Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, introduced Ms. Julie

B.1 APPROVE MINUTES OF THE AUGUST 5, 2019 PARKS AND RECREATION
BOARD MEETING.

C. PRESENTATION / DISCUSSION ITEMS
C.1 UPDATE ON THE GOLF COURSE IMPROVEMENT PROJECT.
Mr. Bill Thornton, Assistant Director of Parks and Recreation provided an update on the
Iron Horse Golf Course Improvement project.
Iron Horse Golf Course was built 30 years ago along Fossil Creek, within the flood plain
corridor. Iron Horse gets around 45,000 to 50,000 rounds every year. Some of the most
destructive forces at Iron Horse are use, age, weather and water; with water probably
being the most destructive.
Staff looked at finding a solution to reduce the impacts of flooding and provide for easier
and cost efficient maintenance. One of the main goals was to first divert flood waters
where possible, provide positive drainage throughout the course by grading and sloping,
level fairways, tees and greens, provide new forward tees, address cart paths and
provide new irrigation in select areas.
During construction, staff plans on having at least six (6) holes playable at all times.
Construction is scheduled to begin in November and end in August 2020. Total
construction budget is $3 million. Renovation costs are anticipated to be just over $2.6
million. Pump House B renovation will also occur independently of the Golf Course
Improvement Project due to cost savings by using a BuyBoard contract at a cost of
$129,000. The remaining balance of the project budget will be used for contingency and
cosmetic improvements to the buildings and grounds, and bridge deck replacement.
Award of bid is scheduled for Council consideration on October 28, 2019.

C.2 UPDATE ON THE LINDA SPURLOCK PARK RENOVATION PROJECT.
Mr. Joe Pack, Senior Park Planner, provided an update on the Linda Spurlock Park
Renovation project.
Mr. Pack presented the Master Development Plan for Linda Spurlock Park. Improvements
included in the renovation are removal of the existing pavilion and construction of a new
pavilion. Removal of the existing restroom facility and playground and relocation and
construction of a restroom facility, and playground. There will also be a focus on
providing a gateway or entry into the park and a focus on preserving the pond. Shade will
be incorporated into the playground, ADA parking will be addressed by providing a drop
off area and accessible connections for sidewalks.
Construction is scheduled for April 2020 through December 2020. The park will be
closed during this time frame.
C.3 UPDATE ON THE NATURE RIGHT HERE CAMPAIGN.
Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, updated the Board on
the Nature Right Here Campaign.
Ms. Pekurney presented the new logo for the Nature Right Here campaign which was
designed by Ms. Sarah Green, Cultural Arts Coordinator. NRH residents will be
encouraged to Reconnect, Reset and Re-energize in our local outdoor areas. Every
Friday, NRH will feature social media posts to help our community understand the
importance and benefits of being outside. Nature Right Here will highlight NRH parks,
open spaces, trails and activities for all ages.
C.4 GREEN VALLEY RACEWAY WEBSITE.
Ms. Vickie Loftice, Managing Director, presented an update on the Green Valley
Raceway website.
The Green Valley Raceway website will chronicle the history and legacy of the famous
raceway along with a gallery of photographs, guest book for people to share some of
their favorite stories and upload photographs. It will also include a donation section in
which people can donate to the historical plaza. Depending on the level of contribution,
the individual may receive a vintage Green Valley Raceway t-shirt and the possibility of
having their name permanently engraved on one of the monuments.

