E. Riddle Winnie Barclay Rex McEntire PRESS: Northeast Community News Joe Kent Mayor Faram asked if there were any objection if item number five on the agenda were heard first, inasmuch as the City Attorney had to leave as quickly as possible. There being no objection, the City Attorney presented information regarding the disclaimer #48-19418-73 to be filed in a suit Hurst has filed against Colleyville. It was City Attorney McEntire's opinion that this matter was actually solved in another case involving Keller and North Richland Hills. Motion was made by Councilman Ellis, second by Councilman Cato, to approve the disclaimer in case #48-19418-73 as presented. Motion carried 6-0. Consideration of Approval of Application for Bicentennial Designation and Approval of Heritage Project as Recommended by Bicentennial Committee Mayor Faram recognized Mrs. Norma Thompson, Chair- person of the North Richland Hills Bicentennial Committee, who made a report on the efforts of the committee to this time. She explained briefly the application and the heritage project; she then asked Mr. Don Tipps, Chairman of the Horizons Subcommittee, to present information regarding the ¡JS·· MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 7301 NORTHEAST LOOP 820, MARCH 11, 1976, 7:00 P.M. CALL TO ORDER ROLL CALL DISCLAIMER #48-19418-73 Vote: 6-0 APPROVAL OF BICENTENNIAL APPLICATION AND PROJECT Vote: 6-0 March 11, 1976 Page Two proposed project, a mural to be painted on the wall of the Municipal Complex at the front entrance. He explained the problem encountered so far, the inability to find a paint that would adhere permanently to the vinyl wall now in the entrance. After contacting the architect, he still didn't have a firm solution but felt there were two alternatives: remove the present finish and textone and paint or insert panels in the area. The City Council instructed the staff to obtain information regarding the best solution and let the Committee know the results. Mr. Tipps then called on Mrs. Hulda Littlefield to make a report on the financing of the project. Mrs. Little- field made a report on the plans to solicit donations and, in return for donations, to issue certificates showing the donor to be a participant in the bicentennial project. She stated it was the Committee's desire that the City Secretary, Mrs. Winnie Barclay, be responsible for issuing the certificates. Also, Mrs. Littlefield told the Council there were plans to plant pecan trees in Richfield Park and have the circle drive through the park called Heritage Trail. The Bicentennial Committee was thanked and congratulated for a job well done by the Mayor, Councilmen Ellis, Conant, Lamond, Cato, and Councilwoman Goodnight. Motion was made by Councilman Lamond, second by Councilman Ellis, to approve the application and project as presented. Motion carried 6-0.
