Jim Makens turned the meeting over to Craig Hulse at which point he welcomed everyone and inquired how business was going for everyone. STATE OF THE ECONOMY The City of North Richland Hills in 2013 was ranked as 32nd in population growth in the United States per the Census data. We are proud to say that NRH is listed as one of the top 10 safest DFW Communities in 2014 by the Texas Department of Public Safety. This makes the 2nd year in a row the City has received that distinction. Reported by U.S. News and World Report in 2014, all three NRH public High Schools were rated in the top 10% of all Texas High Schools. North Richland Hills is also one of only four communities in Tarrant County selected by AT&T for the GigaPower rollout. North Richland Hills unemployment rate of 4.5% is 1% lower than last year and 1% lower than the current DFW figure. 400+ homes in NRH is second only to Keller in the number of single family residential starts since 2012. NRH also had a 20% increase in commercial permit activity in FY2013. TAD appraised property value indicates an increase for NRH from July 2013 to July 2014 along with an increase in appraised single family values. The City has consistently increased in single family values from $2,455 million in 2007 to $2,909 million in 2014. Commercial appraised miscellaneous values since 2007 have decreased from $732 million to $713 million however multi-family has increased from 1 #302 million to $449 million. Business property has also increased from $196 million in 2007 to $212 million in 2014. DEVELOPMENT UPDATES Transportation —North Tarrant Express • Road construction started in 2010. Completion--end of 2014 or early 2015 • All ramps, bridges and passes will have been at one time or another temporarily closed during 2013 and 2014 • Throughout the road construction twelve lanes were created. Four improved frontage roads, four reconstructed general highway lanes and four TEXPRESS lanes • Pricing on the newly constructed roads will be; fixed pricing for the first 6 months with the price to fluctuate thereafter, high occupancy vehicles will be discounted by 50%, large vehicles will pay a premium and if you don't have a tag, that will not be a problem because you will be sent a bill to your house. ---Rufe Snow Widening • Construction will begin in December 2014 for the widening of Rufe Snow between Mid Cities and Hightower. This will be a 1.25 mile distance with 5-lanes undivided to a 7-lane undivided • Asphalt will now be concrete, sidewalks and crosswalks will be included. There will be traffic signal modifications and utility burial and adjustments at intersections • Completion---mid 2016 ---Davis (FM 1938) Mid Cities • This project will be an intersection expansion with dual left turn lanes. There will also be dedicated right turn lanes and raised medians on Davis ---Smithfield/Davis Blvd (FM1938) • This project, an intersection shift with signalization will begin in February 2015 Smithfield will be redirected going south into Bridge Street where there is currently signalization on Davis Blvd • A dedicated northbound left turn lane at Smithfield will be added • Sidewalks and streetlights will be added on Smithfield • End of project scheduled for December 2015 ---TEX Rail • A potential of two rail stops are scheduled for NRH • The TEXRail commuter will travel from Fort Worth to the DFW Airport • The project is scheduled to open in 2018 with 10 totaI stations running 27 miles with 15,000 riders by 2035 2 Commercial Development ---City Point • City Point is a 74 acre Planned Development zoned for Retail, office, hospitality, entertainment and multi-family uses. The future North Richland Hills Municipal Complex will be located in City Point ---NE Rufe Snow & NE Loop 820 • The redevelopment north of NE Loop 280 have been Floor & Decor in late 2013, WinCo Foods in late 2014 and Chipotle and Dairy Queen will be in early 2015 ---SE Rufe Snow and NE Loop 820 • Redevelopment south of NE Loop 820 includes Taco Cabana since late 2013 and 9 acres dedicated for restaurants and hospitality —Smithfield TOD • City owns 13 acres, west of Davis Blvd and 1/2 mile north of Mid Cities. The property is zoned mixed use and could be used for 200 multi-family units. • This property is 700' from the future rail stop. RFP to be issued Friday, August 1, 2014 ---SW Precinct Line (FM3029) & N. Tarrant Parkway • This is a 26 acre development with Kroger being the anchor store. Chick-fil-A will be developed early 2015 and Whataburger developed mid 2015. There are 5 additional pad sites. ---SE Davis (FM1938) & Precinct (FM3029) • This is a 10 acre development with ALDI being the anchor. Coming in late 2014 will be CapitalOne Bank and Jason's Deli, AT&T, and AutoZone in mid 2015. One padsite remains. Residential Development ---Single Family Residential • The City has seen over 414 starts. since 2012. Average entry is just over $300,000. Builders are; Our Country Homes, American Life Homes and Innovations Homes. • Currently 400 lots are under development with builders such as; K'Hovnanian, Our Country Homes, American Life Homes, Sandlin Homes and Pulte Homes. Home Town Mixed Use Development —Multi-Family • Home Town multi-family homes are; Enclave at Home Town, and Dolce Living • Townhomes; Home Town Canal District (30 lots) • Single Family; Home Town Canal District (45 lots) and Villas at Home Town Craig Hulse then opened the meeting for any questions and answers. Upon completion of general questions and answers the meeting was adjourned by Jim Makens at 1:30. 3
