HomeMy WebLinkAboutCC 1978-03-06 Minutes MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD IN THE CITY HALL, 7310 NORTHEAST LOOP 820, March 6, 1978 - 6:30 P.M. CALL TO ORDER Mayor Newman called the Special meeting to order at 6:30 p.m., March 6, 1978. ROLL CALL PRESENT: Mayor Councilmen Councilwoman Tom E. Newman George Conant, Jr. John Lamond, III i~a 1 ter Smi th Dave Freeman Dorothy McClure STAFF PRESENT: City Manager City Secretary City Engi neer M. E. Riddle Jeanette tl¡oore Dick Perkins ABSENT: Mayor Pro Tern Councilman James F. Cato Denver Mi 11 $ Mayor Newman recognized Dave Beurket and Jack Miller of Federated Department Stores. BIDS Approval and awarding bid for Beach Street Watauga water line Mayor Newman advised the Council Dick Perkins was present to answer any questions pertaining to the bid. Councilman Smith moved, seconded by Councilwoman McClure, to approve the bid of Red River Construction Company. Councilman Conant stated he would like to have the reassurance on the monèy. City Manager Riddle stated the money should be available around April 24. The bonds should have also been approved by that date. If any thing had to be paid before that time it would be for material only. Mr. Perkins stated the contractors would have to wait on the pipe to be delivered and did not anticipate to start until April. ----vag e 2 Councilman Lamond stated the low bidder had stated 300 days and the next low bid had 150 days. Councilman Lamond asked Mr. Perkins to explain the time difference. Mr. Perkins stated the 2nd low bid was based on after deliverly of the pipe. Councilman Lamond asked if this would mean the City would not get the water by this slimmer. Mr. Perkins stated the contractor would start building now from Denton Highway to Watauga. Mr. Perkins stated he doubted if the line coming down Beach Street would be finished by' this summer. COUNCILMAN MILLS NOW PRESENT. Councilman Freeman asked the City Engineer how much difference there was in his estimate compared to the bid. Mr. Perkins stated about $27000. Councilman Freeman asked the Engineer to identify the difference. Mr. Perkins stated that when the contractors found out the line belonged to Fort Worth and they would be making the inspections, they bid more. There was more rock that would have to be removed than was anticipated. Some of the contracors had make test borings and there was 70% to 75% more rock. Councilman Smith stated Red River had never done business in the City, had the City Engineer checked the company. Mr. Perkins stated he had checked the company and felt they would be alright. This company had put the second phase of Little Bear sewet' line thru the city. They had a reliable bonding company and if any thing went wrong they would fix it. Councilman Mills stated he did not want the contract signed until Fort Worth signed it. City Engineer Perkins stated Fort Worth had already signed the contract. CONTRACT ADJOURNMENT ATTEST: ~ Secretary r·1arch 6, 1978 Page 3 Mayor Newman stated the contract for the bid would not be signed until after Fort Worth signed the co~tract for water. Mr. Perkins stated he would hold-up sending the contractor a letter accepting the bid until after Fort Worth signed the contract. MAYOR PRO TEM CATO PRESENT. Councilwoman McClure asked the City Engineer if we could be assured Fort Worth would sell us \'Jater. City Engineer Perkins stated the City had a contract with Fort Worth for 20 or 30 years. Councilman Smith amended his motion to state base bid plus alternates a, b, and c. Motion carried 7-0. Consideration of Contract between City of Fort Worth and North Richland Hills, concerning Beach Street-Watauga-Smithfield Road Councilman Smith moved, seconded by Councilman Conant~ to approve the contract with Fort Worth.
