MINUTES OF THE SPECIAL COUNCIL MEETING OF
THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE CITY HALL, 7301 NORTHEAST
LOOP 820, MAY 17, 1976 - 6:30 P.M.
CALL TO ORDER
ROLL CALL
Mayor T. E. Newman called the Special
City Council to order May 17, 1976,
at 6:30 p.m.

PERSONNEL ACTION
Mayor Newman called for a motion to adjourn
in closed session to discuss Item #1 on the
Agenda, Personnel Action.
Councilman Lamond moved, seconded by Councilman
Mills, to adjourn to closed session. Motion
carried by a vote of 7-0.
CALL TO ORDER
Mayor T. E. Newman called the meeting back
to order May 17, 1976, at 8:15 p.m. All
members were present as recorded at the
beginning of the meeting.
CONSIDERATION OF
ORDINANCE # 626
Consideration of an Ordinance Clarifying
Sections of the City Charter
Mayor Newman read the Ordinance in its
entirety.
Councilman Mills inquired if the City
Attorney had approved this ordinance.
Mayor Newman advised the City Attorney had
checked it out.
Councilman Cato moved, seconded by
Councilwoman Goodnight, to approve
Ordinance #626; motion carried by a
vote of 5-2; Councilmen Cato, Mills,
Lamond, Conant, and Councilwoman Goodnight
voting for; Councilwoman McClure and
Councilman Smith against.
Mrs. Byrd, 7924 Maplewood, appeared before
the Council to speak on Item #2.
Mrs Byrd told the Council that the citizens
of North Richland Hills would like to see
the Council work in harmony. Mrs. Byrd
asked if the Ordinance passed tonight was
legal. The citizens voted on the Charter
in June of 1974, could the Council change
it without another election.
The City Attorney advised they were not
changing the Charter, only clarifing
certain sections.
RECESSED
Mayor Newman announced the Council meeting
of May 17, 1976, would recess until May 18,
1976, at 6:30 p.m. Item #1 on the agenda
would be discussed at this meeting. (Personnel
Acti on) .

Mayor Newman called the recessed meeting
of May 17, 1976, back to order May 18, 1976,
at 6:30 p.m.

room for discussion of personnel action.
Councilman Smith was present at the
closed session.

Mayor Newman called the meeting back
to order at approximately 8:45 p.m.
All Council members and Staff were
present.
Mayor Newman announced the withdrawal of
the request for the removal of Mrs. Barclay
as City Secretary.
Mayor Newman declared the Special City
Council meeting of May 18, 1976, adjourned.
