In compliance with the Texas Open Meetings Act and in accordance with
Section 418.016 of the Texas Government Code and such action issued by
the Governor of Texas on March 16, 2020, the North Richland Hills City
Council will conduct its regular meeting via video conference in order to
advance the public health goal of limiting face-to-face meetings (also called
"social distancing") to slow the spread of the Coronavirus (COVID-19). There
will be no public access to the City Hall location described above, unless
otherwise noted.

EXECUTIVE SESSION
The City Council may enter into closed Executive Session as authorized by
Chapter 551, Texas Government Code. Executive Session may be held at the
end of the Regular Session or at any time during the meeting that a need
arises for the City Council to seek advice from the city attorney (551.071) as
to the posted subject matter of this City Council meeting.
The City Council may confer privately with its attorney to seek legal advice on
any matter listed on the agenda or on any matter in which the duty of the
attorney to the governmental body under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly conflicts with Chapter
551, Texas Government Code.

SUBJECT: Submission of the July 24, 2020 Appraisal Roll and the certified
collection rates to the governing body.
PRESENTER: Mark C. Mills, Director of Finance
SUMMARY:
Chapter 26.04 (b) of the Texas Tax Code requires the assessor to submit the appraisal
roll for a taxing unit to the governing body of the taxing unit by August 1 , or as soon
thereafter as practicable. In addition, the assessor shall certify the anticipated collection
rate as calculated for the current year of the governing body.
GENERAL DESCRIPTION:
On Friday, July 24, 2020, City staff received the certified tax roll from the Tarrant
Appraisal District ("TAD"). A copy of 2020 certified property information accompanies
this memorandum as Attachment 1. Key information from this report is summarized in
Table 1.

In addition, the assessor is required to certify the anticipated collection rate as
prescribed by state law. North Richland Hills contracts with the Tarrant County Tax
Office ("the Tax Office") to serve as the City's tax assessor / collector. On July 22,
2020, staff received communication from the Tax Office providing the City's actual
collection rates for Tax Years ("TY") 2017, 2018, 2019, and providing an estimated
anticipated collection rate for TY 2020. This communication has been included as
Attachment 2. As a reminder, the Tax Year is one year behind the Fiscal Year ("FY').
For example, TY 2020 provides the property tax revenue associated with FY 2020-
2021. Additionally, the assessor is required to provide the excess debt collection for TY
2019. This information has been summarized in Table 2.

Re: Certified Estimate of Anticipated Collection Rate for Tax Year 2020
Dear Mr. Myers:
Texas Tax Code Sec. 26.04(b)requires your Tax Collector to certify your entity's anticipated collection
rate for the current year. New law now requires the collector to look at the preceding three years to
determine that rate. (Sec. 26.04(h-1))
To find the estimated collection rate, the collector must first estimate the taxing unit's total debt
collections from July 1 of the current year through June 30 of the next year. This estimate equals the total
tax dollars that will be collected for current debt taxes, delinquent taxes, special appraisal rollback taxes
(e.g. agriculture, etc.), penalties and interest. The anticipated collection rate of a taxing unit is a rate
certifies by the collector and can be no lower than the lowest actual collection rate of the taxing unit for
any of the preceding three years and may even exceed 100%.
The collector compares this amount to what the taxing unit plans to levy for paying debt service in the
current fiscal year.

Dividing the estimated collections by the required debt payments gives the estimated collection rate.For
example, the collector projects the taxing unit will take in $950,000 in debt revenues before July 1 of next
year. The taxing unit's budget calls for it to levy$1 million in debt service taxes for the current year. The
anticipated collection rate is$950,000 divided by$1 million, or 95 percent.
Using an anticipated collection rate of less than 100 percent in the calculations creates a higher debt levy
than necessary to service the debt. Delinquent taxes from prior years may generate more than a 100
percent rate
If the actual collection rate for 2019 exceeded the anticipated rate for that year, the collector must also
certify the amount of debt taxes collected in excess of the anticipated rate. When calculating the debt rate
for 2020, the rate must be adjusted to compensate for any excess debt collections in 2019.

SUMMARY:
Council is requested to set the dates for the public hearing on the proposed tax rate of
$0.575700 per $100 of taxable valuation on August 13, 2020. The City Council is also
requested to vote to place the adoption of the tax rate as an action item on the August
17, 2020 Council agenda.
GENERAL DESCRIPTION:
In follow up to the FY 2020/2021 Budget Work Session, it is necessary to begin the
process of establishing a tax rate for the next fiscal year, in accordance with the City
Charter and State law. A tax rate of$0.575700 per$100 of taxable valuation is proposed
for TY 2020 that will be used to support the FY 2020/2021 Proposed Budget. This is an
increase of $0.0037 from the FY 2019/2020 Adopted tax rate of$0.572000.
Per Section 26.05(d) of the Tax Code, the City Council cannot adopt a tax rate that
exceeds the No-New-Revenue tax rate or Voter-Approval tax rate until a public hearing
has been held on that tax rate. The proposed tax rate does not exceed the No-New-
Revenue tax rate of $0.580542 and also does not exceed the Voter-Approval tax rate of
$0.584901. Based on the FY 2020/2021 Proposed tax rate, a public hearing is not
required this year, but is still recommended to allow the public an opportunity to provide
feedback. The proposed date for the public hearing is Thursday, August 13t" at 7.00 p.m.

State law requires that the City Council vote to place the adoption of the tax rate on a
future City Council agenda as an action item. The date for this vote is planned for

of North Richland Hills City Council agenda. This vote will appear as an action item on
the agenda for the specially called City Council meeting.

The no-new-revenue tax rate is the tax rate for the 2020 tax year that will raise the
same amount of property tax revenue for the City of North Richland Hills from the same
properties in both the 2019 tax year and the 2020 tax year.
The voter-approval tax rate is the highest tax rate that the City of North Richland Hills
may adopt without holding an election to seek voter approval of the rate.
The proposed tax rate is not greater than the no-new-revenue tax rate. This means that
the City of North Richland Hills is not proposing to increase property taxes for the 2020
tax year.
A public hearing on the proposed tax rate will be held on Thursday August 13, 2020 via

calculated to limit the rate of growth of property taxes in the state.
