MINUTES OF THE MEETING OF THE
CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, HELD AT

The regular meeting of the City Council was
called to order by Mayor Pro Tem Dick Faram
at 7:30 P.M.

The invocation at this regular City Council
meeting was given by Councilman Charles Owen.
APPROVAL OF
THE MINUTES
OF PREVIOUS
MEETING
Regular City Council Meeting - July 26, 1971
Councilman Newman moved, seconded by
Councilman Polster, that the City COLncil approve
the minutes of the regular City Council meeting
of July 26, 1971, as presented. The motion
carried by a vote of 4-0.

Library Commission
Mayor Pro Tem Faram nominated Dr. Andrew
Kulaga for Mayor Marion L. Massey.
Councilman Polster moved, seconded by
Councilman Owen, that the City Council appoint
Dr. Andrew Kulaga to the Library Commission.
The motion carried by a vote of 4-0.
Planning and Zoning Commission
Councilman Polster moved, seconded by
Councilman Newman, that the City Council table
this item until the next regular meeting. The
motion carried by a vote of 4-0.
Ordinance No. 365
PZ 71-18, Request of Mr. D. S. Byrd to rezone
Lot 2R, Block 23, Clearview Addition (Revision
of Tract A, Block 23) from its present classifi-
cation of Local Retail to a proposed classifica-
tion of Commercial - First Reading
Mayor Pro Tem Faram declared the City Council
meeting to be in Public Hearing on first reading
on this case. Mrs. D. S. Byrd appeared before
the City Council asking for approval of this zoning
case as recommended by the Planning and Zoning
Commission. No one else present appeared to
speak in favor of approval of this zoning case.
Upon a call from the Mayor Pro Tem no one
present appeared to speak before the City Council
opposing approval of this zoning case. Mayor
Pro Tem Faram declared the Public Hearing,
first reading, closed on zoning case PZ 71-18.
Councilman Newman moved, seconded by
Councilman Polster, that the City Council
approve zoning as requested on PZ 71-18, as
recommended by the Planning and Zoning
Commission, and adopt Ordinance No. 365 with
the emergency clause added. The motion
carried by a vote of 4-0.

PZ 71-19, Request of Mr. C. J. Kinman and
Mr. Louis M. Howard to rezone 6.43 acres out
of the E. S. Carder and L. C. Walker Surveys
from its present classification of IF-12 One
Family Dwell ing to a proposed classification of
Planned Development - First Reading

PZ 71-20, Request of Mr. C. J. Kinman and
Mr. Louis M. Howard to rezone 12.11 acres
out of the E. S. Carder and L. C. Walker
Surveys from its present classification of
IF-12 One Family Dwelling to a proposed class-
ification of Multiple Family Dwell ing - First
Reading
Mr. Don White with Hank Dickerson & Company,
representing Mr. C. J. Kinman and Mr. Louis
M. Howard, asked the City Council to consider
these two cases at one time. Councilman Owen
moved, seconded by Councilman Ratcliff, that
the City Council consider PZ 71-19 and PZ 71-20
at one time. The motion carried by a vote of
4-0. Mayor Pro Tem Faram declared the City
Council meeting to be in Public Hearing for first
reading on these two zoning cases. Mr. Don White
appeared before the City Council asking for approval
of these zoning cases as recommended by the
Planning and Zoning Commission. No one else
present appeared to speak in favor of the zoning.
Upon a call from the Mayor Pro Tem, Mr. Robert
Chadwell, 4912 Oakridge Terrace, appeared before
the City Council opposing the opening of Oakridge
Terrace into the multiple family dwell ing and
requesting more single family dwellings in the
Planned Development. No one else present appeared
to speak opposing the zoning. Mayor Pro Tem Faram
declared the Public Hearing, first reading, on
PZ 71-19 and PZ 71-20 closed.
Ordinance No. 368
PZ 71-21, Request of Mr. Larry Wood, Trustee,
to rezone 82.91 acres out of the Thomas Peck and
Stephen Richardson Surveys from its present
classification of Agriculture to a proposed classi-
fication of Community Planned Development -
First Reading
Ordinance No. 369
PZ 71-22, Request of Mr. Larry Wood, Trustee,
to rezone 5.85 acres out of the Stephen Richardson
Survey from its present classification of Agriculture
to a proposed classification of Local Retail - First
Reading
Mr. David Moak, representing Mr. Larry Wood,
asked the City Council to consider these two zoning
cases at one time. Councilman Ratcliff moved,
seconded by Councilman Polster, that the City
Council consider PZ 71-21 and PZ 71-22 at one
time. The motion carried by a vote of 4-0.
Mayor Pro Tem Faram declared the City Cru ncil
meeting to be in Public Hearing for first reading
on these zoning cases. Mr. Moak appeared before
the City Council asking for approval of these zoning
cases as recommended by the Planning and Zoning
Commission. No one else present appeared to
speak in favor of these zoning cases. Upon a call
from the Mayor Pro Tem no one present appeared
to speak before the City Council opposing approval
of these zoning cases. Mayor Pro Tem Faram
declared the Public Hearing, first reading, on
PZ 71-21 and PZ 71-22 closed. Councilman
Polster moved, seconded by Councilman Ratcliff,
that the City Council instruct the City Manager to
advise Mr. Moak of the requirements for this
zoning. The motion carried by a vote of 4-0.

Councilman Newman left the meeting at this time.

ADJOURNMENT
There being no further items on the City Council
agenda for consideration, Councilman Polster
moved, seconded by Councilman Ratcliff, that
the City Council meeting be adjourned. The motion
carried by a vote of 3-0.
