1. Mayor Faram called the meeting to order Ñovember 19, 1979, CALL TO ORDER
at 7:00 p.m.

3. The invocation was given by Mayor Faram. INVOCATION
Councilman Cato now present.
--- 4. t'1ayor Faram stated the Uti 1 ity Director had recommended
Case Power & Equipment Company's bid.
Councilman Mills moved, seconded by Councilman Wood,
to approve the bid of Case Power & Equipment Company
in the amount of $20,899.00 for tractor/loader backhoe.

Counoilman Cato asked if the recommendation was made
based on the unavailability of parts for International
equipment.
Mr. Bronstad stated the Utility and Public Works Departments both
had International equipment and it was almost impossible
to get parts. Mr. Bronstad stated they had to wait
three months to get parts.
Councilman Cato asked if the District Office had been notified
of this problem.
Mr. Bronstad stated the people he bought the parts from had
been notified.
Councilman Cato stated that since the city had a lot of
International equipment he would suggest the city manager
write them a letter and ask what the trouble was.

Councilman Freeman asked Mr. Bronstad if this was
the piece of equipment he wanted.
Mr. Bronstad replied yes.
Motion to approve carried 6~0.
5. Mayor Faram advised the Council the Utility Director had
recommended the bid of Texas Motor Ford.
Councilman Mills moved, seconded by Councilwoman Reeder,
to approve the bid of Texas Motor Ford in the amount of
$5,146.00.
Councilman Cato stated the bid did not specify a year
model of the pickup.
Mr. Bronstad stated it would be a 1980 model.
Councilman Mills asked if a bid was sent to Wendell Conditt
and was a bid received from him.
Mr. Bronstad stated a bid sheet was sent to Mr. Conditt.
Mr. Bronstad stated it was not Wendell Conditt any longer,
it was Frontier GMC, Inc. Mr. Bronstad stated Frontier
was third low bidder.
Motion to approve carried 6-0.
6. Mayor Faram advised the Council Mr. Bronstad had recommended
the bid of George Grubb Datsun.
Mr. Bronstad stated the agenda was not correct it should
be listed as four pickup trucks. Two for the Utility
Department and two for the Public Works Department.
Councilman Cato stated one company had stated they could
sell the city standard F100 pickups for $4,778.00. Councilman
Cato stated he thought one of the reasons the city was going
for a compact pickup was to get a cheaper, lighter and economical
to operate vehicle. Councilman Cato stated they might be lighter
but certainly not cheaper.
Mr. Bronstad stated if the Council would notice the bid was
not with an automatic transmission. Mr. Bronstad stated
if the trucks had clutches there would have to be a lot
of work done on them because they would continuously be
going out. Mr. Bronstad stated he had tried trucks with
clutches before and they did not last.

Mr. Bronstad stated this bid also was for a shortwheel
base.
Councilman Mills asked the size of the bed.
Mr. Bronstad replied 117 inches.

with the Datsun.
Mr. Bronstad stated the Datsun was probably 130 inches.
Councilman Mills stated even if you put an automatic transmission
in the F100 Ford ,it was only $2~aO higher per vehicle than the
Datsun. Councilman Mills asked Mr. Bronstad that in his opinion
was not the Ford a better buy than the Datsun.
Mr. Bronstad stated he did not know what kind of mileage the
F100 Ford would get.
Councilman Wood stated he did not like buying foreign vehicles.
Councilman Wood stated the Council was talking about semantics on
size. Councilman Wood stated there was only '$2.00 difference on
an automatic transmission, 6 cyclinder Ford, with semantics were
they talking about gas, re1iability and longevity. Councilman
Wood stated he felt the city should look at the Ford. Councilman
Hood stated if the city went up to ·$5,097.00, which was $2.00
less than a Datsun, you still have a light duty pickup with
an automatic transmission. Councilman Wood stated if the money
was going to be spent and look for reliability and longevity,
he would like to recommend going to the heavy duty 1/2 ton
pickup.
Councilman Woman Reeder stated herexperince' with foreign vehicles
was not very gooq. Councilwoman Reeder stated if they broke down
it took six weeks to get parts.
Councilman Michener stated he would like for the city to buy
the Datsun. Councilman Michener stated he thought it would
be economical to operate and felt the re-sale value would
be higher than a Ford..
Councilman Michener asked if the budget included the four pickups.
Mr. Bronstad stated four pickups had been budgeted for; two in
Utility and two in Public Works~

