The meeting of the City Council of the City of North Richland Hills was called to order by Mayor Marion L. Massey at 7:30 P.M. Price The invocation at this regular City Council meeting was given by Mayor Marion L. Massey. MAYOR'S ITEMS Mayor Marion L. Massey read a thank you note to the City Council as follows: "February 23, 1971 Dear Friends: Thank you so much for the beautiful box of red tulips. They were so bright, and brought sunshine and cheer into an otherwise very drab hospital room. Paul is making a speedy recovery now and we both thank you for your prayers and good wishes over the past weeks. Soon he will be able to thank you in person, but untill then, I thank you for your thoughtfulness. Sincerely, Elsa Daniels (Mrs~ Paul)" ITEM ADDED TO AGENDA Mayor Marion L. Massey asked permission from the City Council to add a commendation item to the agenda to be presented to Mr.IÜchael Edward Malphette. Councilman Newman moved, seconded by Councilman Owen, that this item be added to the agenda. The motion carried by a vote of 7-0. Mayor Marion L. Massey presented the following Commendation to Mr. Michael Edward Malphette: COMMENDATION WHEREAS, as on February 26, 1971, in the City of North Richland Hills, Texas at approximately 11:25 A.M., Master Tad Robinson did fall into a swimming pool located on the premises of the Glenview Square Apartment Complex, and being only four years of age and unable to swim, did sink to the bottom of the pool; WHEREAS, the assistant Manager of the Apartment Complex did notify the North Richland Hills, Texas Police and Fire Departments, and also notified Michael Edward Malphette, maintenance man, and Michael Edward Malphette did proceed to the swimming pool while the Police and Fire Department Emergency Units were in route; WHEREAS, Michael Edward Malphette did, and without regard to his O~TI personal safety, leap into the pool and pull Tad Robinson from the bottom of the pool and administer first aid untill the emergency units did arrive on the scene; WHEREAS, this courageous and resourceful action on the part of Michael Edward Malphette did contribute greatly in the saving of Ted Robinson's life; BE IT RESOLVED that the City Council should, and hereby does, commend Michael Edward Malphette for his high regard for the life of a young child as displayed by his heroic deed. In witness whereof I have unto set my hand this seal of the City of North Richland Hills, Texas to be affixed this Eight day of March, 1971. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING Regular City Council meeting February 22, 1971 Councilman Newman moved, seconded by Councilman Polster, that the City Council approve the minutes of the regular City Council meeting of February 22, 1971 as presented. The motion carried by a vote of 5-0; Councilmen Hubbard and Owen abstaining due to absence from this meeting. '-- ORDINANCE NO. 347 Assessment Ordinance approving and adopting estimates on a portion of Harwood Road PUBLIC HEARING Marion L. Massey declared the City Council meeting to be in publ~c hearing on the presentation of Ordinance No.347, Mayor Massey opened the meeting for those present wishing to speak for the approval of this ordinance to appear before the City Council. No one present came forward to speak for the approval of this ordinance. Councilman Riadle moved, seconded by Councilman Polster that the City Council approve and adopt Ordinance No. 347. The motion carried by a vote of 7-0. APPO INTl\1ENTS LIBRARY COMMISSION There being two vacancies on the Library Commission - one being for the replacement of Betty Biard, deceased and one for the replacement of Mildred Clinger, who has been hired as Librarian for the City of North Richland Hills. The appointment of Mrs. Ben Shilcutt was presented and the City Council was informed that Mrs. Shilcutt has been contacted and agreed to serve in this capacity. Councilman Polster moved, seconded by Councilman Owen, that the City Council approve and appoint il~s. Ben Shilcutt to fill one of the two existing vacancies on the Library Commission, The term of office to expire May 1, 1972. The motion carried by a vote of 7-0. Mr. Polster advised tLe City Council that Mrs. Shilcutt is Librarian for Richland High School and very qualified and capable in this position and the City of North Richland Hills is very fortunate to secure a member of the Library Commission with her capab- ilities. PLANNING AND ZONING PS 71-4 COLLEGE HILL ADDITION FINAL PLAT Councilman Riddle moved, seconded by Councilman Newman, that the City Council approve and adopt PS 71-4, College Hill Addition Final Plat as presented. After further review and discussion by the City Council, Councilman Cato moved, seconded by Councilman Polster, that the City Council amend the motion to approve this case by adding the stip- ulation that this be passed contingent on the building set back lines being appropriately dimensioned for lots 6, 7 and 8 added to this plat prior to the recording and filing of this plat for record. The motion carried by a vote of 7-0. Upon a call for vote on the original motion as amended, the motion carried by a vote of 7-0. CITIZEN PRESENTATIONS DON McLure 5308 Richland Court 281-6688 RE: LAND OFF LOLA, EAST OF RICHLAND COURT. Mr. McLure appeared before the City Council stating that he had a question concerning the use of land off of Lola, east of the Richland Court. This matter was referred to the City Manager by the Mayor and City Council with instructions to l\~. McLure to meet with the City Manager for clari- fication of his question. ADJOURNMENT There being no further items on the City Council agenda for con~ideration, Councilman Newman moved, seconded by Councilman Riddle, that the City Council meeting be adjourned.
