ORDINANCE NO. 676 AN ORuINANCE GRANTING AN EXEMPTION OF NOT LESS THAN THREE THOUSAND ($3,000.00) DOLLARS OF ASSESSED VALUE, FOR AD VALOREM TAX PURPOSES TO ALL PERSONS SIXTY FIVE (65) YEARS OF AGE OR OLDER, UNDER CERTAIN CONDITIONS. WHEREAS, Article XIII, Section l-b of the Texas Constitution as amended and approved by the citizens of Texas by vote on November 7, 1972 enables the governing body of a city, from and after January 1,1973, to exempt, by its own action, not less than Three Thousand ($3,000.00) Dollars of assessed value of residential homesteads of persons sixty five (65) years of age or older from all ad valorem taxes thereafter levied by such city; and WHEREAS, the City Council of the City of North Richland Hills, Texas has determined that because of the financial burden of the aged, who for the most part are on fixed incomes, it would be in the best interest of the City and its citizenry to grant such exemption, NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, That there shall be exempt from City ad valorem taxes for the year 1977, and all subsequent years where the City Council by resolution so provides, an amount to be deducted from the assessed value of any exclusive residence homestead, within the City, occupied by an owner sixty five (65) years of age or older, as of January 1 of each tax year, on the fOllowing terms and conditions: 1. To qualify for such exemption, the property must be claimed as (homestead) for state and county ad valorem tax purposes. 2. A single person may qualify. 3. The person claiming the exemption must own at least one-half (1/2) interest (legal) in the property, or own same jointly or in common with spouce, child, brother, or sister. 4. The person claiming the exemption must have been a resident of the City of North Richland Hills, Texas, for at least one (1) year as of January 1 of each tax year. 5. No exemption shall be allowed until all delinquent taxes, assessments, penalties, and interest against the property shall have been paid in full. 6.
