HomeMy WebLinkAboutCC 1982-09-30 Minutes MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD IN THE CITY HALL, 7301 NORTHEAST LOOP 820, SEPTEMBER 30, 1982 - 5:30 P.M. 1. Mayor Faram called the meeting to order September 30, 1982 at 5:30 p.m. 2. Present: Dick Faram Jim Ramsey Jim Kenna Richard Davis Harold Newman Marie Hinkle Mayor Mayor Pro Tem Councilmen Counc ilwoman STAFF: Rodger N. Line Jeanette Moore Dennis Horvath Lou Speigel City Manager City Secretary Assistant City Manager Finance Director PRESS: Jeff Yeates Mid Cities News ABSENT: Dick Fisher J. C. Hubbard Councilman Councilman 3. Mayor Pro Tem Ramsey moved, seconded by Councilman Kenna, to approve Ordinance No. 979. Mayor Faram stated the City had been waiting on the tax roll from Tarrant Appraisal to take action on the budget. Mayor Faram stated that the City had received information that the tax roll would probably be ready by the end of October and the Council would be able to set a tax rate. Mayor Faram asked that the City Staff exercise caution on expenditures until the final figures from Tarrant Appraisal District were received. Mr. Line stated that he had advised the Department Heads to use their discretion on purchases until the tax roll was received. Motion carried 5-0. 4. Mr. Line stated this item was placed on the agenda as a precautionary measure. Mr. Line asked that this item be deferred until the tax roll was received. Councilman Kenna moved, seconded by Councilman Davis, to defer action on this item until the tax roll was received. Motion carried 5-0. CALL TO ORDER ROLL CALL CONSIDERATION OF ORDINANCE ADOPTING THE 1982-83 OPERATING BUDGET FOR THE CITY OF NORTH RICHLAND HILLS APPROVED ORDINANCE NO. 979 CONSIDERATION OF ORDINANCE PROVIDING FOR THE LEVY AND COLLECTION OF AD VALOREM TAX WITHIN THE CITY OF NORTH RICHLAND HILLS, TEXAS ON THE 1ST DAY OF JANUARY, 1982 POSTPONED ORDINANCE NO. 980 Mayor Pro Tem Ramsey gave a short report on the meeting of the Tarrant County Appraisal District. 5. Councilwoman Hinkle moved, seconded by Councilman Davis, to approve Resolution No. 82-27. Motion carried 5-0. 6. Mr. Line stated there was an error in the chart. It showed the Civil Service Secretary as reporting to the City Manager and it should show as reporting to the Council. Mr. Line stated the correction would be made on the chart. Mayor Faram stated he would prefer a chart showing each department and the classification and number of employees assigned to each department. Mr. Line stated that he agreed with Mayor Faram and the chart would be changed accordingly. Councilman Davis moved, seconded by Councilman Kenna, to approve Ordinance No. 981. Motion carried 5-0. 7.
