MINUTES OF THE MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS, HELD AT THE CITY HALL,

Mayor Marion L. Massey called the meeting
to order at 7:30 p.m., February 25, 1974.

ANNOUNCEMENTS
Girl Scout Troop 590 from Richland Hills
Methodist Church was welcomed by Mayor
Massey. Mrs. Polly Travis is the girls'
leader.
APPROVAL OF THE
MINUTES OF THE
PREVIOUS MEETING
Regular City Council Meeting - February 11, 1974
Councilman Newman moved, seconded by Councilman
Ellis, to approve the minutes of the February
11, 1974, meeting as presented. The motion
carried by a vote of 6-0; Councilman McKinney
abstaining due to absence from this meeting.
CITIZEN'S PRESENTATION
Mr. Bob Poppewell
Re: Tarrant County Manpower Planning
Mr. Bob Poppewell spoke on the plans of the
Tarrant County Manpower Planning Department.

He explained the Neighborhood Youth Corps
In School Program and Operations Mainstream
which have been subcontracted to TCJC.
The neighborhood Youth Corps Out of School
Program is being handled by Youth Services
Bureau. To qualify for these programs, an
applicant must be economically deprived.
The EEA program, which under the new law
will be PSE (Public Service Employment),
is the only program currently sponsored
by the County which does not require the
applicant to be economically deprived.
TEXAS ELECTRIC
RATE INCREASE
Consideration of Texas Electric Rate
Increase
After discussion, Councilman Newman moved,
seconded by Councilman Faram, to table
the TESC rate increase until March 11, 1974.
The motion carried by a vote of 7-0.
CONDEMNATION
RESOLUTION NO. 74-4
Consideration of Resolution Concerning
Condemnation Proceedings on the Louis
Engler, et al, Property
City Manager Riddle stated that negotiations
with Mr. Engler had failed and that this
easement was necessary for the Walker
Branch Outfall Sewer Line Project.
Councilman Newman moved, seconded by
Councilman Cato, to authorize the City
Attorney to proceed with condemnation on
the Louis Engler, et al, property. The
motion carried by a vote of 7-0.
Approval of Sewer Contract with City of
Fort Worth
SEWER CONTRACT
After discussion, Councilman Newman moved,
seconded by Councilman Cato, to table the
Sewer Contract with Fort Worth until March 11,
1974, so that the City Engineer can compile
a report on the alternatives and present a
recommendation. The motion carried by a
vote of 7-0.
RE-APPROVAL OF
PAYMENT
Re-approval to pay Shaw Construction, Inc.,
for Estimate #9, Contract #12, Job 3-312,
in the amount of $93,714.11
Councilman Ellis moved, seconded by
Councilwoman Goodnight, to ratify
the approval

PZ 74-2 - Request of Donald Kerr
Associates, Inc., to rezone 286.54 acres
from Agriculture to Industrial
Mayor Massey declared the Public Hearing
PZ 74-2 open and requested those wishing
to speak for PZ 74-2 to please come forward.
Mr. Donald Stembridge represented the owners,
Donald Kerr Associates, Inc., in presenting
the request to rezone 286.54 acres in the
Edward D. King Survey and the Tabitha Akers
Survey from agriculture to industrial.
Mr. Stembridge stated there was an interested
buyer for 10 acres provided the zoning change
was approved.
Councilman Ellis stated that he was in
favor of an industrial park for the area
and that this particular site was ideal;
however proper planning was very important.
Mr. Stembridge was asked if a stipulation
of one year for the approval of a planned
development would be acceptable to his
client.
He stated he could not answer that question.
Mayor Massey requested those wishing to
speak against PZ 74-2 to please come
forward. There being none opposed, the
Public Hearing was closed.
Councilman McKinney moved, seconded by
Councilman Newman, to table this request
until March 11, 1974. The motion carried
by a vote of 5-2. Councilmen McKinney,
Faram, Smith, Newman and Cato for; Councilman
Ellis and Councilwoman Goodnight against.

PZ 74-3 - Request of W. P. Sandlin and
C. E. Ramey to rezone 1.17 acres from
IF-9 One Family Dwelling to Local Retail
Mayor Massey declared the Public Hearing
open and requested all persons wishing

No one appeared.
All persons wishing to speak against
PZ 74-3 were requested to come forward.
There being no one opposed to PZ 74-3,
the Public Hearing was closed.
Councilman Ellis moved, seconded by
Councilman McKinney, to approve Ordinance
No. 518, granting the request of Sandlin
and Ramey to rezone 1.17 acres from IF-9
One Family Dwelling to Local Retail. The
motion carried by a vote of 6-1. Councilmen
McKinney, Ellis, Faram, Newman, Cato and
Councilwoman Goodnight voting for; Councilman
Smith voting against.
Consideration of an Ordinance Requiring
a Permit to Engage in the Taxicab Business
After discussion, Councilman Faram moved,
seconded by Councilman McKinney, to approve
Ordinance No. 517 requiring a permit to
engage in the Taxicab business. The motion
ca rri ed by a vote of 6-1. Counci 1 men McKi nney ,
Faram, Smith, Newman, Cato and Councilwoman
Goodnight voting for; Councilman Ellis
against.
Mrs. C. B. Morton
Re: League of Women Voters
Mrs. C. B. Morton read a letter from
the League of Women Voters inviting all
citizens and Councilmen to an open forum
on library service in Tarrant County on
Tuesday, March 5, 1974, at 7:30 p.m., at
the YWCA in Fort Worth.
There being no further items on the agenda
for consideration Councilman Ellis moved,
seconded by Councilwoman Goodnight, that the
City Council meeting of February 25, 1974,
be adjourned. The motion carried by a
vote of 7-0.
