In compliance with the Texas Open Meetings Act and in accordance with
Section 418.016 of the Texas Government Code and such action issued by
the Governor of Texas on March 16, 2020, the North Richland Hills Crime
Control and Prevention District Board will conduct its regular meeting via
video conference in order to advance the public health goal of limiting
face-to-face meetings (also called "social distancing") to slow the spread of
the Coronavirus (COVID-19). There will be no public access to the City Hall
location described above, unless otherwise noted.

SUMMARY:
The minutes of the Crime Control and Prevention District Board are approved by majority
vote of the board at the Crime Control and Prevention District Board meeting.
GENERAL DESCRIPTION:
The City Secretary's Office prepares action minutes for each Crime Control and
Prevention District Board meeting. The minutes for the previous meeting are reviewed
and approved by the board, which contributes to a time efficient meeting. Upon approval
of the minutes, an electronic copy will be uploaded to the City's website.
RECOMMENDATION:
Approval of minutes of the August 26, 2019 Crime Control and Prevention District Board
meeting and July 24, 2020 Crime Control and Prevention District Board Budget Work
Session.

REVISED 2018/2019 BUDGET AND PROPOSED 2019/2020 BUDGET AND
AUTHORIZE ADOPTION.
APPROVED
President Trevino opened the public hearing and called on Public Safety Director Jimmy
Perdue to introduce the item.
Mr. Perdue presented the Crime Control and Prevention District revised 2018/2019
budget and proposed 2019/2020 budgets and stated due to under performing sales tax
revenues both the adopted, revised and proposed budgets are as follows:

Mr. Perdue shared the percentage fund allocations, funded programs, historical revenue,
and proposed budget overview.
Council and staff discussed the two cent sales tax and the decline in sales tax.
President Trevino called for anyone wishing to speak for or against the item to come
forward. There being no one wishing to speak, President Trevino closed the public
hearing.

MEMBER BENTON TO APPROVE THE 2018/2019 REVISED CRIME CONTROL AND
PREVENTION DISTRICT BUDGET AND THE 2019/2020 PROPOSED CRIME CONTROL

COUNCIL.

Mr. Perdue presented the proposed revenues and expenditures for the 2020/2021 proposed
Crime Control and Prevention District budget.

Mr. Perdue went on to share personnel allocations and summary of personnel positions,
funded programs and assigned positions, historical expenses and revenues for the Crime
Control and Prevention District and lastly the proposed 2020/2021 budget overview, which
showed a $123,135 reduction in the budget from last year. Mr. Perdue stated two full-time
positions were moved to the general fund. Those positions being one full-time Property &
Equipment Manager and one full-time Technical Services Officer. Mr. Perdue was available to
answer questions from the Board.
The Board had no questions for staff.

SUBJECT: Public hearing on the Crime Control and Prevention Fiscal Year
2019/2020 Revised Budget and Fiscal Year 2020/2021 Proposed
Budget, authorize adoption and recommend forwarding to City
Council for adoption.

SUMMARY:
This item is to hold a public hearing on the Crime Control and Prevention District Revised
FY 2019/2020 Budget and the Proposed FY 2020/2021 Annual Operating Budget,
authorize adoption, and recommend City Council approval.
GENERAL DESCRIPTION:
State law regarding the Crime Control and Prevention District requires the District's Board
to hold a public hearing prior to the adoption of the budget.
The notice of this public hearing was published in the Star Telegram in accordance with
State law. The public hearing for the Proposed FY 2020/2021 and Revised FY 2019/2020
Crime Control and Prevention District Budget was advertised for 6.40 p.m., August 13,
2020. The Proposed FY 2020/2021 and Revised FY 2019/2020 Crime Control and
Prevention District annual budget was reviewed by the Crime Control Board and the City
Council on July 24, 2020 at the City's annual budget work session. The proposed budget
for FY 2020/2021 is $5,603,990 and the revised budget for FY 2019/2020 is $5,828,583.
A summary report is attached for your review.
In order to obtain the maximum input from citizens on the proposed budget, it is
recommended that a public hearing be opened and public comment permitted.
RECOMMENDATION:
Conduct a public hearing and adopt the Crime Control and Prevention Revised FY
2019/2020 Budget and the Proposed FY 2020/2021 Annual Operating Budget and
recommend City Council approval.
