OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE CITY HALL, 4101 MORGAN CIRCLE,
MONDAY, APRIL 26, 1971 - 7:30 P.M.
The meeting of the City Council was called
to order by Mayor Marion L. Massey, at
7 : 30 P. M.

The invocation at this regular City Council
meeting was given by Councilman Owen.
Councilman Polster moved, seconded by Council-
man Faram, that the City Council approve the
minutes of the regular City Council meeting
of April 12, 1971 as presented. The motion
carried by a vote of 6-0; Councilman Hubbard
abstaining due to absence from this meeting.
Mayor Massey advised the City Council that
Mrs. James H. Free, President of the North
Richland Hills Citizens Library Association
was present at this meeting and wished to
appear before the City Council with a report
pertaining to the Library. Councilman Riddle
moved, seconded by Councilman Polster, that
this item be added to the agenda. The motion
carried by a vote of 7-0.
Mrs. Free appeared before the City Council
representing the North Richland Hills Citi-
zens Library Association to thank the Mayor
and City Councilmen for the establishment
of the Library and their support in preparing
for the opening. Mrs. Free announced the
formal opening of the North Richland Hills Library
as Sunday, May 2, 1971 from 2:00 P.M. to 5:00 P.M.
and hoped that each member of the City Council
could attend. Mrs. Free presented Library
cards to all members of the City Council, the
City Manager and the City Secretary.
PROPOSAL
CAMBRIDGE
DEVELO PJ'4ENT
COMPANY
Acceptance of proposal by Cambridge Develop-
ment Company to construct earthen drainage
channels required between Chapman Drive and
Watauga Drive through the proposed North
Park Estates at a cost of $100.00 per acre
for clearing and $0.40 per cubic yard for
dirt excavation under the Capital Improvements
Program
The City Manager placed this item on the agenda
asking for approval by the City Council as out-
lined above, which is a proposal from Austin
Paving Company to construct clearing and grubbing
and channel excavation according to plans and
specifications in North Park Estates, quantities
and prices as follows:
Approximately 19 acres clearing and grubbing
@ $100.00 per acre = $1,900.00
Approximately 60,000 cubic yards of channel dirt
excavation @ $0.40 per cubic yard = $24,000.00
Total $25,900.00
After consideration by the City Council, Councilman
Hubbard moved, seconded by Councilman Polster,
that the City Council authorize the acceptance of
this bid not to exceed $0.40 per cubic yard for
dirt excavation and that the City Engineer be
instructed to do cross-section of this property
to determine the amount of dirt to be moved, with
the following stipulation added to the proposal
formally before it is executed:
"PAY QUANTITIES TO BE DETERMINED UPON CROSS-SECTION
BY THE CONSULTING ENGINEERS"
The motion carried by a vote of 7-0.
RESOLUTION 71-9
ORDINANCE NO. 349
APPOINTMENTS
A RESOLUTION AUTHORIZING A HESPONSIBLE OFFICER
AND A FISCAL OFFICER TO ~~E APPLICATION FOR
STATE GRANT FOR DEVELOPMEN'r OF PUBLIC OUTDOOR
RECREATION FACILITIES IN THE AMOUNT OF $230,000.
Mayor Massey advised the City Council that since
the preparation of the agenda for this meeting
the necessity for an additional Resolution,
known as Resolution 71-10, a Resolution dedicating
land for outdoor public recreation, has arisen and
asked the City Council to consider it along with
Resolution 71-9.
Councilman Cato moved, seconded by Councilman
Newman, that the City Council add Resolution 71-10
to the City Council agenda. The motion carried
by a vote of 7-0.
Councilman Polster moved, seconded by Councilman
Hubbard, that the City Council approve Resolution
71-9 and Resolution 71-10 as presented. The
motion carried by a vote of 7-0.
DEFINING A COMMON BOUNDARY BETWEEN NORTH RICHLAND
HILLS AND HURST - SECOND READING
Ordinance No. 349 was passed on first reading at
the regular City Council meeting of April 12, 1971,
and Mayor Massey presented it to the City Council
for second reading at this City Council meeting,
being an ordinance as follows:
"AN ORDINANCE DEFINING A Cor'lfi,10N BOUNDARY BETWEEN
THE CITIES OF NORTH RICHLAND HILLS. AND HURST,
TARRANT COUNTY, TEXAS, PROVIDING FOR CONTINUITY
OF ZONING OF CERTAIN AREAS LYING WITHIN SAID
BOUNDARY AND PROVIDING FOR A MAP OF SAID COM1<10N
BOUNDARY TO BE FILED IN CONNECTION HERE'IoJITH"
Councilman Hubbard moved, seconded by Councilman
Owen, that the City Council approve and adopt
Ordinance No. 349 as presented, upon second
reading. The motion carried by a vote of 7-0.
Northeast Cities Advisory Council
Councilman Newman moved, seconded by Councilman
Riddle, that the City Council appoint the
following representatives to the Northeast Cities
Advisory Council:
Dick Faram
J. R. Hubbard
Jack D. Russell, Alternate
The motion carried by a vote of 5-0; Councilman
Faram and Councilman Hubbard abstaining.
PAYMENT OF
INVOICE
Consideration of payment in the amount of $6,538.25
to Mobile Pipe Line Company, Final Payment, reloca-
tion of utilities for construction of Holiday Lane
Extension, Contract No.5, Capital Improvements
Program
Councilman Hubbard moved, seconded by Councilman
Faram, that the City Council approve and authorize
payment of this invoice as outlined above and
approved for payment by the consulting engineers.
The motion carried by a vote of 7-0.
The City Council reconvened at a five minute recess,
with Councilman J. R. Hubbard not returning to the
City Council Meeting.
Mayor Massey asked that the City Council consider
adding the garbage rate item to this City Council
meeting for final disposition, since it is
presently on a 90 day trial, curb side pickup basis.
Councilman Faram moved, seconded by Councilman
Polster, that this item be added to the City
Council agenda for consideration.
The vote upon the motion to add this item to the
City Council agenda being 5-1:
Yes: Councilmen Riddle, Faram, Polster, Cato and
Owen
No: Councilman Newman
This item could not be placed on the City Council
agenda for consideration due to the lack of a
unanimous vote of the City Council members present.
Councilman Faram moved, seconded by Councilman
Polster, that the City Manager be instructed to
add this item to the next City Council meeting,
either regular or special which ever occurs first.
The motion carried by a vote of 4-2; Councilmen
Cato and Newman voting no.
PROCLAMATION
Mayor Massey read the following proclamation to
the City Council:
PROCLAMATION
"The first of May will be celebrated through
America as Law Day USA. It has been set aside by
Joint Resolution of Congress and by Presidential
Proclamation to remind every American that our
freedom and our safety do depend upon adherence
to the rule of law.

