CALL TO ORDER The special meeting of the City Council of the City of North Richland Hills was called to order by Mayor Marion L. Massey at 8:00 P.M. Riddle Donna Pairsh Tim Truman ABSENT: Councilman: Dick Faram INVOCATION ITEM I The invocation at this special City Council meeting was given by Councilman Polster. Termination of Original City Librarian Mayor Massey stated that it was brought to his attention by former City Manager Jack Russell, during his tenure, that the original Librarian Mildred Clinger had made several requests and demands that were not feasible at that time. Therefore, with the recommendation of City Manager Russell and the Library Board Mildred Clinger was terminated. Termination of Evalyn Huston Acting City Manager M. E. Riddle read an excerpt from Jack Russell's letter to Evalyn Huston, dated October 13, 1971, as follows: ITEM I I liThe reason whi ch will go on record in your personnel file will be "inefficiency and failure to properly account for the funds of the City of North Richland Hills"." Mr. Riddle stated that the above statement from Jack Russell was the reason for Evalyn Huston's dismissal by Mr. Russell. ITEM II I Resignation of Police Chief Acting City Manager M. E. Riddle read J. R. Price's letter of resignation as follows: "December 20, 1972 Mr. Jack Russell Ci ty Manager City of North Richland Hills 4101 Morgan Circle Fort Worth, Texas 76118 Dear Mr. Russell: It is with deep regret that I offer my resignation as the Chief of Police of the City of North Richland Hills, Texas. Due to personal reasons that seem not to be resolved at this time I feel that it is best for all concerned to take this action. If you have any questions concerning these reasons please feel free to discuss them with me at any time. My tenure of service has been most enjoyable and I feel that the record will reflect that much progress has been made during this past year. The department has an excellent nucleus to become one of the finest departments in the State of Texas. My desire was to attempt to make this come to pass, but it seems untenable to continue at this time. I wish to offer my resignation to become effective January 7, 1972, but with the understanding that my full salary will continue 2 weeks after that date or through January 21 due to my accumulated annual leave. If you accept my resignation and you agree to these terms I would appreciate a letter from you for the record so that there will be no misunderstanding at any later date. I will be happy to stay as long as you think it seems necessary to make a transition and complete any of the projects that I have started, but I believe that you have a most capable staff that can continue in my absence so I would appreciate being relieved as soon as possible. II Mayor Massey added that J. R. Price had been one of the best Police Chiefs that the City has had and that he regreted that his resignation had been turned in. ITH1 IV Termination of Auditing Firm Contract Mayor Massey stated that he had been pleased with the Allen Wilkerson Firm, but that he wanted to adopt the policy as Councilman Faram recommended that his company has annual audits along with spot audits, and that the Mayor authorize an auditing firm to walk in and take over the books and no one should know who they are until that time except the Mayor. Mayor Massey explained that this was the reason that the City does not have the auditing firm as in the past. Termination of Public Works Director ITEM V ITEM VI Acting City Manager Riddle stated that Mr. Dick Ballenger, former Public Works Director, on March 6, 1972, came into Mr. Riddle's office stating that he was resigning because the City Manager of Corsicana had made him an offer he could not afford to pass up. Termination of Water Department Employees Mayor Massey stated that this matter was still under investigation and there was no further commit at this time. ITEM VII Youth Program Mayor Massey stated that the Youth Program is a worthwhile program and that the City Council fully cooperated with Mr. Asa Short and had installed a telephone in the City Hall for this Program. Councilman Tom Newman stated that Mr. Short came into Mr. Riddle's office stating that the Youth Program would be moved to another place. Mr. Newman also added that Mr. Riddle, Acting City Manager, had nothing to do with this move. There being no further items on the agenda for consideration, Councilman Newman moved, seconded by Councilman Polster, that the special meeting of the ADJOURNMENT City Council be adjourned.
