ITEM 1 . Approval of Minutes from our July meeting.
ITEM 2. Rule 4.05 Effect of Classification Changes on Incumbent -
Question arises from the Police Department - Can a Sergeant be
upgraded to a Lieutenant (doing away with the Sergeant level
in that particular division) , without calling it a promotion.
If so, would that person later be qualified to hold the same
classification in any other division. Or would testing be
required at either time of change?
ITEM 3. Consider Policy on Processing New Hires -
There is inconsistency in the method of processing new hires.
Some are doing all their paperwork and physical examination
on their own time; others are paid for the time spent in
doing the same paperwork.
A specific instance occurred approximately three years ago
in the Police Department. Five Officers are waiting for a
. determination as to what is their official hire date.
ITEM 4. Plan for Coordinating Information on the Pros and Cons of
the Social Security Program .-
The City Manager has asked that we gather information so that
a decision can be made as to the possibility of withdrawing
from the SS Program.
It is suggested that we conduct a panel discussion and invite
the employees to attend. The panel would be made up of
persons from the Social Security Administration and persons
from the opposing side of the question.
Texas Municipal League's annual conference or seminar will
cover this subject. They will meet in Dallas this year in
November from the 8th through llth.
EMERGENCY ITEMS:
(1 ) BLS Cost of Living Report - Recommendation from the CS Commission.
Dallas/Fort Worth % increase for June is 17.9; U.S. Average for the
same period is 14.3%. Charter says use 1 August figure.
(2) Management is considering making employee evaluations early,
(prior to the November scheduled time) and using these documents
in determining some people's raises for October 1 .
If this can be done, we should consider having more specific
"standards of performance" for the evaluator to use.
