M. CALL TO ORDER ROLL CALL Mayor Tom Newman called the meeting to order October 25, at 6:30 p. m. PRESENT: Mayor Councilmen Councilwoman Tom E. Newman George Conant John Lamond Walter Smith Dorothy McClure STAFF PRESENT: City Manager City Secretary City Attorney City Engi neer Director Public Works M. E. Riddle Jeanette Moore Rex McEntire Dick Perkins Ray Bri tton Darrell Wood Planning & Zoning Member MEMBERS OF THE PRESS: Northeast Community News Paul Churchman ABSENT: Mayor Pro Tern Councilman James Cato Denver Mills Councilman Mills was absent due to illness. INVOCATION The invocation was given by Councilman Conant. APPROVAL OF MINUTES Approval of the Minutes of the October 11, 1976, Meeting. Councilman Smith moved, seconded by Councilman Lamond, to approve the minutes of October 11, 1976. Councilman Conant stated that on page 4, paragraph 9, it should be Councilman Conant, not Councilman Mills. Motion carried 3-0, as corrected; Councilwoman McClure abstaining due to absence from this meeting. MAYOR PRO TEM CATO NOW PRESENT. October 25, 1976 Page 2 ITEM ADDED Councilman Lamond moved, seconded by Councilman Conant, to add Mrs. Conger of the League of Women Voters to the agenda. Motion carried 5-0. LONE STAR GAS COMPANY Mrs. Conger appeared before the Council and advised there was going to be a workshop on water quality, sponsored by the North Central Council of Governments. She invited all the Council members to attend and gave them a brochure on the meeting. Consideration of Ordinance Granting Lone Star Gas Company a Rate Increase Mayor Newman called for anyone present wishing to speak for this item to please come forward. There was no one present to speak for this item. PLANNING & ZONING Mayor Newman advised the Council would hear this item at the end of the agenda. PS 76-12, Request of Chester Wheeless for Replat of Fossil Creek Trails-Tabled at the October 11, 1976 Meeting Mayor Newman called for anyone present wishing to speak for this case to please come forward. There was no one present to speak for this case. PLANNING & ZONING Mayor Newman stated this case would be heard at the end of the agenda. PZ-76-15, Request of Janis Campbell to Rezone a Portion of Lots 24 and 25, Block 2, W. E. Odell Addition from IF-9 to Local Retail Mayor Newman called for anyone present wishing to speak for this case to please come forward. Mrs. Janis Campbell appeared before the Council to speak for this case. Mrs. Campbell advised the Council that the property was located on Davis at Odell street. She stated she wanted to put October 25, 1976 Page 3 in a beauty shop. They are going to brick the house and it would face Davis. Councilman Lamond moved, seconded by Councilman Smith, to approve PZ 76-15, Ordinance No. 644. Motion carried 5-0. PLANNING & ZONING ORDINANCE NO. 645 PZ 76-18, Request of Joe W. Coulson to Rezone 0.517 acre out of the T. K. Martin Survey from Agriculture to IF-9 Mayor Newman called for anyone present wishing to speak for this case to please come forward. Doug Long, Engineer, Hurst, appeared before the Council representing Mr. Coulson. Mr. Long advised the Council that Mr. Coulson recently had 1.06 acres out of the T. K. Martin Survey rezoned from Agriculture to IF-9, since that time he had purchased 0.517 acre and wanted it rezoned also. He wanted to put his house further back on the property. Councilman Lamond moved, seconded by Councilman Conant, to approve PZ 76-18, Ordinance No. 645. Motion carried 5-0. PLANNING & ZONING PS 76-15 PS 76-15, Request of Joe W. Coulson for Preliminary and Final Plat of Coulson Addition, 2nd filing Mayor Newman called for anyone present wishing to speak for this case to please come forward. Mr. Doug Long, Engineer, Hurst, appeared before the Council to represent this case. Mr. Long stated they were aware of the City Engineers letter concerning the septic tank and they had no objections. Councilman Conant moved, seconded by Councilwoman McClure, to approve PS 76-15, subject to the Engineers letter. Councilman Cato asked Mr. Long if he was aware of the fact that a percolation test would have to be taken, and approved by the County Health Department. Mr. Long replied he was. Mr. Britton advised that no building permits would be issued until the septic tank was approved. Motion carried 5-0. October 25, 1976 Page 4 INDUSTRIAL TEAM Approval to Pay for Meals at Meetings of Industrial Team Mayor Newman advised the Council that the Industrial Team consisted of citizens who are trying to bring industry into the city. Approval was needed to pay for meals at the meetings. Mayor Pro Tem Cato asked Mayor Newman how many citizens were on the committee. Mayor Newman replied about ten people. Councilman Lamond asked for an amount to be approved. Mayor Pro Tem Cato moved, seconded by Councilman Conant, to approve up to $100.00 for the proposed Industrial Team. Motion carried 5-0. LONE STAR GAS DEFERRED Consideration of Ordinance Granting Lone Star Gas Company a Rate Increase Mayor Newman called for anyone present wishing to speak for this item to please come forward. There was no one present to speak for this item. Councilman Lamond moved, seconded by Councilman Smith, to postpone this item until the November 8, 1976, meeting. Motion carried 5-0. PLANNING & ZONING PS 76-12- DEFERRED PS 76-12, Request of Chester Wheeless for Replat of Fossil Creek Trails-Tabled at the October 11, 1976, Meeting Mayor Newman called for anyone present wishing to speak for this case to please come forward. There was no one present to speak for this case. Director of Public Works, Ray Britton, stated that since Mr. Wheeless had been on the agenda for two previous meetings and failed to represent his case, he recommended that Mr. Wheeless not be placed on the agenda until he requested same in writing to the City Manager.
