C.1 APPROVE MINUTES OF THE AUGUST 6, 2018 PARK AND RECREATION
BOARD MEETING.

D. PRESENTATION/DISCUSSION ITEMS:
D.1 PARK MAINTENANCE AND OPERATIONS RESPONSIBILITIES AND
STAFFING.
Mr. Gary Bechthold, Parks Superintendent, provided an overview of the organizational
structure of the Maintenance and Operations Division, which maintains over $200 million I
dollars' worth of infrastructure. Mr. Bechthold also introduced the crew that is responsible II
for maintaining high visible areas in the City, Mr. Scott Pearce, Crewleader, Mr. Jason
Smith, MWI, Mr. Kris Potts, MWI and Mr. Rob Pershing, MWI.
E. DEPARTMENT UPDATES & GENERAL INFORMATION
E.1 NRHzO FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRHzO General Manager, presented an update on activities at NRH2O.
Highlights included:
• Frank extended his appreciation to Gary and his staff stating that park staff always
do a great job at NRH2O.
• Doggie Beach Bash held on September 29 with 700 people and 600 dogs in
attendance.
• Splash, Dash & Smile, biathlon, benefiting Honor Connor, was held with 50-60 kids
participating. Staff will continue to grow this event.
• NRHzO received a Wave Review Award from the World Waterpark Association in
Best Print Media in its attendance category for the 2017 season.
• NRH2O held their annual year-end awards ceremony on September 16. The
awards, determined by guest, team member and management voting, is always
an exciting way to end the season.
E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects.
• HomeTown Lakes Pedestrian Bridge Trail Development — Council consideration
to award the construction contract to Dean Electric is scheduled for October 8.
Work to begin in mid-November.
• Trail and On-Road Safety Projects —A Request for Qualifications was issued thru
Public Purchase on September 21 with responses due on October 16.
Submissions will then be reviewed by a selection committee and shortlisted for
interviews.
• Linda Spurlock Park Renovation — A Request for Qualifications was issued for
design for the redevelopment of Linda Spurlock Park.
• Northfield Park — Images were shown of the Northfield Park Renovation and
obelisk.
• Norich Park — Images where show of the renovated playground with shade.

• Vice-Chair Filis inquired about the trail connection to North Tarrant Parkway from
the John Barfield Trail. Mr. Thornton commented this would be addressed with the
TA Set-Aside Project.
E.3 PARK MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance.
Highlights included:
• Northfield Park Re-Development Projects — Staff installed new bleachers, picnic
tables, grills and trash receptacles.
• Northfield Irrigation — Tanner Arwine, Parks Assistant Superintendent, worked
closely with park planners and the irrigation contractor on the new irrigation i,
system. The system includes over 120 stations and 2,400 irrigation heads. !
• Inclement Weather — Park staff assisted the city's mowing contractor in helping I''�
them get caught up during the continuous rains during the month of September. I
• Youth Sports Fields — During the months of June through August, park staff spent �I
numerous hours preparing softball, soccer, baseball and football fields for youth ��
sports leagues and tournaments. i
• Army Worms — Staff have been fielding numerous calls regarding the army ants '
that are eating Bermuda grass.
E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND �i
SERVICES �
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH
Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights included:
• Marketing efforts for FY2019 are underway for the NRH Centre.
• The 2019 Winter/Spring Discover Brochure will be available to the public close to
Thanksgiving.
• For FY2018 the Grand Hall has served over 41,900 guests compared to 25,000 in
2017. Total revenue to-date is $440,818, which is an increase of $151,000
compared to the same time last year.
• The Grand Hall is currently accepting applications for the Grand Hall Sales &
Marketing Coordinator position, which was recently vacated by Dana Whitfield.
• `Round the Town with Oscar will be held on Tuesday, October 9 at 6:00 p.m. at
Northfield Park. The Mayor's monthly 1-mile walk will be held on Thursday,
October 11 at 6:15 p.m. at Northfield Park.
• The NRH Road Runner is scheduled for Saturday, October 6, 2018 at Green Valley
Park. Currently registration is up by approximately 60 participants.
• The Laser Lights & Music Spectacular will be held on Saturday, October 6 at 7:00
p.m. in front of City Hall. The Eagles tribute band, Desperado will perform followed
by a 20-minute laser light show presented by Laser Spectacles of Austin.
• Hoot n' Howl is scheduled for Saturday, October 27 from 5:00—8:00 p.m. at Green
Valley Park.

• The Veteran's Day Celebration is moving to City Hall and will be held on Friday,
November 9, 2018 at 11:00 a.m. Staff Sargent Johnnie Yellock, II, U.S. Air Force,
Retired will be our featured speaker.
F. INFORMATIONAL ITEMS
Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, updated the Board on
the National Fitness Court grant. After further research, staff has decided to hold off on
pursuing this grant at this time due to lack of guarantee by NFC raising the additional
funds required.
G. ADJOURNMENT
Vice-Chair Filis adjourned the meeting at 6:30 p.m.
