'----- CALL TO ORDER The special meeting of the City Council of the City of North Richland Hills was called to order by Mayor Marion L. Massey at 8:00 A.M. Consider decisions to be made at the Water Board meeting, Saturday, April 3, 1971, in connection with use of TRA line by Tarrant County Water Supply Corporation and our request to furnish water and sewer facilities for new addition of Harry Janes. Councilman Faram moved, seconded by Councilman Hubbard, that the mem:>randum to Tarrant County Water Supply Corporation Board of Directors from City of North Richland Hills be delivered to the Board of Directors April 3, 1971. Councilman Owen m:>ved, seconded by Councilman Faram, that the City Council approve Resolution No. 71-8. The m:>tion carried by a vote of 7-0. ADJOURNMENT The Council discussed planting bermuda sprigs on the banks of the earthen drainage channel through the Richland Oaks Addition. The City Manager was authorized to get this work done through funds allocated in the CIP for this purpose. The City Manager stated that the hydro-mulching process which includes fertilizer and cellulose fiber would be used. There being no further i terns on the special City Council agenda for consideration, Councilman Hubbard m:>ved, seconded by Councilman Faram, that the special City Council meeting be adjourned. I TO: TARRANT COUNTY WATER SUPPLY CORPORATION BOARD OF DIRECTORS FROM: CITY OF NORTH RI CHLAND HILLS DATE: APRIL 2, 1971 The purpose of this memorandum is to explain to the Board of Directors our position on matters currently pending before the Board of Directors. With regard to the utilization of the T.R.A. sewer line by T.C.W.S.C., we are not asking that this line be used. We are merely making it available to the Corporation in the event you wish to use it to prevent the further dumping of raw sewage into the TN'alker and Calloway Creeks from surcharged sewer lines. Abandonment of the treatment plant will not prevent this from happening when it starts raining again. Paul Gregory has been furnished with all of the information necessary to make a recommendation and proposal to you concerning its use. We feel the Corporation has more serious problems facing it this summer than aban- donment of the treatment plant. Our citizens in North Hills Addition were already out of water last Sunday. Snow Heights and the Morgan Meadows area will be out of water soon if past patterns hold true this year. We would be in favor of abandoning the treatment plant if Richland Hills representatives will vote along with the rest of the cities to dissolve the Corporation at the Stockholders' meeting on April 17, 1971. Abandonment of the treatment plant will enable Rich1and Hills to take over an almost maintenance-free system upon dissolution and separation of the Rich1and Hills and North Rich1and Hills systems. With regard to our request to provide water and sewer facilities to a new addition in North Richland Hills, we would like to table this item until after the April 17th Stockholders' meeting. Hopefully dissolution will be accomplished by then. We would also like to take this opportunity to make the Board aware of another problem which we are encountering. Many of our streets are being damaged beyond repair because of water leaks. Reconstruction will be necessary, and as you know, we are even having trouble collecting utility relocation fees from the Corporation when reconstruction becomes necessary. The attached letter from Mr. Stillwell is an example of the numerous complaints which we receive each week. In many areas the streets stay torn up continuously because the leaks are repaired time after time with clamps instead of new lines. They often start leaking again within 48 hours after a leak is repaired. We are also discovering street cuts made by T.C.W.S.C. that were not reported to the City. In many of these street cuts the old wet material was placed back in the hole. This has to be removed and replaced with suitable fill before we can properly repair the cut. Also we are being paid three months late and sometimes not at all for repair of these cuts. The rapid and orderly dissolutionment of this corporation should be the most important matter facing the Board of Directors. The development and extension policies of the Corporation are stifling growth in our City. Despite extremely high water rates, a large number of our citizens do not have adequate water service. Many have no water and sewer service at all. Surcharged sewer lines are creating health problems. We cannot get adequate fire hydrant installations by the Corporation. Our streets are being damaged beyond repair by poor maintenance of water lines and street improvements are being delayed by failure of the Corporation to pay for improvements along corporation property. None of these prob1erns are new, they have existed for several years and we have repeatedly made them known to the Corporation. We also recognize the needs of the other member cities and see dissolution as the only way to solve the many and varying needs of all cities involved. We do not find fault with the leader- ship on the Board by Floyd Robertson and Mayor Daniels, nor do we intend to criticize the engineering of Paul Gregory or the managerial ability of Allen Bronstad. We only know that the organizational structure of the Corporation does not lend itself to solution of problems unique to each member city. We have been subsidizing the Corporation through high water rates and paying for many water and sewer improvements in North Richland Hills out of our own funds.
