INVOCATION
APPROVAL OF MINUTES
The invocation was given by Councilman Conant.
Approval of Minutes of the Regular Meeting
January 13, 1977
Councilman Lamond moved, seconded by
Councilman Conant, to approve the minutes as
presented. Motion carried 6-0.
SERVICE AWARDS
Presentation of Five Year Service Pins
Mayor Newman presented Ann Cannon of the Tax
Office and Guadalupe Alvarez, Jr., of the
Utility Department, with a five year service pin
and certificate of service. Mayor Newman
congratulated both and thanked them for their
service to the City.

Presentation of Annual Audit by City Auditing
Firm
Mr. Rayble Jones, Jr., Certified Public Accountant,
advised the Council the City was in good financial
shape. There was no discrepancies and no problems
in the Audit.
Mayor Newman gave a re-cap of the Audit.
Councilman Lamond moved, seconded by Councilwoman
McClure, to accept the 1976 Audit Report as
presented. Motion carried 6-0.

ORDINANCE NO. 650
BRICK ORDINANCE
Consideration of Ordinance Changing the Brick
Ordinance
Councilman Smith moved, seconded by Councilman
Mills, to approve Ordinance No. 650, Option #1.
Councilman Lamond stated he was against Option
#1, which requires 75% brick, stone, or other masonry
materials of equal characteristics, on exterior
walls from the foundation up to the ceiling
line on the first floor. Councilman Lamond stated
North Richland Hills had excellent growth in
the past and felt the Council should not lessen
the restrictions of the Building Code.
Councilman Conant stated he felt Option #1 gave
the builders of one and two family dwellings
equal to the builders of apartments. Option #2
had a possibility of restricting the design on any-
thing that goes above one story.
Councilman Mills stated he was under the impression
that Option #1 was decided on in the special work
session the Council had with the builders. He
stated he felt Option #1 was manageable to all
concerned.
Mayor Pro Tern Cato ask Mr. Britton the restrictions
of surrounding cities on one or two family dwellings.

Mr. Britton advised he had surveyed the surrounding
cities, only one city had a Brick Ordinance.
Richland Hills requires 65% brick.
Mr. Britton advised Haltom City, Hurst and Bedford
used Deed Restrictions.
Motion carried 5-1; Councilman Lamond voting against.
CITIZENS REQUEST
Citizens Request - Mr. David Moak, Requesting a
Variance from the Brick Ordinance (Tabled at the
December 13, 1976, Meeting).
Mr. David Moak, 7024 Briardale, appeared before
the Council and advised he would like to withdraw
his request. With the passage of the amendment to
the Brick Ordinance the request was no longer
needed.
CITIZENS REQUEST
Citizens Request - David Moak, Requesting a
Variance from the Sidewalk Ordinance (Tabled
at the December 13, 1976 Meeting).
Mr. David Moak, 7024 Briardale, appeared before
the Council to speak for this item.
Mr. Moak stated he was building a house on Hightower
Drive, if he had to put in a sidewalk he would have
to move most of the trees on the lot. He stated
the street was only two blocks long and the houses
all ready built had no sidewalks. The lot is
sloped down to the street.
Councilman Mills ask if there was any existing
sidewalks in the subdivision at all.
Mr. Britton advised that there are no sidewalks
at the present time but the builders are aware
they would have to put sidewalks in.
Mayor Newman ask if Hightower was a major thorough-
fare.
Mr. Britton advised it was designated as a thorough-
fare on the Master Plan.
Mayor Newman called for anyone else wishing to
speak on this item to please come forward.
Mr. Mike Gook, 7131 Post Oak, appeared before
the Council and stated he was not aware of the
sidewalk ordinance. He stated his lot was
slopped and he had sodded the area. If he has to
put in a sidewalk he will loose the grass and a

