? 2. What tax incentives has the city offered the developer of the hotel? 3. Is the city selling the land or leasing it to the hotel? 4. Is there a similar development in a neighborhood next to a school in a city of our size? Please provide examples. S. With 2 hotels in Hurst, is there a need for another in North Richland Hills? Who is the target market and what is the projected occupancy rate? 6. Is this being developed by a Marriott franchisee or the Marriott Corporation? If this business is not successful,what are the plans for an unoccupied structure in the middle of HomeTown. Property Values 1. If a hotel is built on these four acres, what happens in 10 to 1s years when the hotel deteriorates and becomes run down? How will it affect the property values of homes in HomeTown? Homes in Phase II of HomeTown are currently selling for$300,000+. Will a hotel within sight of these houses really enhance the property value? This goes for Phase I of HomeTown as well. We have seen increased values of our homes as well. 2. Does the P&Z have examples of a hotel being built in the middle of a housing community similar to HomeTown? Where are these located? Would like data on what effect it had on property values. 3. I would also like to have a sit down meeting with Councilman Barth. He was very helpful when we were trying to stop the high density on the east side of the lake. Traffic and Crime 1. There is already a traffic issue for surrounding roads (see recent P&Z discussion of limiting parking on Ice House Dr.) This will only increase traffic and impact the safety of our students at Walker Creek. What study has been done? 2. We have laws that state where a sex offender can live and they cannot live close to a school. There is nothing to stop an offender from staying in the hotel. How will this be addressed? 3. The safety of innocent children across the street from a hotel is a concern. With all we see and hear about human trafficking, this will be a too easy target for pedophiles. As a former educator, I would ask the city to check to see how many hotels are built across the street from a school in the county. 4. The traffic is already congested on Parker and Hawk Streets with the additional apartments and housing construction. These streets are already too narrow to handle the current traffic. The addition of a hotel will also increase traffic on our narrow streets. Bridge Street will become another venue for hotel traffic to exit to the freeway entrances. 5. This is an area for NRH residents with the library, rec center, and school. Is it really fair for taxpayers using these facilities to have to compete for room on the roads and space?
