CALL TO ORDER The special meeting of the City of North Richland Hills was called to order by Mayor Marion L. Massey at 8:00 p.m. ROLL CALL PRESENT: Mayor: Councilmen: Councilwoman: Marion L. Massey Lloyd McKinney Walter Smith Tom E. Newman James F. Cato JoAnn Goodnight STAFF PRESENT: Ci ty Manager: City Secretary: City Attorney: Consulting Engineer: M. E. Riddle Donna Pairsh Tim Truman Dick Perkins ABSENT: Councilmen: Norman Ellis Dick Faram INVOCATION The invocation at this special meeting was given by Councilman McKinney. -._- ITEM I Consideration of approval of assessment rolls for 1912. Ordinance No. 426 was presented to the City Council as follows along with Supplemental Certification to the City Council of approval by The Board of Equalization of assessment rolls: "ORDINANCE NO. 426 AN ORDINANCE APPROVING, ADOPTING, AND CLOSING THE ASSESSMENT ROLLS FOR THE CITY OF NORTH HICHLAND HILLS, TEXAS FOR THE YEAR 1912" Councilman Cato moved, seconded by Councilman Newman, that the City Council approve Ordinance No. 426 as presented. The motion carried by a vote of 5-0. Resolution No. 12-13 was presented to the City Council as follows: "RESOLUTION NO. 12-13 ~- WHEREAS, the City of North Richland Hills, 2 f- Texas, has been threatened with litigation over 1912 real property tax assessments by the following described property owners, to-wit: (1) C. W. Minnis and W. R. Davis, (2) W. A. McElory, (3) John Sandlin and Alan Hamm, (4) J. H. Mangham, (5) John D. Hay, (6) Joe Drummond, Trustee for Jones Estate, (1) Larry Hansard, (8) Donald Kerr Associates, (9) Clint Smith, (10) Marvin Poer & Co. representing Arcon, Inc. and Shannon Properties, Inp.,(11) Janet W. Spencer and (12) R. S. Brooks, and WHEREAS, it is deemed by the City Council to be in the best interest of the City of North Richland Hills, Texas, that the matter be com- promised, and WHEREAS, complex questions of law are involed ~n such disputes, '-- NOW, 'IHEREFORE, BE IT RESOLVED by the City Council of the City of North Richland Hills, Texas, that the City Attorney be, and he is hereby authorized to compromise the above-described controversies, to the best of his abilities, and with full power and discretion to take whatever action he deems in the best interest of the City of North Riohland Hills, Texas, in suoh matter, the same as if the City Counoil itself were so aoting. The motion carried by a vote of 5-0. ITEM II Consideration of setting tax rate for 1912. Councilman Cato moved, seoonded by Councilman MoKinney, that the City Council table 1his item until 1972-73 Budget is considered. The motion carried by a vote of 5-0. ADJOURNMENT There being no further items on the City Council agenda for oonsideration, Councilman Newman moved, --J 3 seoonded by Counoilman Smith, that the special City Council meeting be adjourned.
