Chair Kusmierski called the meeting to order February 4, 2019 at 6:01 p.m.

BOARD MEETING.

Due to a scheduling conflict, Chair Kusmierski will not be able to attend the April 1, 2019
Park and Recreation Board meeting. Chair Kusmierski is seeking the Board's direction
on possibly rescheduling the Park and Recreation Board meeting to March 26 or 27.

D. PRESENTATION/DISCUSSION ITEMS:
D.1 INTRODUCTION OF NEW STAFF MEMBER— AMBER CORLEY
Mr. Antonio Evangelista, Parks and Recreation Business Manager, introduced Ms. Amber
Corley, who is filling the position of Grand Hall Sales & Marketing Coordinator. Amber
began with the City of NRH on January 21, 2019.
D.2 PARK MAINTENANCE AND OPERATIONS RESPONSIBILITIES AND
STAFFING.
Mr. Gary Bechthold, Parks Superintendent, provided an overview of the organizational
structure ofthe Maintenance and Operations Division. At this meeting, Gary is highlighting
the sports field maintenance crew. Gary introduced Michael Salazar, Crewleader, Michael
Young, Crewleader and Art Anna, Maintenance Worker II. Over the course of a year, the
sports field maintenance crew preps and maintains the 30 athletic fields over 500 times
for game play.
Ms. Loftice commented that staff receives many compliments and kudos regarding the
condition of our sports fields and that park staff takes pride in their work and representing
the city on the front lines.
D.3 UPDATE ON THE TA SET-ASIDE PROJECT
Mr. Michael Wilson, Park Planner, provided an update on the TA Set-Aside Project. In
2017, the City was awarded grant funds to design and construct pedestrian and cycling
improvements within our existing trail network that improve connectivity and safety.
These improvements include:
• Rectangular Rapid Flashing Beacons at three critical intersections, JoAnn
Johnson Trail at Rufe Snow, John Barfield Trail at Kirk Lane, and John Barfield
Trail at Rumfield Road.
• High Visibility Crossing on Bursey Road at Londonderry St.

• Improve Existing Veloweb by relocating the Pedestrian/Bicycle Crossing on the
Cotton Belt Trail at Precinct Line Road and Glade.
• High Visibility Crossing on Mid Cities Blvd at Iron Horse Blvd.
• Pedestrian Connection for Cotton Belt Trail at Mid Cities Blvd.
• Bike Boulevards on Buckingham St, Chapman Rd, Graham Ranch Neighborhood,
Hightower Rd, Douglas Ln, Waterford, Londonderry and Valley View.
• 911 Emergency Signage on all trails.
Staff is currently negotiating a contract with Kimley Horn and Associates for design of the
project. Staff anticipates taking the contract to Council for approval in February.
E. DEPARTMENT UPDATES 8� GENERAL INFORMATION
E.1 NRHzO FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRHzO General Manager, presented an update on activities at NRHzO.
Highlights included:
• Polar Plunge, benefiting Special Olympics, was held on January 19. This is the
coldest Polar Plunge ever hosted by NRHzO with water temperatures in the low
40's and air temperatures in the mid 30's with a wind chill of 20. Almost $15,000
was raised to benefit the Special Olympics program.
• Natalie Moore, NRH2O Operations Coordinator, was recently named to the VWVA
Education Committee and Kevin Parsons, NRH2O Maintenance Supervisorand Ty
Woods, NRH2O Maintenance Technician, completed their AIMS International
(Amusement Industry Manufacturers and Suppliers) Maintenance Technician
Level I and Level II Certifications respectively.
E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects.
Highlights included:
• HomeTown Lakes Pedestrian Bridge Trail Development — Arcadia Development
completed the bridge installation in late January. Dean Construction will now begin
the completion of the pedestrian connections from the bridge to adjacent trails.
� Linda Spurlock Park Renovation — After consultant interviews, the committee
selected Dunaway Associates for professional services for the renovation of Linda
Spurlock Park. Staff is currently reviewing and negotiating the fee proposal and
expects to take a contract for Council approval in late February. Upon approval of
a contract, Dunaway will begin site data collection and public input.
E.3 PARK MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance.
Highlights included:

• Green Valley Soccer Field Renovations — Renovations of fields 1, 2, 3 & 4 is ',
currently underway. Staff recently tilled the fields in preparation for a professional !�
company to come in and laser grade each of the fields. Upon completion of the I
grading, a sod company will then come in and install the Tiff 419 Bermuda, which I
comes in large rolls. The large rolls will cut down on seams and allow the sod to !,
root quicker. '
• Richfield Park and Walker's Creek Park Field Renovations — Renovations to the '
infields at Richfield and Walker's are currently underway. ',
• Green Valley Drain Line Repair — Park staff recently repaired an underground �
drainpipe that had collapsed in the northeast corner of Green Valley Park. The I
repairs included fixing a large sinkhole that opened up due to the broken pipe. �,
• Trout Stocking — Texas Parks and Wildlife will be stocking trout at Green Valley '
and Linda Spurlock Park ponds later in the month of February.
• Winter TurF Chemical Applications — Park staff are currently putting pre-emergent,
post emergent throughout the park system.
• Tree Maintenance Service — Staff have also fertilized trees and are working on I
taking out deadwood in some of the parks and along the trails to keep site lines I
open. '
E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND ',
SERVICES
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH I
Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights included: '
• The membership promotion at the NRH Centre continues through the month of
February.
• The NRH Centre will hold their first Dive-In Movie of the year on February 8. '
• Registration for the 2019 Camp NRH Summer Day Camp was held on January
18.The registration process was streamlined and took less than 45 minutes '
resulting in a greater number of happy camp parents. Due to demand, staff will be
increasing the number of kids in Camp NRH from 85 to 100.
• The Grand Hall is excited to welcome Amber Corley as the fulltime Sales &
Marketing Coordinator.
• Grand Hall revenues are doing very well; currently outpacing last year's revenue
to date.
• Winter athletic leagues, adult coed volleyball and men's basketball, began in
January.
� Athletics is excited to announce the return of NRH Softball at Northfield Park. After
completion of park renovations in the fall of 2018, a shortened softball season was
held. A full season of Spring leagues will return in March 2019.
• Richland Tennis Center is hosting various high school matches and tournament
during the month of February. RTC will also host a UTR tournament March 16-17.
UTR is a new type of rating system for tennis players based on their ability rather
than age or gender.
• Sounds of Spring Line Up has been announced:

� The Daddy Daughter Dance was held on February 2 with over 450 dads and
daughters attending. This is the 28th year for the Daddy Daughter Dance.
• The NRH Pop-Up Art Gallery Artists' Reception was held on January 25 at Kindred
Coffee. Thirty-six artists were celebrated fortheirworks of art, which are on display
through February 22.
F. INFORMATIONAL ITEMS
Ms. Vickie Loftice congratulated Park Board Member Dianne Spradling on the Community
Gardening Seminar held this past Saturday at the NRH Library. Mr. Tanner Arwine, Parks
Assistant Director, presented information on various topics with more than 110 people in
attendance.