MEETING
ADJOURNMENT
The many rights and freedoms which Americans accept
as their birthright are made possible only by obedience
to the laws established by our elected representatives.
Solutions of grievances, no matter how just, cannot
be solved by wanton rioting, destruction of public
property and the bombings of courts and institutions
of higher learning.
On the occasion of the Nation's obervance of May first
of the fourteenth annual celebration of Law Day USA,
let each of us seek an increased understanding of,
and respect for, the rule of law. For it is the law
which unites and governs a free people.
NOW, THEREFORE, I, MARION L. MASSEY, Mayor of North
Richland Hills, do hereby proclaim Saturday, May 1,1971,
as Law Day USA in the City of North Richland Hills
and call upon all citizens, organizations, churches,
schools and lay groups to recognize this special day
through appropriate programs.
Dated at the City of North Richland Hills, this 26th
day of April, 1971.

Councilman Faram moved, seconded by Councilman Riddle,
that the City Council call a special City Council
meeting Thursday, April 29, 1971 at 6:00 P.M. The
motion carried by a vote of 4-2; Councilman Newman
and Cato voting no.
There being no further items on the City Council agenda
for consideration, Councilman Faram moved, seconded by,
Councilman Riddle, that the City Council meeting be
adjourned. The motion carried by a vote of 6-0.