D. DEPARTMENT UPDATES
D.1 NRH2O FAMILY WATER PARK UPDATE.
Ms. Chelsea McClain, NRH2O Marketing & Sales Manager, provided an update on
activities at NRH2O.
• NRH2O just completed its 2019 season. Initial numbers show the park with a slight
increase in attendance of 1% and an increase in revenue of approximately 8% versus
last season. (Used tiered pricing this year).
• NRH2O has begun planning for their 25th anniversary in 2020.
• Doggie Beach Bash had about 1,500 people show up with approximately 800 dogs. It
was the largest attendance on record for poggie Beach Bash. Approximately
$26,000 was raised which will benefit the Animal Adoption Rescue Center.
• Stephanie Hee has been awarded the AI Turner Memorial Commitment to Excellence
Award by the World Waterpark Association.
• Jordan Hyman, Revenue Supervisor, was named as finalist for the Chris Stuart
Emerging Leaders Award from the World Waterpark Association.
• NRH2O hosted the second annual Splash, Dash 'N Smile, a swimming and running
aquathlon. The event quadrupled in attendance versus last year with over 100
participants.
• NRH2O celebrated their year end awards ceremony on Saturday, September 21.
Awards are determined by guest, team member and management voting.
• Ms. Loftice commented that NRH2O has only 108 days to achieve their revenue and
attendance numbers. This year there were 18 days the park was closed, rain
delayed, or had to close early due to the weather. Vickie congratulated Chelsea on
boosting NRH2O's social media presence and working closely with the Group Sales
Division in being aggressive in going after groups, consignments, and private events.
This in turn helped the group sales division raise their revenues by $100,000.
D.2 PARKS CAPITAL PROJECTS UPDATE.
Mr. Bill Thornton, Assistant Director of Parks and Recreation, provided an update on
Parks Capital Projects.
• Richland Tennis Center - Bids were received for the resurfacing of tennis courts at
Richland Tennis Center. Council consideration of the contract will be October 28,
2019.

D.3 PARKS MAINTENANCE AND OPERTIONS UPDATE.
Mr. Gary Bechthold, Parks Superintendent, provided an update on maintenance and
operations activities.
• Staff completed several large, necessary renovation projects at Tipps Canine Hollow.
The park closed to the public for three weeks while renovations were completed.
Renovations included addressing erosion control issues by laying 700 feet of 12"
drainage pipe, installing 36 pallets of Bermuda sod, 60 tons of top dressing sand, 30
yards of decomposed granite, construction of a gated dumpster wall, tree trimming,
irrigation system adjustments, and freshly painted parking spaces. The dog park was
reopened on September 27 with staff still planning to install several bench swings and
new rule signs.
• New benches and pads were also installed near the basketball courts at Richfield
Park.
Board Member Filis also added the completion of repairs to the shade structures at
Richfield Park.
D.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE.
Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, provided an update of
activities at the NRH Centre, Grand Hall, Ahtletics, Senior Center, and Richland Tennis
Center.
• The NRH Centre Pool Plaster project was completed in October. The pool reopened to
the public on Friday, October 4, 2019.
• The 2020 Winter/Spring Discover Brochure is in the beginning stages of development
and will be available to the public in mid-November.
• The Grand Hall had a great FY19 by hosting 313 events, serving over 54,400 guests,
which is an increase of 37 events, and 9,700 guests over prior year.
• The Grand Hall had a very strong FY19 exceeding their revenue projections with
$538,402 received as of September 20, 2019. The Grand Hall anticipates finishing the
fiscal year over $549,000.
• The Grand Hall renewed their rental agreement with Compass Christian Church for
the 2020 calendar year. This rental agreement has worked well over the last year.
• 'Round the Town with Oscar monthly bike ride will be held on Tuesday, October 8 at
6:00 p.m. the ride will begin at Northfield Park. This month riders are encouraged to
wear blue to show support for our law enforcement personnel. The Mayor's Monthly 1
mile walk will be held on Thursday, October 10 at Richland High School beginning at

6:15 p.m.
• The NRH Road Runner 5K was held on Saturday, October 5, 2019 with just over 300
participants. This year's run benefits H.E.L.P., Inc., Children's Literacy through the
NRH Library and the NRH Community Enrichment Center.
• The NRH Senior Center Annual Craft Fair will be held on Wednesday, October 23
from 11:00 a.m. to 8:00 p.m. and Thursday, October 24 from 9:00 a.m. to 6:00 p.m.
Over 35 senior crafters will be selling their handmade items.
• Richland Tennis Center will begin their fall session of classes the week of October 21.
• The Lights & Music concert was held on Saturday, October 5, 2019.
• Hoot n' Howl is scheduled for Saturday, October 26 from 5:00 - 8:00 p.m. at Green
Valley Park.
• A Veterans Day Celebration will be held on Monday, November 11 at 11:00 at City
Hall.
• The NRH Pop Up Art Gallery is scheduled to kick off with the Artists reception on
Friday, November 1. The pop Up Gallery is located at Kindred Coffee on North
Tarrant Parkway.
