MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, HELD IN THE CITY HALL, 7301 NORTHEAST
LOOP 820, OCTOBER 10, 1977, - 6:30 P.M.

Mayor Newman called the meeting of October 10,
1977, to order at 6:30 p.m.

Councilman Smith was absent due to a broken
leg. Councilwoman McClure was absent due to
the illness of Mr. McClure.
INVOCATION
APPROVAL OF MINUTES
The invocation was given by Councilman Lamond.
Approval of Minutes of the September 26, 1977
meeting
Councilman Mills moved, seconded by Councilman
Conant, to approve the minutes of September 26,
1977. Motion carried 5-0.
Mayor Newman welcomed Mrs. Staples Government
class of Richland High School.
APPEAL HEARING
lA QUINTA MOTOR INN
Appeal Hearing and approval or denial of
Specific Use Zoning for La Quinta Motor Inn
(Private Club)
Mayor Pro Tern Cato stated the letters mailed
out notifing the property owners within two
hundred feet of La "Quinta had been sent in early
September and the letter stated the time would
be 7:30 p.m., since that time the Council meetings
had been changed to 6:30. Mayor Pro Tern Cato
moved, seconded by Councilman Mills, to move
this item to the end of the agenda. Motion
carried 5-0.

PUBLIC HEARING
MID CITIES AMBULANCE
Public Hearing for Mid Cities Ambulance
and approval or denial to grant a permit
to operate an ambulance service in the City
City Manager Riddle advised the Council Mid
Cities had asked that this item be postponed
until a later date due to a death in the family.
Councilman Mills moved, seconded by Mayor Pro
Tern Cato, to postpone this item until November
14, 1977, at 6:30 p.m. Motion carried 5-0.
Approval to use the rent money from the nursery
school at the old City Hall for the new
recreation program
City Manager Riddle advised the Council the
rent from the old city hall was $400.0Q a
month. He would like to use the money for
the recreation program. He recommended having
carpet put in the old chamber for the excerise
class. The exercise pads moved on the floor.

OLD CITY HALL
Councilman Freeman moved, seconded by Councilman
Conant, to approve using the rent money for
the recreation program.
Mayor Pro Tern Cato asked if this would be an
open account or for special projects.
City Manager Riddle stated all purchases would
be approved by the Council.
Councilman lamond asked what the recommendation
of" the Park and Reéreation Commission was.
City Manager Riddle stated the Commission
had âsked the Council to appropiate the funds.
Councilman lamond asked if the Commission stated
they wanted carpet instead of pads.
City Manager Riddle stated the Commission wanted
what e~er was needed.
CITY ATTORNEY MCENTIRE PRESENT.
Councilman lamond amended the motion to state
carpet would be bought if the Council had the
major support of the Recreation Commission,
any disbursements of the money be approved by
the Commission.

Councilman Freeman withdrew his orginial motion.
Councilman Conant withdrew his second;
MINI-COMPUTER
Councilman Lamond's amended motion, seconded
by Councilman Conant, carried 5-0.
Approval and awarding of a bid to purchase
a Mini-Computer
Councilman Freeman moved, seconded by Councilman
Lamond, to approve the purchase of the Mini-
Computer.
Mrs. Ruth Pinner, Finance Director, appeared
before the Council. Mrs. Pinner stated she
recommended the bid of Burroughs. Their
machine would be comp.~tible with machine
we have now. Burroughs would give a better
trade~in on the old machine. NCR would
give a trade-in, but would charge $1,000.00
to program the new machine.
Councilman Mills asked if both companies were
sent the specifications.
Mrs. Pinner replied they were.
Motion to .purchase the mini-computer carried
5-0.
CANCELATION OF
COUNCIL MEETINGS
Approval to cancel the following Council meetings
because of conflict with City holidays;
October 24, 1977, and December 26, 1977
Councilman Conant moved, seconded by Councilman
Lamond, to cancel the October 24 and
December 26, Council meetings.
Councilman Freeman asked the City Manager if
there would be any conflict canceling these
meetings.
City Manager Riddle replied there would not.
Motion carried 5-0.
NORTH TEXAS COMMISSION
Approval to join North Texas Commission
City Manager Riddle advised the Council North
Texas Commission had appeared before the
Council in the past and the City to join.
City Manager Riddle stated he recommended the
City join for one year and see what the
results would be. The area may pick up more
industry.

Mayor Newman stated he felt the City
should join and see if it would be
beneficial to the City. He stated he
would go with the City Manager's recommendation.
Councilman Lamond stated he was not prepared
to vote on this. item. He asked what assurance
the city would have that North Texas Commission
could help.
Mayor Newman stated the City had no guarantee,
the Chamber had recommended the City join.
Mayor Pro Tern Cato recommended the City have
its own Industrial Team.
After discussion, Mayor Pro Tern Cato movèd,
seconded by Councilman Lamond, to postpone
this item until November 14, 1977.
Councilman Mills stated he would like to have
more input on the Commission. He would like
to have a worksession and have someone from
North Texas Commission attend, before the
November 14, meeting. Also, have the
City Staff check with the Cities that belong
and see how they feel about the Commission.
Motion carried 5-0.
APPEAL HEARING
LA QUINTA MOTOR INN
There was no one present to represent this
case.
Mayor Newman stated this case would be heard
November 14, 1977.
Mrs. Pat Woverton, 4800 Colorado Blvd.,
appeared before the Council. Mrs. Woverton
stated she was representing the surrouning
property owners. Mrs. Woverton asked how
many times La Quinta could be granted a hearing.
City Attorney McEntire stated every six months.
Mayor Pro Tern Cato moved, seconded by
Councilman Conant, to postpone this case
until the November 14, meeting. All property owners
be sent anew notice. Motion carried 5-0.
CITIZENS PRESENTATION
Ms. Mary Carter, 7112 Shauna, appeared before
the Council. Mrs. Carter advised the Council
she had intended to ask if they knew of a
building she could rent to hold teen canteens.
She had already rented a building next to .
Pizza Inn in Richland Hills. Mrs. Carter
stated she wanted to make the Council aware

that they would be holding dances. Mrs.
Carter advised she had talked to the Police
and had been assured they would come if needed.
Mrs. Carter stated everyone 'was welcome to come.
Mayor Newman adjourned the meeting of
October 10, 1977.
