HomeMy WebLinkAboutCC 1974-10-07 Minutes MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, OCTOBER 7, 1974 CALL TO ORDER The Special meeting of the City Council was called to order at 8:00 p.m. by Mayor Dick Faram. ROLL CALL PRESENT: Mayor Councilmen Dick Faram Jim Wood Dr. Norman Ellis George Conant, Jr. John Lamond Tom E. Newman J. F. "Jim" Cato JoAn Goodnight Councilwoman STAFF PRESENT: City Manager City Secretary Gene Riddle Anna Lee Caudry STAFF ABSENT and EXCUSED: City Attorney Tim Truman City Engineer Dick Perkins PRESS REPRESENTATIVES: Tom Mitchell Don Harri son Mid-Cities Daily News Fort Worth Star Telegram INVOCATION APPROVAL OF THE MINUTES Mayor Faram gave the invocation. RESOLUTION 74-17 Regular City Council Meeting of September 23, 1974 Councilman Cato asked that the minutes be amended to reflect that his absence was due to his representing the City in San Antonio at a Criminal Justice Conference. Councilman Conant moved, seconded by Councilman Ellis, to approve the minutes with the correction as stated. The motion carried by a vote of 6-0 with Councilman Cato abstaining. Resolution Authorizing COG to Purchase Radio Communications Equipment Councilman Ellis moved, seconded by Councilman Conant, to approve Resolution 74-17, authorizing COG to purchase law enforcement radio communications equipment, Phase II. The motion carried 7-0. Page 2 October 7, 1974 ORDINANCE 563 Ordinance Alterning the Speed Limits On Davis Blvd. City Manager Riddle explained that the State Highway Department regulated the speed on Davis and this ordinance is to lower the limit from 60 to 55 and to reflect city limit adjustments. Councilman Cato moved, seconded by Councilwoman Goodnight, to approve Ordinance 563. The motion carried 7-0. TEXAS UTILITY COUNCIL Membership In Texas Utility Advisory Council City Manager Riddle stated that the Texas Utility Council was sanctioned by Texas Municipal League and that all information available had been furnished to the Council. Councilman Ellis moved, seconded by Councilman Cato, to join the Texas Utility Advisory Council and commit $405.00 for a one year period. After discussion the motion carried 7-0. RESOLUTION 74-18 Resolution Authorizing Conveyance of Race Street Property to Gib Lewis Councilman Ellis moved, seconded by Councilman Wood, to approve Resolution 74-18 which authorizes Mayor Faram to sign the Warranty Deed transferring the Race Street property to Gib Lewis. The motion carried 7-0. CANCEL REGULAR COUNCIL MEETINGS Approval to Cancel Council Meetings Councilman Newman moved, seconded by Councilman Conant, to cancel the regular City Council meetings of October 14 and October 28 due to conflicts with the Texas Municipal League Convention. The motion carried 7-0. SPECIAL MEETING CITIZEN'S PRESENTATION Consideration of Calling Special Council Meeting Councilman Newman moved, seconded by Councilwoman Goodnight, to call a Special Council Meeting for October 21, 1974. The motion passed by a vote of 7-0. Mr. Bill Polster 6608 Marie Re: Park and Recreation Commission Report Mr. Polster reported that after several meetings of the Park and Recreation Commission Pélge 3 October 7, 1974 and the Board of Directors of the Richland Youth Association, an agreement had been reached concerning improvements on Richfield Park. The agreement includes: 1. R.Y.A. will install all required out field fences. 2. R.Y.A. will maintain the ball diamonds during ball season. 3. R.Y.A. will move all existing bleachers to Richfield Park and secure in concrete piers. 4. R.Y.A. will operate the Richfield Park concession stand and pay the City of North Richland Hills a fee of 10% on gross sales. 5. R.Y.A. will pay the City $10,000.00 cash and whatever manpower is needed to install lights and score keeper stands on four ball diamonds. The Park and Recreation Commission recommends that the City provide a matching fund of $10,000.00 for the improvement of the facilities at Richfield Park. It was suggested that some method be devised that would allow free pedestrain access to the ball diamonds but would prohibit motor vehicle traffic. The Council expressed its appreciation to Mr. Polster and the entire Park Commission for its work and for the progress that has been made. Councilman Cato moved, seconded by Councilman Newman, to add to the agenda the committment of funds for improvements to Richfield Park. The motion carried 7-0. Councilman Cato moved, seconded by Councilman Conant, to approve the recommendation of the Park and Recreation Commission to commit up to $10,000.00 of City funds for improvements at Richfield Park. A question was raised as to whether the funds would come from the General Fund or from the Park Fund, made up of the 50¢ donation on water bills. Councilman Ellis moved, seconded by Councilman Newman, to amend the motion to stipulate the funds be taken from the Park Fund. The amendment to the motion passed by a vote of 6-1, with Councilmen Wood, Ellis, Conant, Lamond, Newman and Councilwoman Goodnight for and Councilman Cato against. Councilman Wood moved, seconded by Councilman Cato, to put solid slabs under the bleachers rather than piers if funds are available. The motion carried 7-0.
