item to the City Council, advising that
according to policy of the Texas Highway
Department, cities of 15,000 population and
over assume full responsibility for the
installation, operation and maintenance of
traffic signals at intersections and non-
intersection locations along State highway
routes within their corporate limits, with
one exception. The exception to this policy
is for traffic signals installed along full
control of access highways, in which case
the state is responsible for the installation
only, and the city is responsible for the
operation and maintenance of the signal.
Since many cities in this population range
are not yet equipped to maintain these signals,
the State is in a position to assist the City
in both the operation and maintenance of
same within the highway system.
Councilman Hubbard moved, seconded by Council-
man Polster, that the City Council approve the
maintenance agreement, to become effective
September 1, 1971, as presented. The motion
carried by a vote of 7-0.