number of trees. It would cost approximately
$800.00 to put in sidewalk and a retaining wall
would also have to be built.
Mr. Rumbow, 7112 Post Oak, appeared before the
Council and stated if he had to put in a sidewalk
he could not get in his driveway. The incline
would be too steep.
Mayor Pro Tern Cato ask Mr. Rumbow how long he had
lived at this address.
Mr. Rumbow replied about three months.
Mayor Pro Tern Cato ask Mr. Britton the total
number of lots on Hightower.
Mr. Britton replied at this time he did not know.
After further discussion, Mayor Pro Tern Cato moved
to deny Mr. Moaks request, with the stipulation
that the existing houses on that portion of High-
tower not be forced to put in sidewalks. Council-
man Lamond amended the motion to read as above but
add, sidewalks be allowed within the 5-1/2 foot of
the right-of-way and the present owners would
have to put in sidewalks, time depending on how
fast the remaining lots developed.
Motion carried 5-1; Councilwoman McClure voting
against.
The City Attorney left the meeting.
Citizens Request - Mr. Charles Cole of Sabine
Valley, Requesting a Variance in the Brick
Ordinance
Mr. M. B. Fleet, Sabine Valley, appeared before the
Council and withdrew his request.
Councilman Lamond stated he would like an Okay
from the City Staff that Sabine Valley met the
new ordinance.
Mr. Fleet advised they would meet the require-
ments of the new ordinance.
Approval of Plans and Specifications for Watagua
Sewer Outfall
Mayor Newman stated the Council was not in a
position to answer any questions pertaining to
Watagua Outfall because they had not had enough

time to review the plans and specifications.
He ask that this item be postponed.
Mayor Pro Tern Cato ask the City Engineer if there
were any problems.
Mr. Perkins stated he saw no problem.
Councilman Mills moved, seconded by Councilwoman
McClure, to table this item until a work session
could be held. Motion was amended to include
item #22. Motion carried 6-0.
Work session to be held January 20, 1977, 7:00 p.m.
in the City Hall.
RECESS
Mayor Newman called a 10 minute recess
The same Council members and staff were present as
listed at the beginning of the meeting with the
exception of the City Attorney.
Public Hearing - Allocation of Revenue Sharing Funds
as Follows: $60,000.00 Onyx Drive Bridge; $30,000.00
Signalization Maplewood and Davis: Rebuild Fire
Truck
PUBLIC HEARING
Mayor Newman opened the Public Hearing and called
for anyone wishing to speak to please come forward.
Mr. Britton advised the Council that the City
Managed had proposed to setaside $60,000.00 for
Onyx Drive Bridge from the year 1976.
Mayor Newman advised that Tarrant County and Haltom
would fund a portion of the bridge.
Mayor Newman stated $30,000.00 had been allocated
for a signal light at Maplewood and Davis. We had
a number of accidents at this intersection and a
signal light was needed at this location.
Mayor Newman stated $73,123.00 had been allocated
for rebuilding the fire truck. This was given high
priority at the budget work session in August.
Fire Chief Gertz stated the truck would be torn
down and completely rebuilt. It would be like a
new truck when completed.
Mr. Jack Roseberry, Bogart Drive, appeared before the
Council and stated he had been told by the Texas
Highway Department that Davis would be widened to
Mary Drive and three signal lights would be put in.

Mayor Newman closed the Public Hearing.
BID TO REBUILD FIRE TRUCK Consideration of Awarding Bid to Rebuild Aerial
Ladder Truck
Councilman Lamond moved, seconded by Councilman,
to award the bid of $74,629.00 to American LaFrance.
Mayor Pro Tern Cato ask how many bids were set out.
Fire Chief Gertz replied five companies were set
bids.
Fire Chief Gertz advised the Council that Mr.Joe
Holthouser of American LaFrance was present if
they would like to ask him any questions.
Mr. Joe Holthouser, Fort Worth Manager for American
LaFrance appeared before the Council.
Councilman Lamond ask Mr. Holthouser why American
LaFrance was the only bidder.
Mr. Holthouser advised he could not speak
one else, American LaFrance has the parts
on hand and would not have to order them.

Mr. Holthouser replied about $425.00.
Mayor Pro Tern Cato ask Mr. Holthouser if the truck
would have a guarantee.
Mr. Holthouser replied the truck would have the same
guarantee as a new truck.
Councilman Mills ask the Fire Chief if he had followed
up on any of the bids sent out.
Fire Chief Gertz replied he had talked to one company.
SIGNAL LIGHTS
After discussion, Councilman Lamond amended the
motion to read as not using the 23 carat gold paint
and the Fire Chief get a price on regular gold
paint. Motion carried 6-0.

