MINUTES OF THE SPECIAL CITY COUNCIL MEETING
OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE CITY HALL, 4101 MORGAN CIRCLE,
WEDNESDAY, NOVEMBER 1, 1972 AT 6:30 P.M.

ORDER
The special meeting of the City Council of the
City of North Richland Hills was called to order
by M~or Marion L. Massey at 6:30 p.m.

INVOCATION
The invocation at this Special City Council Meeting
was given by Reverend Victor Ostrom of College Hill
Assembly of God Church.
Proclamation declaring week of November 19-26 as
Bible Week.
PROCLAMATION
Mayor Massey presented the Proclamation as follows:
"PROCLAMATION
WHEREAS, the Bible is the Foundation Book for
Christians and Jews and a priceless collection of
histo~, literature, poetry and Divine revelation for
the edification of all people; and
WHEREAS, Biblical principles undergird the moral
and legal system which governs our w~ of life;
WHEREAS, there is a continuing need to understand
more fully the moral and spiritual insights of the
Bible 'that shape personal character and foster social
respons i bi 1 i ty:

NOW, THEREFORE, I, Marion L. Massey, Mayor of
The City of North Richland Hills, do hereby proclaim
the week of November 19-26, 1972 to be
BIBLE WEEK
in North Richland Hills, and urge all men, women and
children of all faiths to observe the week by reading
the Scri ptures.
IN WITNESS WHEREOF, I have hereunto set my hand
and caused the seal of The City of North Richland Hills
to be affixed this 1st d~ of November, 1972.

AWARDS
POLICE DEPARTMENT AWARDS
Mayor Massey presented a Citation of Meritorious
Service to Officers Shumaker, Chenault and Proctor
for the apprehension and recovery of money taken in
an armed robbery which occuredat Buddies Super Market
#9 on September 22, 1972.
Mayor Massey assisted by Police Chief Hamp Scruggs
presented the Citation for Officer of the Year Award
to Officer Charles Shumaker.
Mayor Massey assisted by Police Chief Hamp Scruggs
presented the Citation for Supervisor of the Year Award
to Sergeant Charles Linehan.
Mayor Massey assisted by Police Chief Hamp Scruggs
presented the Citation for Dispatcher of the Year Award
to Dispatcher Val Staley.
Mayor Massey assisted 'by Police· Chief Hamp Scruggs
presented Certificate of Service to Captain Houston A.
DegQans in recognition of 5 years of faithful service
to the City in The Police Department.
POLICE CHANGE
CHANGE OF POLICIES IN SUBDIVISION ORDINANCE
Councilman Newman moved, seconded by Councilwoman
Goodnight, that the City Council table change of policies
in Subdivision Ordinance to allow a meeting or public
hearing on the new proposals with developers in the area.
The motion carried by a vote of 7-0.

ORDINANCE AMENDING
SUBDIVISION ORDINANCE Ordinance amending Ordinance No. 195, Subdivision
Ordinance
CITY PARK BIDS
Councilman Cato moved, seconded by Councilman McKinney,
that the City Council table Ordinance amending
Ordinance No. 195, Subdivision Ordinance until further
study. The motion carried by a vote of 7-0.
Acceptance of Bid on City Park
After lengthy discussion, Councilman Ellis moved,
seconded by Councilwoman Goodnight, that the City
Council accept the bid of Walker Construction Company,
in the amount of $160,000.00, in compliance with the
letter from Walker Construction Company dated
October 25, 1972.*
City Manager Riddle asked the City Council to authorize
the City Manager to submit a request for an additional
$15,000.00 to Bureau of Outdoor Recreation, and
Counci lman Cato al so requested the motion to be amended
to also use funds from surplus if needed. The motion
as amended carried by a vote of 7-0.
There being no further items on the agenda for
consideration, Councilman Ellis moved, seconded by
Councilman Newman, that the Special City Council
Meeting of November 1, 1972, be adjourned. The motion
carried by a vote of 7-0.
