PRESENTER: Traci Henderson, Assistant City Secretary SUMMARY: The minutes of the Crime Control and Prevention District Board are approved by majority vote of the board at the Crime Control and Prevention District Board meeting. GENERAL DESCRIPTION: The City Secretary's Office prepares action minutes for each Crime Control and Prevention District Board meeting. The minutes for the previous meeting are reviewed and approved by the board, which contributes to a time efficient meeting. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approval of minutes of the August 27, 2018 Crime Control and Prevention District Board meeting and August 2, 2019 Crime Control and Prevention District Board Budget Work Session. APPROVED A MOTION WAS MADE BY BOARD MEMBER LOMBARD, SECONDED BY VICE PRESIDENT TURNAGE TO APPROVE THE MINUTES OF THE AUGUST 28, 2017 REGULAR CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING. MOTION TO APPROVE CARRIED 7-0. B.2 PUBLIC HEARING ON CRIME CONTROL AND PREVENTION DISTRICT PROPOSED 2018/2019 BUDGET AND REVISED 2017/2018 BUDGET AND AUTHORIZE ADOPTION. APPROVED August 27, 2018 Crime Control and Prevention District Board Meeting Minutes Page 1 of 2 President Trevino opened the public hearing and called on Managing Director of Public Safety Jimmy Perdue to introduce the item. Mr. Perdue presented the 2018/19 proposed and 2017/18 revised Crime Control and Prevention District budgets and was available to answer questions from the Board. The Board had no questions for staff. President Trevino called for anyone wishing to speak for or against the item to come forward. There being no one wishing to speak, President Trevino closed the public hearing. A MOTION WAS MADE BY BOARD MEMBER LOMBARD, SECONDED BY BOARD MEMBER RODRIGUEZ TO APPROVE THE 2018/2019 PROPOSED AND 2017/2018 REVISED CRIME CONTROL AND PREVENTION DISTRICT BUDGETS AND RECOMMEND APPROVAL BY CITY COUNCIL. MOTION TO APPROVE CARRIED 7-0 C. CALL TO ORDER President Trevino called the meeting to order at 8.30 a.m. 2. ITEMS FOR DISCUSSION A. REVISED 2018/2019 AND PROPOSED 2019/2020 CRIME CONTROL AND PREVENTION DISTRICT BUDGETS. President Trevino called on Managing Director of Public Safety Jimmy Perdue to introduce the item. Mr. Perdue presented the proposed revenues and expenditures for the 2018/2019 proposed Crime Control and Prevention District budget. Proposed Revenues: $5,727,125 August 2, 2019 Crime Control and Prevention District Board Meeting Minutes Page 1 of 2 Sales Tax: 90% School Resource Office Reimbursement: 4% General Fund Contribution: 3% Franchise Fees: 2% VAP/Other: 1% Interest: 1% Proposed Expenditures: $5,727,125 Uniform Patrol Officers: 56% Administration Services: 19% Technical Services: 11% Investigations: 9% Partner Agency: 2% Other: 2% Property/Evidence: 1% Police Administration: 1% Mr. Perdue went on to share personnel allocations and summary of personnel positions, funded programs and assigned positions, historical expenses and revenues for the Crime Control District and lastly the proposed 2019/2020 budget overview. Mr. Perdue stated this would be the first time a transfer from the general fund would be required. Mr. Perdue was available to answer questions from the Board. The Board discussed funding options for the two currently vacant public safety officer positions. 3. PRESENTER: Jimmy Perdue, Director of Public Safety SUMMARY: This item is to hold a public hearing on the Crime Control and Prevention District revised 2018/2019 and proposed 2019/2020 annual operating budget, authorize adoption, and recommend City Council approval. GENERAL DESCRIPTION: State law regarding the Crime Control and Prevention District requires the district's board to hold a public hearing prior to the adoption of the budget. The notice of this public hearing was published in the Star Telegram in accordance with state law. The public hearing for the revised 2018/2019 and proposed 2019/2020 Crime Control and Prevention District budget was advertised for 6.40 p.m., August 26, 2019. The revised 2018/2019 and proposed 2019/2020 Crime Control and Prevention District annual budget was reviewed by the Crime Control Board and the City Council on August 2, 2019 at the city's annual budget work session. The proposed budget for 2019/2020 is $5,727,125 and the revised budget for 2018/2019 is $5,709,184. A summary report is attached for your review. In order to obtain input from citizens on the proposed and revised budgets, it is recommended that a public hearing be opened and public comment permitted. RECOMMENDATION: Conduct a public hearing and adopt the Crime Control and Prevention District revised 2018/2019 and the proposed 2019/2020 annual operating budget and recommend City Council approval.
