MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS, HELD AT THE CITY HALL, 4101

CALL TO
ORDER
Mayor Dick Faram called the special meeting
of the North Richland Hills City Council to
order at 6:00 p.m.

Consideration of Employee Pay Increase
and Transfer of Funds
PAY INCREASE
Councilman Conant stated that the Committeels
recommendation is to give a ten percent
raise including department heads on an
average scale of $56.00 per month.
After discussion, Councilman Conant moved
to adopt a $56.00 per month per employee
cost-of-living pay increase excluding the
two state paid employees. Councilman Cato
seconded the motion.
The City Manager asked and was granted
permission to give a ten percent increase
to the four part time employees, based on
their hourly rate.
Councilman Cato asked if the $56.00 would
be given to each employee without the
department head having any jurisdiction in
the distribution.

Mayor Faram replied he felt it should be
distributed evenly and the Council agreed.
The motion to grant each employee a $56.00
a month raise was approved by a vote of 5-0.
A discussion as to the sources of funds
for the increase ensuded with the City
Manager explaining the status of the reserve
funds.
ANNOUNCEMENT
Councilman Ellis moved, seconded by Councilman
Wood, that if adequate current operating funds
are not available to cover the raises, we
transfer whatever is needed for the Utility
Department out of the Utility Reserve Fund
and the rest of the employees raises, out of
the General Reserve Fund and that further, if
necessary, the General Fund loan the Utility
Fund, funds until they become liquid. The
motion carried by a vote of 5-0.
The Mayor announced that he had received a
letter from Mr. Claunch with a copy of the
suit attached which has been filed by the
Fire Fighters Association against the City.
The Fire Fighters are requesting the Courts
to force the City to hold a collective
bargaining referendum. The City Manager
asked if this would influence the prior
decision to grant all employees a raise.
Councilman Cato stated that if the election
was held, it would not be effective until
a month after the new budget year.
Councilman Ellis stated that despite the
suit on Collective Bargaining the cost of
living for fire fighters has gone up like
everyone else.
CHARTER ELECTION
ORDINANCE NO. 539
Consideration of Ordinance Calling for an
Election on Proposed Charter Admendments
Councilman Conant moved, seconded by Councilman
Ellis, to pass Ordinance No. 539 calling for
a Charter Admendment Election on June 25, 1974
using paper ballots. The motion carried by
a vote of 5-0.
Councilman Lamond suggested that as a courtesy
to the members of the Charter Revision Commission,

a joint meeting be held to explain the
changes which have been made. It was
agreed that the City Secretary write to
each member and enclose a copy of the
ordinance.
ADJOURNMENT
Councilman Cato moved, seconded by Councilman
Ellis to adjourn. The motion carried by
a vote of 5-0.
