GENERAL ITEMS B.1 APPROVE MINUTES OF THE JANUARY 9, 2017, MAY 8, 2017 AND JANUARY 28, 2019 LANDSCAPE REVIEW BOARD MEETINGS. APPROVED March 04, 2019 Landscape Review Board Meeting Minutes Page 1 of 3 A MOTION WAS MADE BY BOARD MEMBER WRIGHT OUJESKY, SECONDED BY BOARD MEMBER RODRIGUEZ TO APPROVE THE MINUTES OF THE JANUARY 9, 2017, MAY 8, 2017 AND JANUARY 28, 2019 LANDSCAPE REVIEW BOARD MEETINGS. MOTION TO APPROVE CARRIED 6-0. B.2 LRB 2018-02 CONSIDERATION OF A REQUEST FROM 4TWELVE ARCHITECTURE FOR A PERMIT FOR NONCONFORMITY TO CHAPTER 114 (VEGETATION) OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES AT 6501 BOULEVARD 26, BEING 1.39 ACRES DESCRIBED AS TRACT B, RICHLAND PLAZA ADDITION. APPROVED Chair Trevino called on Director of Planning Clayton Comstock to present the item. Mr. Comstock informed the Board the applicant is requesting a permit for nonconformity that would authorize a building permit for reconstruction, extension, or enlargement of building and use on site with nonconforming landscaping, value of the renovation makes the general standards of Section 114-71 (Landscaping regulations) and 114-72 (Buffer yard regulations) apply to the property, permit requested to consider alternative landscape plan related to renovation of Jack in the Box restaurant building. Applicant representative Eric Pena with 4Twelve Architecture, 931 North Edgefield Avenue, Dallas, Texas, 75208, presented request and was available to answer questions from the Board. Chair Trevino asked Mr. Pena if the owner of this property and the owner of the adjacent vacant property were the same, if so, could the Board include language in the motion to clean up the trees on the lot. Mr. Comstock confirmed it is one owner for the property. Board member Benton asked Mr. Pena to speak to lighting to ensure the lighting was sufficient in providing a safe environment. Mr. Comstock confirmed the lighting fixtures will be in compliance with city's regulations. Mr. Comstock provided a summary of the request indicating a partial setback on Boulevard 26 and Richland Plaza Drive, one (1) tree on Boulevard 26 instead of the three (3) required and a waiver of screening wall and buffer yard until the adjacent property develops. Mr. Comstock also provided options for the Board's consideration. Staff was available to answer questions from the Board. March 04, 2019 Landscape Review Board Meeting Minutes Page 2 of 3 A MOTION WAS MADE BY BOARD MEMBER TURNAGE, SECONDED BY BOARD MEMBER WRIGHT OUJESKY TO APPROVE LRB 2018-02, WITH PROVISION THAT TREES ON REAR PORTION OF LOT BE PRUNED AND DEAD TREES REMOVED. MOTION TO APPROVE CARRIED 6-0. C.
