C4.LL TO ORDER The regular meeting of the City Council of the City of North Richland Hills was called to order at 7:30 p.m. by Marion L. Massey. ROLL CALL PRESENT: Mayor: Councilman: Marion L. Riddle Donna Pairsh Tim Truman ABSENT: Councilman: Consulting Engineer James F. Cato Bill Ratliff INVOCATION The invocation at this regular City Council meeting was given by Councilman Norman Ellis. APPROVAL OF THE: MINUTES OF THE PREVIOUS MEETING Regular City Council Meeting - May 22, 1972 Councilman Newman moved, seconded by Councilwoman Goodnight, that the City Council approve the minutes of the City Council Meeting of May 22, 1972, as presented. The motion carried by a vote of 6-0. MAYOR'S COMMENDATION Steve Cloud, Boy Scout 4008 Georgian Drive 834-7846 Mayor Massey commended Steve Cloud, who is working on his Eagle Scout, for working 24 1/2 hours and super- vising 160 1/2 hours on improving our City Park and park facilities. CITIZEN DELEGATES DRUG & NARCOTIC SEMINAR Consideration of expenses for citizen delegates to attend Drug and Narcotic Seminar at Baylor University. 2 Mayor Massey requested that the City Council authorize expenses for 4 to 6 citizen delegates to attend the Drug and Narcotic Study Seminar at Baylor University in Waco up to $50.00 per person to cover registration, travel and lodging. Councilman Ellis moved, seconded by Councilman Newman, that the City Council authorize expenses up to 10 persons and up to $50.00 per person to attend the Drug and Narcotic Study Seminar at Baylor University in Waco. The motion carried by a vote of 6-0. PROCLAMATION PROCLAMATION declaring Better Water for Americans Week, August 13 to 20. Mayor Massey presented the Proclamation as follows: "OFFICE OF THE: MAYOR CITY OF NORTH RICHLAND HILLS PROCLAMATION Better Water for Americans Week marks a period of glvlng special thanks throughout the nation for the water we drink, its abundance, its purity, its safety. It is a week for paying tribute to those dedicated, tireless men and women who have made our water supplies the best in the world. We know our health, comfort and standard of living depend on our abundant supply of safe, high quality water. We know the future economic and socail growth of our community are directly related to maintaining and improving our water facilities. But too few are aware the problems of water supply are many, and growing more complex. They are problems that are separate and apart from cleaning up our rivers and lakes. Water is a "Manufactured Product"--product of a $70,000,000,000 industry that stands between the river and the tap. With increased population, expanding industries, and greater demand for water, more and better facilities are needed. More highly trained men are needed to man the sophisticated equipment that modern technology demands. None but the best is good enough for water. NOW, THE:REFORE, I Marion L. Massey Mayor of the City of North Richland Hills do hereby proclaim August 13 to 20 Better Water for North Richland Hills Week RESOLUTION SPEED ZONE ORDINANCE ORDINANCE AMENDING ORDINANCE #310 ELECTRICAL CODE SMITHFIELD ACRES WATER LINE 3 and urge all citizens of our city to join with me in seeking a wider understanding of the contributions, the services, and the future needs of our community water utility, and in lending our aid in achieving its goals. In witness whereof I have hereunto set my hand and caused the seal of the City of North Richland Hills to be affixed. Marion L. Massey Mayor, City of North Richland Hills" RESOLUTION petitioning Railroad Commission of Texas to investigate the financial position of Lone Star Gas Company. Councilman Faram moved, seconded by Councilman Newman, that the City Council table this item at this time. The motion carried by a vote of 6-0. ORDINANCE #416 - SPEED ZONE ORDINANCE Councilman Smith moved, seconded by Councilwoman Goodnight, that the City Council approve Speed Zone Ordinance No. 416. The motion carried by a vote of 6-0. ORDINANCE #417, amending Ordinance #310, Electrical Code. Mayor Massey presented Ordinance #417 as follows: "ORDINANCE NO. 417 AN ORDINANCE AMENDING ORDINANCE NO. 