MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, HELD IN THE CITY HALL, 7301 NORTHEAST
LOOP 820, SEPTEMBER 18, 1979 - 7:30 P.M.
1. Mayor Pro Tern Cato called the Special meeting to order
September 18, 1979, at 7:30 p.m.

3. The invocation was given by Councilman Michener.
4. Mayor Pro Tern Cato read the following caption of
Ordinance No. 755:
IIAN ORDINANCE APPROVING RATE SCHEDULES TO BE CHARGED
BY TEXAS ELECTRIC SERVICE COMPANY·· IN THE CITY OF
NORTH RICHLAND HILLS, TEXAS, PROVIDING FOR AN
EFFECTIVE DATE FOR SUCH RATE SCHEDULES, AND PROVIDING
CONDITIONS UNDER WHICH SUCH RATE SCHEDULES MAY BE
CHANGED, MODIFIED, AMENDED OR WITHDRAWN. II
Mayor Pro Tern Cato stated this ordinance would allow for a
2.24 increasè. Mayor Pro Tern Cato stated these figures
were obtained through a study committee and submitted to.
lexas Huntdpa1 League. Mayor Pro Tern Cato ~stated Hwas
encumbered on the Council to pass this ordinance before
September 19, 1979.
Mayor Pro Tern Cato stated the City Attorney and Texas
Municipal League recommended the Council approve the
ordinance.
Councilman Michener moved, seconded by Councilwoman
Reeder, to approve Ordinance No. 755 as written.
Motion carried 4-0.

when it became an emergency to have the
sþecifications for police vehicles on
this special Council agenda.
Mr. Paul stated it was not an emergency. The
next Council agenda would have about 24 items
on it and that is the reason he put the vehicles
on this agenda.
Mayor Pro Tern Cato asked the Council if they wanted
to consider this item since it was not an emergency.
The Council Members wanted to consider this item.
Mayor Pro Tern Cato asked if the Department Heads
had turned their cars over to the Police Department.
City Manager Paul stated the Department Head cars
would be turned over to the Police Department.
Mr. Paul stated that the Director of Utilities
car would be pulled to go in the Police Department
and the Director of Public Works car was in the garage
and as soon as possible would be put in the Police
Department.
Mayor Pro Tem Cato stated the specifications called for
1979 or 1980 model cars. Mayor Pro Tem Cato asked
the reason for the different models.
Mr. Paul stated the present cars had considerable
milage on them and 1979 models were included in
the specifications because some Dealers would
be able to furnish 1979 models sooner. The
Police Department was in dire need of the cars.
Councilman Cavanaugh moved, seconded by Councilman
Wood, to approve the specificions on the police
vehicles.
Councilman Wood stated that in the specifications
there were three large cars and four medium
size. Were àH the carsgoi-ng':to the. Police Department and
what was the intent of the four vehicles.
Mr. Paul stated the heavy duty cars would go to
the Police Department. The other cars would go
to the Utility Director, Public Works Director,
Fire Marshal and City Manager.
Councilman Wood asked if the rotation basis would
still be in effect.
Chief Williams stated no, the rotation would not
continue. Each Department hoped to keep the cars
three- years.

Councilman Wood asked if the new cars would
go directly to patrol while still in warranty.
Mayor Pro Cato stated this would end the rotation
system.
Chief Williams stated it would end the rotation
system.
Mayor Pro Tem Cato asked if the specifications were
written so that any car dealer could bid.
Chief Williams replied any dealer could bid the
specifications.
Motion to approve the specifications carried 4-0.
3. Mayor Pro Tem Cato adjourned the special meeting of
September 18, 1979. !