Maplewood

Authorization for Public Works Director to Proceed
with Signalization of Vance Road and Glenview
Mayor Newman advised the Council would hear these
two items together and vote on them separately.
Mayor Newman called for anyone present wishing to
speak on these items to please come forward.
Mrs. M. E. Muscrow, 7932 Joreen, appeared before
the Council. Mrs. Muscrow stated she had children
that went to school at Holiday Heights and she felt
a signal light was needed at Lola also. She thought
putting a light at Vance and Glenview was a waste
of money.
Mayor Newman advised the City had the equipment on
hand for the light at Vance and Glenview. It would
cost about $3,800.00.
Mr. Jack Roseberry, Bogart Drive, appeared before
the Council and stated the Texas Highway Department
advised him that Davis had been submitted for
signalization and the contract would be let shortly.
Mayor Newman advised the City had not heard from
the Texas Highway Department in regards to signal
lights on Davis.
Councilwoman McClure ask if the Council approved
the money for signalization, would the location have
to remain the same.
Mr. Britton stated we would have to stay at that
location, unless the State warranted it.
Councilman Conant stated he would like to have
the location moved to Harwood for the safety of
the school children crossing there.
Councilman Lamond moved, seconded by Councilwoman
McClure, to approve the signalization of Harwood
and Lola, if the State would warrant it. Motion
carried 6-0.
Councilman Conant moved, seconded by Councilman
Mills, to approve $3,800.00 for signalization of
Vance and Glenview.
Councilman Smith ask why we needed to put a signal
light at Vance and Glenview since it did not have
a high accident rateing.
Mayor Newman advised the Bank was in the process
of building a three story building. The traffic is

so bad now on Friday and Monday afternoons, the police
department has to direct traffic. When the bank expands
the traffic will increase.
Councilman Smith ask if the Bank would help with the
signalization.
Mr. Britton stated he would check and see if the Bank
would participate.
Motion carried 6-0.
Authorization to Allow City Engineer to Designate
Routing of Watagua/Smithfield Road and Martin Drive
(Tabled at the December 13, 1976 meeting)
City Engineer Perkins advised there were three
considerations to make prior to the study.
1. How much right-of-way
2. Did they want a graded crossing at Watagua/Smithfield
3. What route was to be selected.
Councilman Mills stated he felt 100 foot of right-of-
way was needed.
Councilman Lamond advised he thought the least
inhabited area would be best.
Councilman Mills moved, seconded by Councilman Lamond,
to approve the routing of Watagua/Smithfield Road and
Martin, with the stipulation that right-of-way for a
possible future grade seperation be calculated.
Motion carried 6-0.
Authorization to let Bids on Contract l4A of CIP
Program
Mr. Britton advised the Council he planned to continue
with the CIP program. The Engineering work had been
done. It was paid for with the exception of about
one block.
Mayor Newman ask if this was on the original Bond
program.
Mayor Pro Tern Cato advised it was.
Councilman Conant moved, seconded by Councilman Smith
for the approval to let bids on Contract 14a. Motion
carried 6-0.

Authorization to Take Bids and Allocate up to
$18,000.00 on the Old City Hall for a Community
Center
Mayor Newman advised that Mr. Britton had the figures
on the approximate cost of repairs. Approximately
$8,500.00 for the entire roof. $400.00 to
seperate the wiring in the old building and the
fire department; $1,000.00 for the air conditioner.
He would have to wait until the roof was taken off
to see if the roof deck would have to be replaced.
Councilman Lamond ask if the walls would be torn
out.
Mr. Britton advised they would stay until the
program got under way.
Councilman Smith moved, seconded by Councilman
Conant, to approve $18,000.00 for the old City Hall.
Motion carried 6-0.
ORDINANCE NO. 651
Consideration of Ordinance Amending Section 2 of
Ordinance 129
Mr. Britton advised the Council this Ordinance was
to change the fee on building permits. He stated
we were still going by the 1964 fee schedule.
Mr. Britton stated he had made a study of the cost
involved. In 1976, 530 permits were written, the
income was $19,356.00, operating cost per year was
$31,000.00 for salaries and vehicle maintenance.
Councilman Mills stated he would like for the fee
schedule adusted so that any building costs of
$400.00 or less, whether inspection is required
or not, would be $5.00.
After discussion, Mayor Pro Tern Cato moved,
seconded by Councilman Conant, to approve Ordinance
651. Motion carried 6-0.
BILL FOR CASSETTES
Authorization to Pay Bill for Cassettes Purchased
at National League of Cities
Councilman Conant moved, seconded by Councilman
Mills, to pay the bill for the cassettes. Motion
carried 5-0; Councilman Lamond abstaining.

RESOLUTION
Consideration of a Resolution Requiring a Water
and Sewer Tap Fee in New Subdivisions. (Tabled
at the December 13, 1976, Meeting)
Postponed until a work session January 20, 1977.
Mayor Newman adjourned the meeting of January 13, 1977.
