A. CALL TO ORDER
Chair Kusmierski called the meeting to order August 5, 2019 at 6:00 p.m.

B. INTRODUCTION OF NEW PARKS AND RECREATION BOARD MEMBER -
KATHERINE BECK
Ms. Vickie Loftice, Managing Director, introduced Kate Beck as the new Parks and
Recreation Board member serving in Place 2.
C. CITIZEN PRESENTATION
There were no requests to speak from the public.
D. ACTION ITEMS
D.1 APPROVE MINUTES OF THE JUNE 3, 2019 PARK AND RECREATION

2019 PARKS AND RECREATION BOARD MEETING.
MOTION TO APPROVE CARRIED 6-0.
D.2 ELECTION OF CHAIR &VICE-CHAIR.
APPROVED
A MOTION WAS MADE BY BOARD MEMBER TRACYE TIPPS, SECONDED BY BOARD
MEMBER VANESSA COPELAND, TO NOMINATE MARTY KUSMIERSKI FOR THE
POSITION OF CHAIR AND MIKE FILIS FOR THE POSITION OF VICE-CHAIR.
MOTION TO APPROVE CARRIED 6-0.
E. PRESENTATION / DISCUSSION ITEMS
E.1 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION
PROPOSED FY2020 OPERATING BUDGET.
Ms. Vickie Loftice presented the Park and Recreation Facilities Development Corporation
FY2020 Operating Budget.
E.2 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION AND
NRH2O'S PROPOSED FY2020 CAPITAL BUDGETS.
Ms. Vickie Loftice presented the Park and Recreation Facilities Development Corporation
FY2020 Capital Budget.
New projects include:
- Linda Spurlock Park Renovation
- Green Valley Race Way Historical Plaza
- Park Infrastructure Maintenance 2020
- RTC Infrastructure Maintenance 2020
Ms. Loftice also updated the Parks and Recreation Board on improvements planned for
Iron Horse Golf Course.
E.3 OUTDOOR PLAY AWARENESS CAMPAIGN.
Ms. Vickie Loftice introduced a new public awareness campaign on the importance of

natural areas, parks, outdoor play for children and overall health benefits for all
individuals. Parks and Recreation will be promoting the Outdoor Play Awareness
Campaign over the next few months. Ms. Loftice also showed a video titled "Free the
Kids".
F. DEPARTMENT UPDATES
F.1 NRH2O FAMILY WATER PARK UPDATE.
Mr. Frank Perez, NRH2O General Manager, presented an update on activities at NRH2O.
- NRH2O continues to celebrate its 25th season.
- The Dive-In Movie series wrapped up last Friday with a showing of The Greatest
Showman and a fireworks display.
- Doggie Beach Bash is scheduled for Saturday, September 28 from 10 am to 4 pm.
- NRH2O is currently collecting school supplies for the BISD PTA and will have their
annual shoe donation the week of August 12-16. The shoe donation has been one
of NRH2O's most successful charity drives.
F.2 PARKS CAPITAL PROJECTS UPDATE.
Mr. Bill Thornton, Assistant Director, presented an update on the Park System Signage
Capital Project.
- Park System Signage - The engineeers are finalizing lighting/electrical and
structural engineering for the project. Upon completion, the project will be
prepared for bidding which should occur in the next few months.
F.3 PARKS MAINTENANCE AND OPERATIONS UPDATE.
Mr. Gary Bechthold, Parks Superintendent, provided an update on parks maintenance ,
and operations activities. �'
- John Baxter, Parks Maintenance Supervisor, retired in June after 30 years of
service to NRH.
- Storm damage repairs continue at Richfield Park. Repairs have been completed
at Walker's Creek Park. One of the larger trees lost at Cross Timbers Park is
scheduled to come down within the next several weeks.
-A new rail fence was installed at Adventure World.
- The fall soccer league will begin soon at Green Valley Park. Park staff finalized
preparations for the league. Activities included turf fertilization, weed control
applications, and top dressing with 200 tons of sand.
- Playground fall zone material has been applied at playgrounds located on school

sites in preparation for the beginning of the new school year.
- The cross walks along the North Electric trail are in the process of being repainted.
F.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE.
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH
Centre, Athletics, Senior Center, Tennis Center and the Grand Hall.

Ms. Loftice thanked Parks Board Member Dianne Spradling for her leadership of the
Common Ground Community Garden and for the Gardeners Seminar that was held this
past weekend.
She also updated the Board on the passing of Councilman Brent Barrow.

Chair Kusmierski adjourned the meeting at 7:28 p.m.
