MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND HILLS.
TEXAS, HELD IN THE CITY HALL, 7301 NORTHEAST
LOOP 820, NOVEMBER 22, 1980 - 8:30 A.M.
1. Mayer Faram called the meeting to order November 22, 1980 at
8:30 a.m.

Mayor Faram adjourned the meeting to executive session.
Mayor Pro Tern Freeman called the meeting back to order.
All Council members and staff were present as recorded at the
beginning of the meeting with the exception of Mayor Faram.
1. Council had a prolonged discussion of the problems connected
with the City of Watauga's failure to take affirmative action
on the Rufe Snow Drive project.
It was the consensus that the City of North Richland Hills
Council needed to consider an alternate route north of the
Railroad right-of-way.
City Attorney McEntire read the following Resolution.
~JHEREAS, the City Council of North Richland Hills,
Texas, has planned and proposed to convert Rufe Snow Drive
into a five lane major thoroughfare between Loop 820 and
Fair Meadow Drive; and,
WHEREAS, the said City Council had relied upon the cooperation
of the City of Watauga in the proposed assessment program and
the acquisition of right-of-way in connection with said project; and,
WHEREAS, the City of Watauga had failed to give the City
of North Richland Hills the contemplated cooperation in this regard.

NOVJ, THEREFORE, be it resolved by the City Council of the
City of North Richland Hills, Texas, that;
1.
The City Engineer be and is hereby authorized to prepare for
the taking of bids for the proposed Rufe Snow Drive improvements
between Loop 820 and Industrial Park Boulevard (South of St. Louis
and Southwestern Railroad right-of-way).

That the City Engineer prepare alternate plans for construction
north of said Railroad right-of-way by moving proposed thoroughfare
east along the Railroad right-of-way through the center of the City
of North Richland Hills approximately one mile east of Rufe Snow
Drive and north of Bursey Road.
Passed and approved this 22nd day of November, 1980.
Councilman Hubbard moved, seconded by Councilwoman Groves, to
approve Resolution No. 80-36 as presented.
Motion carried 6-0.
2. City Attorney McEntire read the following resolution:
WHEREAS, the below named department heads and/or Chief's
have been appointed by the City Manager; and

THEREFORE, be it resolved by the City Council of the City

Councilman Brady moved, seconded by Councilman Kenna,
to approve Resolution No. 80-35, as presented.
Motion carried 6-0.
3. This item was added to the agenda.
Councilman Kenna moved, seconded by Councilman Wood,
to appoint Mr. George Tucker to the Planning & Zoning
Commission.
Motion carried 6-0.
Confirmation of this appointment will be placed on the
December 8, 1980, meeting agenda.
Mayor Pro Tern Freeman adjourned the special meeting of
November 22, 1980.
