EXECUTIVE SESSION
The Planning and Zoning Commission may enter into closed Executive
Session as authorized by Chapter 551, Texas Government Code. Executive
Session may be held at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to
seek advice from the city attorney (551.071) as to the posted subject matter of
this Planning and Zoning Commission meeting.
The Planning and Zoning Commission may confer privately with its attorney to
seek legal advice on any matter listed on the agenda or on any matter in
which the duty of the attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly

SUMMARY:
The minutes are approved by majority vote of the Commission at the Planning and
Zoning Commission meetings.
GENERAL DESCRIPTION:
The Planning and Zoning Office prepares action minutes for each Planning and Zoning
Commission meeting. The minutes from each meeting are placed on a later agenda for
review and approval by the Commission. Upon approval of the minutes, an electronic
copy is uploaded to the City's website.
RECOMMENDATION:

summarized the City Council meetings held on January 27 and February 10, 2020.

Planning Director Clayton Comstock discussed items C.1 , C.2, and C.3 on the

Chair Welborn announced he has a conflict of interest for item C.4 and would
abstain from discussion. He filed an affidavit of disqualifications with the city
secretary stating his conflict.
Chair Welborn left the work room at 6.46 p.m.

Commissioner Deupree and Mr. Comstock discussed the layout and street location

Planning and Zoning Commission meeting.

SUMMARY:
The minutes are approved by majority vote of the Commission at the Planning and
Zoning Commission meetings.
GENERAL DESCRIPTION:
The Planning and Zoning Office prepares action minutes for each Planning and Zoning
Commission meeting. The minutes from each meeting are placed on a later agenda for
review and approval by the Commission. Upon approval of the minutes, an electronic
copy will be uploaded to the City's website.
The minutes approved the Planning and Zoning Commission included an error in the
position of one of the speakers for zoning case ZC 2019-03. A letter from the speaker
notifying staff of the error is attached. The correction is noted on page 5 of the attached
minutes.
RECOMMENDATION:
Approve the corrected minutes of the December 19, 2019, regular Planning and
Zoning Commission meeting.

LLC for a replat of Lot 7R1, Block 3, Morgan Meadows Addition,
being 0.642 acres located at 6805 Meadow Road.

SUMMARY:
On behalf of Rachel and Jerry Jackson, CBG Surveying Texas LLC is requesting approval
of a replat of Lot 7R1, Block 3, Morgan Meadows Addition. This 0.642-acre property is
located at 6805 Meadow Road.
GENERAL DESCRIPTION:
The property is located on the west side of Meadow Road, between North Forty Road
and Hewitt Street. The property is currently undeveloped. The owner is platting the
property in order to construct a new single-family residence on the site.
The site under consideration is the south 95 feet of Lot 7, Block 3. In 1995, the owner of
Lot 7 split the property by metes and bounds and sold the southern portion of the lot to
the adjacent property owner to the south. The lot split was done without approval of a
replat of the lot. Since then, both portions of Lot 7 have changed ownership. Currently,
the subject tract is owned by the property owner of 6801 Meadow Road (Lot 8).
The replat would make the following revisions to the previous plat.
1. The plat would create a platted lot and formally establish the property boundary
that corresponds to the ownership of the southern portion of Lot 7.
The plat does not alter or remove any recorded covenants or restrictions, if any, on the
property.
As required by Section 212.015(f) of the Texas Local Government Code, written notice of
this replat will be mailed to each owner of a lot in the Morgan Meadow subdivision that is
within 200 feet of the lots being replatted. The notice is required to be sent no later than
15 days after approval of the plat by City Council.
LAND USE PLAN: This area is designated on the Land Use Plan as Residential Estate.
This designation promotes neighborhoods defined by larger single-family lots and homes
at a density less than two (2) units per acre. These neighborhoods are characterized by
large lots, rural street design, estate-style fencing, barns, and livestock. These properties

The following comments represent suggested modifications to the plat drawing based on general NRH

GENERAL DESCRIPTION:
The property under consideration is a 20,072-square foot lot on the north side of Sayers
Lane, west of Davis Boulevard. The lot is part of the original Woodbert Addition, which
was platted in 1946. The lot has 208 feet of frontage on Sayers Lane and is 96.5 feet
deep.
The replat would make the following revisions to the previous plat.
1. The plat would subdivide the existing lot into three single-family residential lots.

SUMMARY:
Chanh Cong Tran is requesting a zoning change from R-4-D Duplex to R-1 Single-Family
Residential on 0.20 acres located at 5149 Jennings Drive.
GENERAL DESCRIPTION:
The property is located at the south corner of Boulevard 26 and Jennings Drive, between
Harwood Road and Strummer Drive. The lots are part of the Richland Oaks Addition,
which was platted in 1956. The property is vacant. The applicant is requesting a zoning
change to R-1 Single-Family Residential with the intent to construct a new residence on
the property.
According to historical zoning maps, the property was rezoned from R-1 Single-Family
Residential to R-5-D between 1980 and 1985. The designation of the R-5-D Duplex
district was consolidated with the R-4-D Duplex in 1989 through an amendment of the
zoning ordinance.
All of the residential lots on Jennings Drive and surrounding area are zoned R-1 Single-
Family Residential. The area is designated on the Land Use Plan as Low Density
Residential.
EXISTING NONCONFORMING LOT AREA: The lot was 12,000 square feet in area
when it was platted in 1956. In 2007, the Texas Department of Transportation purchased
approximately 25 feet (3,121 square feet) of the lot as right-of-way for the future
expansion of Boulevard 26. This purchase reduced the lot area to 8,880 square feet. The
current minimum lot area requirement in the R-1 district is 13,000 square feet, and the
property is considered a legal nonconforming lot. Section ,11,11, , ,11,54 (III, i�, i� ,ir,M.j!,n.q Jl, , „),
of the zoning ordinance provides that the property could be used for residential uses
provided that the requirements for setbacks, height, parking, landscaping, and other
applicable provisions are satisfied.

LAND USE PLAN: This area is designated on the Land Use Plan as Low Density
Residential. This designation promotes quality neighborhoods of conventional suburban
single-family detached homes. General characteristics of these neighborhoods include a
density of two to six dwelling units per acre and houses of one- and two-stories.
CURRENT ZONING: The property is currently zoned R-4-D Duplex. The R-4-D district is
intended to provide areas for moderately high density development of duplex dwellings
that are constructed at an approximate density of 9.9 units per acre.
PROPOSED ZONING: The proposed zoning is R-1 Single-Family Residential. This
district is intended to provide areas for very low density development of single-family
detached dwelling units which are constructed at an approximate density of 2.9 units per
acre.
