A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS TO AUTHORIZE THE APPLICATION OF THE
FY2020 SUPPLEMENTAL GRANT FROM THE OFFICE OF THE
GOVERNOR TO THE NORTH TEXAS ANTI -GANG CENTER
SERVING AS THE FIDUCIARY AND SPONSORING AGENCY.
WHEREAS, the City of North Richland Hills serves as the fiduciary and sponsoring
agency for establishment and continuation of the North Texas Anti -Gang Center to disrupt
and dismantle organized criminal activities by gangs operating in the Metroplex and
surrounding areas and
WHEREAS, the Governor's Office has notified the City of North Richland Hills of a
supplemental award to the FY2020 Grant #2848905 that will increase the North Texas
Anti -Gang Center's overall budget by $19,990.00 for the purchase of the SmartForce
software modules for the new Smith County and City of Waco TAG Centers to connect
all the TAG Centers in Texas in their efforts to manage pro -active policing strategies, use -
of -force reporting, and other workflows and
WHEREAS, the City of North Richland Hills, as grantee, will coordinate and manage the
supplemental grant award from the Office of the Governor as a continuation of the
program to cover the Center's operations budget for FY20 and
WHEREAS, The City Council of North Richland Hills finds it in the best interest of the
citizens of North Richland Hills to accept the supplemental grant award from the Office of
the Governor and to serve as a fiduciary and sponsoring agency for the grant:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS:
SECTION 1. The City Council of North Richland Hills hereby finds that the recitals set
forth above are true and correct and are incorporated into this Resolution
as if written herein.
SECTION 2. The City Council of North Richland Hills agrees to continue the North Texas
Anti -Gang Center to disrupt and dismantle organized criminal activities by
gangs operating in the Metroplex and surrounding areas in anticipation of
reimbursement from the Office of the Governor.
SECTION 3. The City Council of North Richland Hills designates the Public Safety
Director as the grantee's authorized official. The authorized official is given
the power to apply for, accept, reject, alter or terminate the grant on behalf

of the North Texas Anti -Gang Center and to serve as the fiduciary and
sponsoring agency for the grant.
SECTION 4. The City Council of North Richland Hills agrees that in the event of loss or
misuse of Criminal Justice Division (CDJ) funds or failure to comply with
all CJD award requirements may result in suspension or termination of
award funds, the repayment of award funds, and/or other remedies
available by law.
SECTION 5. That this Resolution shall take effect and be in full force and effect from and
after the date of its adoption, and it is so resolved; and all Resolutions of
the City Council of the City in conflict herewith are hereby amended or
repealed to the extent of such conflict.
