CALL TO ORDER The special meeting of the City Council was called to order by Mayor Marion L. Massey at 8:00 p.m. ROLL CALL PRESENT: Mayor: Councilmen: Marion L. Massey J. R. Hubbard Dick Faram Tom E. Newman J. F. Cato W. F. Polster Charles L. Owen STAFF PRESENT: Director of Public Works: Oick Ballenger , . ABSENT: City Manager: City Secretary: Jack D. Russell Evalyn R. Huston .--: ITEM ON AGENDA Consideration of facilities required for operation of Uti lity Department Director of Public Works C. R. Ballenger furnished the City Council an outline requesting funds to add on to City Hall. Mr. Ballenger briefly discussed each item in the outline with the City Council. ORIGINAL OUTLINE ATTACHED TO TH ESE MINUTES FOR PERMANENT RECORD. After due deliberation and extended questioning regarding the proposal, Councilman Hubbard moved, seconded by Councilman Polster, that the City Council approve the request, not to exceed $12,000.00 as presented in the out I ine. The motion carried by a vote of 6-0. L ADJOURNMENT There being no further items on the City Council agenda for consideration, Councilman Hubbard moved, seconded by Councilman Faram, that the special City Council meeting be adjourned. REQUEST FOR FUNDS SCOPE OF WORK: Additional 1920 square feet of space to City Hall to house the administrative functions of the Utility Department. BRIEF DESCRIPTION: Building size - 30 X 64 frame with brick veneer, free standing full supported roof section, cubical type removable partitions. Drive up window. Includes space for map room, individual office requirements, and open area for clerical. Flat roof, required paving and parking area. Antici- pated expenditure $12,000.00. I. FUNDS: To be funded from prior yea~s surplus. a. Funds to purchase land approved at city garage in the amount of $10,000.00, and the request for $12,000.00 for this addition would originate from prior year's surplus. b. Separate account would be set up for this expenditure. c. Two CD's totaling $20,775.00 would be used for these expenditures. d. $1,225.00 out of current year's Reserve for Contingency's Account would be made available to complete the request for $22,000.00. e. The 1971 budget indicated an anticipated revenue of $85,000.00 in sales tax. f. Actual receipts for the first three quarters have been received in the amount of $99,800.00, or an overage of $14,800.00 received in the first three quarters against the total year's anticipated revenue. It would not be unreasonable to anticipate an additional $30,000.00 for the last quarter. II. NEED FOR BUILDING ADDITION a. One switchboard would be utilized. b. Radio communications through the Public Works base station would be utilized. c. Facilities on Davis Blvd. are not adequate to conduct the business of this department. Cost to convert these facilities would be excessive as the existing structure is a tin building not suitable for administrative purposes. d. Availability of personnel, maps, and records are of paramount importance. Drive up window service and after hour collection would be provided. e. Supervision and coordination between departments would be possible as opposed to an almost impossible situation if operated from separate locations. III. FUTURE BUILDING USE a. Building would be so designed that all partitions could be readily removed and the building used for any purpose the city might see fit in the future. b. Building would hopefully be available by August 1, 1971 to assist in an orderly change over. c. Should not be a deterent to a proposed bond issue for a municipal complex as this would be a stop gap measure. d. FORT WORTH. TEXAS 76118 IV. ANTICIPATED SAVINGS a. A realistic estimate of the savings in personnel, time, and increased efficiency would be forty to fifty thousand dollars for the first year. The present and proposed administrative staff are in unanimous agreement on the necessity of this expenditure.
