A. CALL TO ORDER
Chair Kusmierski called the meeting to order December 2, 2019 at 6:00 p.m.

A.1 INTRODUCTION OF NEW STAFF MEMBERS - MATTHEW JOHNSTON AND
MICHAEL RICHARDSON
Mr. Gary Bechthold, Parks Superintendent, introduced a new staff member, Matthew
Johnston who has been hired as the Landscape Horticulturalist.
Mr. Garrett Peek, NRH Centre Manager, introduced a new staff member, Michael
Richardson who has been hired as the Athletic Coordinator.

6. ACTION ITEMS
6.1 APPROVE MINUTES OF THE OCTOBER 7, 2019 PARKS AND RECREATION
BOARD MEETING.
APPROVED
A MOTION WAS MADE BY BOARD MEMBER DIANNE SPRADLING, SECONDED BY
BOARD MEMBER KATE BECK, TO APPROVE THE MINUTES OF THE OCTOBER 7,
2019 PARKS AND RECREATION BOARD MEETING.
MOTION TO APPROVE CARRIED 5-0.
B.2 RECOMMEND THAT STAFF EVALUATE A POSSIBLE PARTNERSHIP FOR
MOUNTAIN BIKE AND HIKING TRAILS AT FOSSIL CREEK PARK FOR
POSSIBLE CONSIDERATION BY CITY COUNCIL.
APPROVED
Ms. Vickie Loftice, Managing Director reviewed the possibility of a partnership with the
Fort Worth Mountain Bike Association for the development of mountain bike and hiking
trails within Fossil Creek Park.
A MOTION WAS MADE BY BOARD MEMBER TRACYE TIPPS, SECONDED BY BOARD
MEMBER DIANNE SPRADLING, FOR STAFF TO CONTINUE TO EVALUATE A
POSSIBLE PARTNERSHIP FOR MOUNTAIN BIKE AND HIKING TRAILS AT FOSSIL
CREEK PARK FOR POSSIBLE CONSIDERATION BY CITY COUNCIL.
MOTION TO APPROVE CARRIED 5-0.
C. PRESENTATION / DISCUSSION ITEMS
C.1 UPDATE ON THE LINDA SPURLOCK PARK IMPROVEMENT PROJECT.
Mr. Bill Thornton, Assistant Director, presented an update on the improvements planned

for Linda Spurlock Park. Renovation elements will include a new pavilion, playground
and restroom building in a more central location as well as trail connections and
handicap parking.
D. DEPARTMENT UPDATES
D.1 NRH2O FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O.
- Polar Plunge - Polar Plunge is scheduled for Saturday, February 1, 2020 and will
benefit Special Olympics Texas - Greater Fort Worth Area.
- Season Pass Sale - Season passes are on sale for the 2020 season.
- 25th Anniversary Planning - Planning is underway for the 25th Anniversary of
NRH2O. Celebrations will include a birthday party for the water park on June 1.
D.2 PARKS CAPITAL PROJECTS UPDATE.
Mr. Bill Thornton, Assistant Director, presented an update on the Park System Signage
project.
- Park System Signage -Award of bid for construction of the Park System Signage
project is scheduled for Council consideration on December 9. Turner Sign System
has been selected for the project.
Mr. Joe Pack, Senior Park Planner, presented an update on the Iron Golf Course
Improvements project.
- Iron Horse Golf Course Improvements - Fleetwood Services is continuing work on
Section A of the golf course improvements. Section A is scheduled to reopen in
mid to late January, then work will commence on Section B.
Board Member Mike Filis inquired about the Green Valley Raceway project status. Ms.
Loftice responded that Sarah Green is working on designs for the project.
D.3 PARKS MAINTENANCE AND OPERATIONS UPDATE.
Mr. Gary Bechthold, Parks Superintendent, provided an update on parks maintenance
and operations activities.
- Park maintenance staff have been working on setting up Holiday Magic decorations
at the NRH Centre and Library grounds. Staff also assisted with several other

special events, Hoot n' Howi, NRH Road Runner, and the Laser Light Show/concert.
- Staff repaired a large underground drainage line at Green Valley Park which was
causing a large backfill of water near the concession building entrance.
- Park staff are preparing for the closing of all 30 athletic fields for the off season
which runs from December thru February. The fields will be closed and staff will
begin renovating for the upcoming spring sporting activities.
- Winter annual color has been installed at City Hall, City entrance signs, Liberty
Park and the NRH Centre.
- Winter tree pruning is nearing completion.
D.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE.
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH
Centre, Athletics, Senior Center, Tennis Center and the Grand Hall.
- Turn-of-the-year membership special, which was distributed via direct mail, will run
from December 2019 through February 2019.
- The Winter/Spring 2020 Discover Brochure will be available the beginning of
December. This brochure features programs and events taking place January
2020 through May 2020.
- The NRH Centre will be closed on December 24 and 25 for the Christmas Holiday.
Holiday hours for New Year's Eve will be from 5:00 a.m. - 1:00 p.m. and New Year's
Day from 8:00 a.m. - 6:00 p.m.
- The NRH Centre will be hosting a Community Open House on Friday, January 17.
The Open House will highlight all areas of the facility including programs, services,
memberships within the NRH Centre, Grand Hall, and Senior Center.
- The NRH Centre gumnasium floor and aerobic floors are scheduled to be refinished
in early December.
- The Grand Hall will be the host site for the annual NRH Business Appreciation
Luncheon scheduled for December 5, 2019.
- The NRH Centre's "Average Joes" basketball league was recognized with the
Excellence in Recreation Programming award at the Texas Recreation and Park
Society North Region Conference.
- Run Run Rudolph Family Fun 5K is scheduled for Saturday, December 7 at 8:30 a.m.
Currently there are 247 registrants.
- The NRH Senior Center will honor volunteers on "International Volunteer Day",
December 5.
- In celebration of"Gingerbread Flapjacks Day", Ms. Adrien Pekurney, Assistant
Director, will be serving the famous "Magnolia Cafe" gingerbread pancakes on
December 11 at 10:00 a.m.
- The NRH Senior Center is adopting a new Annual Facility Fee which goes into
effect on January 1, 2020. The annual fee for residents will be $10 and

non-residents $30. Revenue collected from the fees will help offset the daily
operations costs of the Senior Center.
- The Richland Tennis Center will host it's annual Toys for Tennis tournament
on Decembr 14.
- RTC's winter 2020 sessions of group lessons and leagues will begin January 6.
- NRH Holiday Magic is scheduled for Friday, December 6 from 6:00 - 9:00 p.m.

Board Member Dianne Spradling provided an update on activities at the Community
Garden.
- The Boy Scouts help build two moveable handicap plots.
- The Eagle Scouts built two picnic tables as part of a badge project.
- A Gardening Seminar was held at the Library with approximately 100 people
in attendance.