Councilman Cato asked Mr. Bronstad if he had any reason
to believe, or anything to backup the theory they would
get adequate service under the city's working conditions
of a light pickup versus a heavy duty pickup.
Mr, Anderson stated he had basically planned on using
his pickups, one for inspections and the other for
the Street Superintendent. Mr. Anderson stated he
did not expect either vehicle to get heavy duty use.
Mr. Bronstad stated the pumpers would be driving ode
of the vehicles and the service man setting meters with
the other one.
Councilman Freeman stated the smaller pickups would not
take the wear and tear the ordinary employee gives them.
Councilman Michener moved to award the bid to George Grubbs
Oa tsun .
Motion dies for the lack of a second.
Councilman Wood moved, seconded by Councilman Freeman,
to award the bid to Texas Motor Ford for four 1/2 ton
heavy duty pickups in the amount of $5,146.00 each.
Councilman Wood asked if the city could legally give
the bid to another bidder.
Councilman Cato stated the city could deny the bids on
the compact pickups because of the price and have the
staff come back with more information.
Councilman Wood stated there was a problem on time.
Mr. Bronstad needed his pickups now.
After further discussion, Councilman Wood withdrew his motion,
Councilman Freeman withdrew his second.
Councilman Wood asked Mr. Bronstad if he could get the 117
inch wheel base and automatic transmission.
Mr. Bronstad replied yes.
Councilman Wood moved, seconded by Councilman Mills, to award
the bid to Payton Wright Ford for four 1/2 ton F100 Fords with
and automatic transmission in the amount of $5,097.27 each.
Motion carried 5-1; Councilmen Cato, Mills, Wood and Freeman and
Councilwoman Reeder voting for; Councilman Michener against.

7. Mayor Faram stated the Utility Director had
recommended the bid of Moody Day Company.
Councilman Wood moved, seconded by Councilwoman
Reeder, to approve the bid of Moody Day Company
in the amount of $2,561.15.
Councilman Michener asked why the bid of Moody
Day was so much lower than the other bids.
Mr. Bronstad stated it was because it was a 18 HP motor
instead of a 20 HP or 22 HP. Mr. Bronstad stated when
the specifications were put out he it called for a 20 HP
or a 22 HP. Mr. Bronstad stated he could live with an
18 HP.
Councilman Freeman stated the bid stated the pump was
stock, subject to prior sale. Councilman Freeman
asked Mr. Bronstad if he had checked to see if the pump
was in stock.
Mr. Bronstad stated he had not checked on the availability
of the pump. The pump was available last week.
Councilman Freeman asked if the bid should be approved
with an alternate bid in case Moody Day Company did not
have one available.
Mr. Bronstad replied yes.
Councilman Michener asked Mr. Bronstad who he would recommend
for the alternate bid.
Mr. Bronstad stated he recommended the bid of Pettibone as the
alternate.
Councilman Wood amended his motion, seconded by Councilwoman
Reeder, to state "if the pump was not available from Moody
Day Company the bid be given to Pettibone. II
Motion carried 6-0.
8. Councilman Michener moved, seconded by CouncilwomaniReeder,
to approve the specifications for a trailer mounted air
compressor for the Utility Department.

9. Councilman Michener moved, seconded by Councilman Mills,
to accept the bid of Watson Distributing in the amount
of $4,230.00.
Motion carried 6-0.

