CALL TO ORDER Mayor Pro Tern Norman Ellis called the Special City Council meeting to order March 3, 1975, at 6:15 p.m. PRESENT: Mayor Pro Tern Councilmen Dr. Norman Ellis Jim Wood George Conant, Jr. John Lamond Jim Cato JoAn Goodnight ROLL CALL Councilwoman ABSENT: Mayor Councilman Dick Faram Tom E. Newman STAFF PRESENT: Acting City Secretary Ruth Pinner PRESS REPRESENTATIVES: Don Harrison Fort Worth Star Telegram APPROVAL OF PLANS AND AUTHORIZATION FOR BIDS Consideration of Approval of Plans and Authorization for Bids on Municipal Building Complex Mr. Bob Johnson of Komatsu and Associates presented the plans and specifications on the Municipal Building Complex for approval. Mr. Johnson presented two alternates to be considered along with the bids. Alternate No. 1 stated that after bids are opened and in the event that the lowest bid is in excess of budgeted funds, the low bidder will be invited to submit proposals based on alternate methods of construction as he may choose. Such alternate proposals must be accompanied by drawings in sufficient quantity and of sufficient clarity to allow the City Council and their Architects to evalute and compare same to the plans and speci fi cati ons. Alternate No. 2 was a suggestion to reduce the building area by deleting the Police wing of the complex and at a later date, calling a bond election to solely finance a new police and jail facility. Page 2 March 3, 1975 Motion was made by Councilman Wood, seconded by Councilman Conant, that the plans and specifications be accepted as presented and that Alternate No. 1 be attached to the specifications. Motion carried by a vote of 5-0. After discussion, motion was made by Councilman Wood, seconded by Councilman Cato, that the Architects be authorized to advertize for bids at the earliest possible date. Motion carried by a vote of 5-0. Mayor Pro Tem Ellis called a recess at 6:30 p.m., in order for the Council to go into closed session to discuss a personnel matter.
