CALL TO ORDER Mayor Faram called the emergency meeting to order August 1, 1978, at 6:30 p.m. ROLL CALL PRESENT: Mayor Councilmen Dick Faram Denver Mi 11 s Sidney Cavanaugh Jim Wood Lena Mae Reeder James F. Riddle Jeanette Moore Dick Knowlton Ruth Pinner MEMBER OF THE PRESS: Mid-Cities News Wanda Adams ABSENT: Councilmen Dave Freeman John Michener APPROVAL OF ADDENDUM Consideration and approval of signing an addendum on the Water Contract, to speed-up the water line Mayor Faram made the following statement: A contract to construct a 16 inch water supply line from Fort Worth to the City of North Richland Hills was executed on March 29, 1978, The completion dates as set forth in the contract is December 17, 1978. " Because of the severe water shortage that has existed during the early summer months a meeting was held with the contractor and City counsulting engineers. The following terms were agreed upon subject to approval of the City Council: (1) That completion of the east-west transmission line would be September 22, 1978. The City would pay an additional $22,700.00 over and above the amount of the original contract. A 1 arger, addit i únd piece of equipment and crew would be deployed by the contractor August 1, 1978 Page 2 that accounts for the additional cost including expense to the contractor for salaries and overtime. (2) An additional bonus to be paid by the City for every day prior to September 22, 1978 that the line is completed and esculating from $200.00 for the first day, at the rate of $100.00 a day to a maximum of $800.00 per day. (3) A penalty of $75.00 per day would be assesed the contractor for completion time after September 22, 1978. Time lost by the contractor caused by conditions behond his control (blasting through rock, enclement weather, etc.) are not to be assesed aganist the contractor. However, the bonus arrangements in item 2 would not be paid if construction of east- west portion is not complete by September 22, 1978. If the drought conditions continue to exist additional revenue from water sales could he1p off-set this additional cost. The Chair respectfully requests that the terms of the agreement be approved by the Council. Councilman Woods moved, seconded by Councilwoman Reeder, to accept the conditions of the agreement. " Councilman Mills asked Mr. Knowlton if North Richland Hills had a certainty that they would be able to get water. Mr. Knowlton stated that Mr. Bronstad, Director of Utilities, had checked with the State about a direct connection and was advised there would not. be a problem with the Health Department. Mr. Knowlton advised the Council the City of Fort Worth had offered to loan the City of North Richland Hills a meter for the line. ADJOURNMENT ATTEST: " August 1, 1978 Page 3 Councilman Mills stated he felt Mr. Bronstad should get this in writing from the Health Department. Mr. Knowlton stated it would be a good idea to have it in writing. Motion to approve signing the addendum carried 5-0.
