CALL TO ORDER Mayor Newman called the meeting to order January 23, 1978, at 7:30 p.m. ROLL CALL PRESENT: Mayor Councilmen Mayor Pro Tern Tom E. Newman Denver Mills George Conant, Jr. John Lamond, III Walter Smith Dave Freeman James F. Cato STAFF PRESENT: City Manager City Secretary City attorney City Engi neer Director Public ~Jorks M. E. Riddle Jeanette Moore Rex McEntire Dick Perkins Ray H. Britton ABSENT: CouncilWoman Dorothy McClure , , INVOCATION The invocation was given by Councilman Lamond. APPROVAL OF MINUTES Approval of Minutes of the January 9, 1978 Meeting Councilman Smith moved, seconded by Councilman Mills, to approve the Minutes as written. Motion carried 6-0. APPEAL HEARING PZ 77-31 & PZ 77-32 Citizen Request, Mr. Doyle K. Fincher, Sr., requesting an appeal hearing on PZ cases Numbers 77-31 and 77-32 Mayor Newman called for anyone present wishing to speak for this case to please come forward. Mr. Doyle K. Fincher, 7609 Palomar, appeared before the Council. Mr. Fincher stated he owned one lot on the corner of Smithfield Road and Odell Street that was zoned Local Retail. He stated he thought he could use it for his business. To bring the existing building up to city standards would be too expensive. Mr. Fincher stated he talked to Mr. Britton and he suggested he rezone the both lots commerical. The Planning and Zoning Commission had turned down this request. RESOLUTION 78-1 PLANS & SPECIFICATIONS January ii, 1978 Page 2 Mayor Newman advised Mr. Fincher all the Council could do tonight was grant the appeal hearing. Councilman Lamond moved, seconded by , Mayor Pro Tern Cato, to grant the appeal hearing on PZ 77-31 and PZ 77-32, for February 2', 1978. Motion carried 6-0. Resolution calling a regular City Council election for April 1, 1978 Councilman Lamond moved, seconded by Councilman Smith, to approve resolution 78-1. Mayor Newman stated if anyone wanted to file as a'candidate for the Council ,filing would begin January 30, thru March 2, 1978. Absentee voting would begin March 8 and end March 28, 1978. Motion to approve resolution 78-1 carried 6-0. Approval of Plans and Specifications for new Water distribution mains .j , , City Engineer Perkins advised the Council the water supply would come from Fort Worth, beginning on the west side of Beach Street to the new tank in Watauga. Mr. Perkins stated since his estimate of July 1977, there had been an increase in price. Mr. Perkins stated this was because of inflation and the additional pipe required to be constructed from the originally proposed storage tank site to the one finally selected. Mr. Perkins suggested the Council increase the Revenue Bonds under consideration from $1,763,00 to $2,100,000. Councilman Mills asked the City Attorney if the Citystarted now and sold the Bonds, how long would it take. City Attorney McEntire stated he could not answer at this time. Councilman Lamond moved, seconded by Councilman Smith, to approve plans and specifications for new water distr"ibution mains. Councilman Mills asked if the City had any commi tment from Fort \~orth. Mr. Perkins stated he had met with Fort Worth and had a verbal commitment. The City has a contract with Fort Worth. He stated he saw no reason for them not to sell the city water. January 28, 1978 Page 3 Mr. Perkins stated the only detail that had not been worked out was how the City of Fort Worth was going to remiburse North Richland Hills the difference in the 161 line we wanted and the 241 line they wanted. Councilman Mills asked if the City would have any problem obtaining right-of-way from Ha 1 tom City. City Engineer Pekins replied he anticipated no problem. Motion to approve carried 6-0. BIDS Authorization to receive bids on new water mains from the Fort Worth Beach Street main to proposed overhead storage tank site Councilman Lamond moved, seconded by Mayor Pro Tem Cato, to authorize financing of Revenue Bonds not to exceed $2,100. Mayor Pro Tem Cato asked the status on the Bond Rating. , , Mayor Newman stated he had not been able to obtain the information the Rating Company wanted. Councilman Freeman asked if the City had met with Fort Worth on this matter and what proof if the City have stating they were willing to sell us water. City Engineer Perkins stated he and City Manager Riddle would get in touch with Fort Worth and get a letter that would commit them. After discussion, Councilman Lamond withdrew his original motion. Councilman Lamond moved, seconded by Mayor Pro Tem Cato, to authorize the City Engineer to receive bids on the new water mains from the Fort Worth Beach Street main to the proposed overhead storage tank site. City Engineer Perkins asked the Council to state when the bids would be advertised and and when to accept them. ADJOURNMENT ATTEST: C)-J.-¿, .' .