10. Mayor Faram read the following resolution:
RESOLUTION AUTHORIZING EXECUTION OF AN AMENDATORY
WATER SUPPLY CONTRACT BETWEEN THE CITY OF NORTH
RICHLAND HILLS, TEXAS, AND TRINITY RIVER AUTHORITY
OF TEXAS

WHEREAS, it is necessary and advisable that the City
enter into the amendatory water supply contract, hereinafter
authorized, with Trinity River Authority of Texas.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF NORTH RICHLAND HILLS:
Section 1. That the Mayor and City Secretary are
authorized and directed, for and on behalf of the City, to
date, sign, seal and otherwise execute an amendatory water
supply contract with Trinity River Authority of Texas in
substantially the form and substance attached hereto and made
a part hereof for all purposes.
Section 2. That, upon execution, said amendatory water
supply contract shall be binding upon the City for all purposes.
Section 3. That this Resoltuion is effective immediately.
Councilman Freeman moved, seconded by Councilman Cato, to
approve Resolution No. 79-26.
Councilman Mills asked for Mr. Bronstad to explain the difference
in this contract and the original contract.
r~r. Bronstad stated Tarrant Improvement District Number one
was the one that would be selling water to TRA. They will also
sell to Fort Worth. ·At the present time the city is paying
$ .16 a thousand gallons to the City of Fort Worth plus the
treating cost and maxis day against maxis hour. Mr. Bronstad
stated that when the city gets water from TRA it will already
be treated. The city will be paying about 15.7¢ per thousand
gallons plus treating cost. The city will not be paying a
surcharge. Mr. Bronstad stated negiotiations had been going
on for several months between TRA and Tarrant Improvememt District.
Mansfield, Arlington and Fort Worth have got contracts. Arlington
has not signed the contract yet because of some problems. Mr. Bronstad
stated all the cities that will be requiring water from TRA must
sign the contract so they can submit it to Tarrant Improvement
District.

Councilman Mills asked if signing the contract would have
anything to dówith priority.
Mr. Bronstad replied yes, if the contract was signed now
the city would have priority.
Motion to approve carried 6-0.
11. Councilman Michener moved, seconded by Councilman Freeman,
to approve the contract with TRA.
Motion carried 6-0.

Mayor Faram advised the Council a registered letter had been
received by the city regarding the appointment of
someone to the Tax Appraisal District.
Mayor Faram stated there would be a run-off between
Mr. Wiley Thomas and D. Wayne Tidwell. Mayor Faram
stated thè ;city had fifteen days in which to cast
their vote, therefore, a motion needed to made to
add this item to the agenda.

Councilman Cato moved, seconded by Councilman Wood,
to add the emergency item to the agenda; also be
included on the agenda at the next Council meeting.
Motion carried 6-0.

Dear Sir:
The official balleting for the selection of members of the Tax Appraisal
District in Tarrant County has resulted in the selection of the following
Directors for each single member district, to fill terms beginning
January 1, 1980 and ending December 31, 1981:
Single Member District Number One: Fort Worth,City...Hdmer Tomli,nson, Jr.
Single Member District Number two: Fort Worth School...Lloyd H. Flood
Single Member District Number Three: Northeast Cities, Towns and

As you will note, Directors have been finally selected for the
term January 1, 1980 through December 31, 1981 in Single Member
Districts One, Two, Four and Five.
There is a runoff between the two candidates receiving the highest
total votes in Single Member District Three.
Those Taxing Entities entitled to vote in Single Member District
Number Three: Northeast Cities, Towns and Schools, will find enclosed
herewith a runoff Ballot. That Ballot list the top two runoff Candidates
alphabetically. The governing bodies of each taxing unit entitled to
vote in Single Member District Number Three shall determine its vote
by Resolution of the govening body and submit it to the County Clerk
within fifteen (15) days of receipt of the runoff Ballot.
As soon as the winner in Single Member District Number Three has
been ascertained, I will notify each Taxing Entity in Tarrant County
and each Candidate of the results of the runoff in Single Member District
Number Three.
I request that those Taxing Entities in Single Member District Number
Three entitled to vote give this matter their prompt attention in order
to complete fhe selection process for the Director for Single Member
District Number Three.
For those Directors selected in Single Member District Number One, Two,
Four and Five, you should maintain this letter in,~our files as evidence
of your selection as a Director on the Board of the Tax Appraisal District
in Tarrant Counth for the two year term beginning January 1, 1980.

Councilwoman Reeder moved, seconded by Councilman Mills, to
cast-the City of North Richland Hills vote for D. Wayne Tidwell.
Motion carried 6-0.
12. Mayor Faram adjourned the meeting of November 19, 1979.
