Mr. Riddle stated there were no alternatives available until the outfall was brought down from Colleyville. North Richland Hills is unable to develop the northern most section of our city because there is no way to furnish sewage facilities. AMENDING ORDINANCE NO. 520 Consideration on Accepting letter of Agreement from Texas Electric Service Company in lieu of Section 4 of Ordinance No. 520 Councilman Faram gave details of two meetings which he had had with Texas Electric Service Company in the past two weeks. He feels the deletion of Section 4 which calls for an automatic reversion to old rates, does not weaken the Councils position. The Charter gives the Council the right to set utility rates and if, after hiring a rate analyst, the Council feels justified in lowering the rate, the Council has the legal right to do this.