310, ELECTRICAL CODE, PROHIBITING THE: INSTALLATION OF ALUMINUM CONDUCTORS AFTER JULY 1, 1972." After discussion, Councilman Faram moved, seconded by Councilman Smith, that the City Council approve Ordinance No. 417 as presented. The motion carried by a vote of 6-0. Authorization to put in water line in Smithfield Acres. Councilman Newman moved, seconded by Councilwoman Goodnight, that the City Council authorize expenditure of putting water line in Smithfield Acres and direct the City Manager to discuss with Mayor if exceeds 4 $6,000.00 before proceeding. The motion carried by a vote of 6-0. CONSULTING ENGINEER BILL RATLIFF PRESENT AT THIS TIME CITIZEN'S PRESENTATION Walter Browning, Developer of Bunker Hill Mr. Wlater Browning appeared before the City Council advising of his problem with extension of water lines into Bunker Hill under the Old Tarrant County Water Supply Corporation policy and now asked to make additional extension under the new North Richland Hills policy. After discussion, Councilman Faram moved, seconded by Councilwoman Goodnight, that Mr. Walter Browning enter into a City-Developer Agreement pertaining to City paying for construction of 8 inch water main up East boundary of Bunker Hill Addition. The motion carried by a vote of 6-0. APPOINTMENT NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS REPRESENTATIVE Mayor Massey appointed Charles Owen to serve as our representative on the North Central Texas Council of Governments. --- Mayor Massey instructed the City Secretary to notify Charles Owen by letter of his appointment and the Council's appreciation of his service. APPOINTMENT FORT WORTH CHAMBER OF COMMERCE METROPOLITAN HIGHWAY COMMITTEE REPRESENTATIVE Councilman Newman moved, seconded by Councilman Ellis, that the City Council table this appointment and reschedule for the next regular City Council meeting of June 26, 1972. The motion carried by a vote of 6-0. APPOINTMENT PARK AND RECREATION COMMISSION Councilman Ellis moved, seconded by Councilman Smith, that the City Council reappoint Pat Darnell, Place 4 and Tom Connell, Place 5 on the Parks and Recreation Commission. The motion carried by a vote of 6-0. Mayor Massey instructed the City Secretary to notify Mr. Darnell and Mr. Connell of their reappointment by letter and the Council's appreciation of previous service and willingness to serve again. --. Mayor Massey advised the City Council that Mr. Asa Short, Chairman of the Parks & Recreation Commission, has indicated that he will be unable to serve on this commission for the remainder of his term, which expires 5 May 1, 1974. The appointment to fill this vacancy is scheduled for the next regular City Council meeting of June 26, 1972. APPOINTMENT LIBRARY COMMISSION MEMBERS Councilman Ellis moved, seconded by Councilman Newman, that the City Council reappoint the following members to the Library Commission: Mr. Charles Brinkley Mrs. Charles Brinkley Mrs. Fred Parker Dr. Andrew Kulaga Mr. J. Fred Davis, Sr. Rev. J. Don Hazlewood The motion carried by a vote of 6-0. The vacancy of Mrs. Clydia Askew, who will be unable to serve another term on the Library Commission, will be considered at the next regular City Council meeting of June 26, 1972, along with the consideration of staggered terms on this commission. Mayor Massey instructed the City Secretary to notify the reappointed members of their appointment by letter and the Council's appreciation of previous service and willingness to serve again. CONTRACTOR'S ESTIMATE Texas Water Wells, Inc. Estimate #2 Trinity Water Wells .$69,404.49 Councilman Faram moved, seconded by Councilwoman Goodnight, that the City Council approve payment to Texas Water Wells, Inc., Estimate #2, in the amount of $69,404.49, as recommended by the City Engineers. The motion carried by a vote of 6-0. CONTRACTOR'S ESTIMATE Texas Water Wells, Inc. Estimate #3 Trinity Water Wells $27,146.63 Councilman McKinney moved, seconded by Councilman Ellis, that the City Council approve payment to Texas Water Wells, Inc., Estimate #3, in the amount of $27,146.63, as recommended by the City Engineers. The motion carried by a vote of 6-0.
