MINUTES OF THE REGULAR CITY COUNCIL MEETING
OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE CITY HALL, 4101 MORGAN CIRCLE,
JANUARY 27, 1975 - 7:30 P.M..
CALL TO ORDER
Mayor Dick Faram called the regularly
scheduled City Council meeting to order
January 27, 1975, at 7:30 pm.

INVOCATION
APPROVAL OF
MINUTES
The invocation was given by Councilman Conant.
Approval of the Minutes of the January 13, 1975
Meeting
Motion was made by Councilman Ellis, seconded
by Councilman Wood, that the minutes of the
January 13, 1975 meeting be approved with the
following correction:
"Resolution 75-1 - Motion carried by a vote of
6-1, with Councilman Cato voting noli.
Motion carried by a vote of 7-0, with the
correction.
PROCLAMATION
Proclamation
A proclamation proclátming the week of
February 9-15, 1975, as National Office
Education Week in the Richland High School
was presented to Susan McClure by Mayor Faram.
Also present for the presentation were Ladene
Gunter, Sponsor, and Sandra Branch.
APPOINTMENT
LIBRARY BOARD
Appointment to Library Board
Motion was made by Councilman Ellis, seconded
by Councilman Newman, that Mrs. Charles Brinkley
be re-appointed to the Library Board for a
two year term. Motion carried by a vote of 7-0.

APPROVAL OF PAYMENT
Consideration of Payment to Albert Komatsu &
Associates in the amount of $15,925.00
After discussion, motion was made by Councilman
Cato, seconded by Councilman Ellis, to
approve payment to Albert Komatsu & Associates
for $15,925.00 which covers Phase I and II of
the plans for the Municipal Complex. Motion
carried by a vote of 7-0.
ORDINANCE NO. 574
Consideration of Ordinance Amending Ordinance
No. 449
APPROVAL OF
BIDS
Motion was made by Councilman Newman, seconded
by Councilman Wood, to approve Ordinance No. 574
which gives the Tax Assessor-Collector authority
to extend the time for signing up for the over
65 years of age exemption until February 1.
Motion carried by a vote of 7-0.
Consideration of Approval of Bids on the
College Hills Ground Storage Tank
Bids for the restoration of the College Hills
ground storage tank and the Rufe Snow elevated
tank were received from four bidders. After
discussion, motion was made by Councilman Newman,
seconded by Councilman Cato, to take the
recommendation of the City Engineer and accept
the bid of Water Tank Service Company in the
amount of $57,500. Motion carried by a vote
of 7-0.
ORDINANCE NO. 575
Consideration of Ordinance Amending Ordinance
No. 179, Zoning Ordinance
Motion was made by Councilman Lamond, seconded
by Councilman Conant, to approve Ordinance No. 575
as presented. Motion carried by a vote of 7-0.
CITIZEN'S PRESENTATION
Citizen's Presentation
Mr. Lowell Hilger
5113 Gibbons Drive
Re: Cherokee Estates - Sewer
Mr. Lowell Hilger appeared before the City
Council stating that he was owner of a house
in Cherokee Estates and he had had percolation
tests made on the property and the County had
approved the tests. Mr. Hilger advised the
Council that there were four houses in question
and all had passed the percolation test.

Mr. Hilger advised the Council he was
asking for an occupancy permit which he
he had been denied in the past.
Councilman Cato asked about the streets in
Cherokee Estates. City Attorney Tim Truman
advised it was a dedicated street.
Mayor Faram advised Mr. Hilger that this
matter would be taken under advisement by
the City Attorney and City Engineers and
he would be notified.
Mr. Frank Balch, 8148 Red Rose Trail,
owner of one of the houses in Cherokee Estates,
also appeared before the Council with copies
of his percolation tests results. These
test results were turned over to the City
Engineers and City Attorney for review.
Mr. Frank Yarborough, another owner of a house
in Cherokee Estates, appeared before the
Council. Mr. Yarborough stated he would be
willing to pay an assessment for street improvements.
Mayor Faram stated there were so many problems
with Cherokee Estates including street problems;
contradicting stories, and percolation test;
that the Council was trying to safeguard the
other taxpayers by insisting these four
property owners conform to regulations.
ADJOURNMENT
There being no further items on the agenda,
Mayor Faram adjourned the meeting at 8:30 p.m.
