MINUTES OF THE CITY COUNCIL MEETI:t\G OF THE CITY OF
NORTH RICHIAND HILIS, TEXAS, HELD AT THE CITY HALL,

CALL TO ORDER
The meeting of the City Council of the City of North
Richland Hills was called to order by Mayor Marion L.
Massey at 7:30 P.M.

INVOCATION
The invocation at this City Council meeting was given
by Mayor Marion L. Massey.
APPROVAL OF THE:
MINUTES OF
PREVIOUS MEETING
Regular City Council Meeting - May 11, 1970
Councilman Owen moved, seconded by Councilman Newman,
that the City Council approve the minutes of the
regular City Council meeting of May 11, 1970 as
presented. The IOOtion carried by a vote of 6-0;
Councilman Hubbard abstaining due to absence from this
meeting.
CITIZEN
PRESENTATION
Mrs. Wayne Staples - Group Leader for
Girl Scout Troop 639
Mrs. Staples along with Mrs. Walker and Mrs. Bearden
and a group of 13 Girl Scouts from Troop 639 attended
the City Council meeting. Mrs. Staples designated
Ann Stewart and Jackie Horner as spokesmen for the girls.
The representatives informed the City Council of their
desire to serve the City in a function necessary
toward the securing of their Community Service Award.
On behalf of the City Council, Mayor Massey advised the
Girl Scouts and their leaders that the City Council
would greatly appreciate their assistance in the City's
establishing a library, through their efforts of
assistance. The Girl Scout leaders will be contacted
by the City Council for their assistance. The entire
City Council expressed their appreciation for the
Girl Scouts' interest and for their taking the time
to appear at the City Council meeting.
CITY MANAGER'S
REPORT
City Manager Jack Russell reported the fOllowing items
to the City Council:
A CB Radio Crime Watch Patrol is being organized for
the City and it is anticipated it will be helpful to
the Police Department. Their prime purpose is to report
suspicious activity to the Police Department.
The City was requested by Rady and Associates, Engineers
for Tarrant County Water Supply Corporation, to
authorize a change in a pending federal grant applica-
tion. It was requested that we substitute a line east
of Diazoond Loch Addition for the much debated
Richland Plaza interceptor. The request was denied on
the recommendation of our engineers.
Mr. Ron Sims, agent for Catherine Calloway, withdrew a
working easement which she granted to the City along
Highway 121 for construction of a drainage channel across
her property. This is an important part of our drainage
program pending development of the tract of land at
which time she will be required to take care of the
dråinage. I hope to be able to meet with her this week
to try to reinstate the agreement.
An agreement has been worked out with the developer of
DiaIOOnd Oaks South so that we can now issue birllding
permits again in this addition. They paid the City
$1,000.00 to cover the cost of sealing the streets and
enlarging a drainage inlet. They will take care of
the erosion problem on each lot as it is developed.
We have also resolved the drainage problem on Rufe
Snow Drive in the vicinity of Henry's Superette. The
water will be routed around his store by ditch into a
french drain alongside Rufe Snow Drive.
Final inspection and cleaning work is now being
completed on the Richland Oaks Project. All observed
discrepancies are being corrected as requested.
Dock Dutton has agreed to erect a fence around his place
of business at the comer of Odell street and Davis
Boulevard. This should reduce the number of complaints
from citizens in the area concerning the nature of his
garage and junk yard operations.
We have worked out a solution to the Cwmnings Drive
drainage problem.
We have met with the Richland Hills Church of Christ
and seem to have solved the problem of the runoff
water from this property.
The City Manager and the Chief of Police met with the
Birdville School District Administrators and hope to be
able to solve some mutual problems. Another meeting
is scheduled between the school staff and all police
chiefs in the school district.
The old police vehicles have been sold in auction for
$2,400.
ORDINANCE NO. 319
The following Ordinance was presented to the City
Council by Mayor Massey for consideration:
"ORDINANCE NO. 319
AN ORDINANCE PROVIDING FOR THE APPROVAL OF THE: AGREE-
MENT DATED MAY 25, 1970 BETWEEN THE STATE OF TEXAS
AND THE CITY OF NORTH RICHIAND HILlS, FOR THE
INSTALIATION, CONSTRUCTION, EXISTENCE, USE, OPERATION,
AND MAINTENANCE OF HIGHWAY SIGNAL PROJECT AT THE
LOCATION SHOtlN ON EXHIBIT 1, ATTACHED HERETO AND MADE
A PART HEREOF, IN THE CITY OF NORTH RICHIAND HILlS;
PROVIDING FOR THE EXECUTION OF SAID AGREEMENT; AND
DECLARIRJ AN EMERGENCY."
Councilman Hubbard moved, seconded by Councilman Riddle,
that the City Council approve and adopt Ordinance No.
319, as presented; providing for signalization of
Highway 12lA and Bedford-Euless Road in North Richland
Hills. The motion carried by a vote of 7-0.
CABLE TV
FRANCHISE
CATV SYSTEMS, INC.
CATV' Systems, Inc., 1106 Stemm:>ns Tower West, Dallas,
Texas 75207, has made formal application to the City
for a franchise in North Richland Hills for the
operation of a cable TV industry in our area. Upon
consideration, Councilman Hubbard moved, seconded by
Councilman Faram, that the City Council follow the
recommendation of the City Manager and deny the
request of CATV Systems, Inc. for the approval of a
cable TV' franchise in our City. The motion carried
by a vote of 7-0.
ORDINANCE NO. 320
CITIZEN PRESENTATION
ADJOURNMENT
The fOllowing Ordinance was presented to the City
Council by Mayor Massey for consideration:
IIORDINANCE NO. 320
AN ORDINANCE ESTABLISHING THE NAME FRAWLEY DRIVE AS
THE NAME OF A PUBLIC STREET WITHIN THE CITY OF NORTH
RICHIAND HILIS, TEXAS, AS DESCRIBED IN THIS ORDINANCE
AND DECIARING AN EMERGENCY."
City Manager, Jack D. Russell, advised the City
Council this property is located between the Parochial
School and Glenview Hospital on Glenview Drive and is
dedicated to the City of North Richland Hills by
Dedication Deed dated March 29, 1967 by Catherine
Calloway, recorded in Tarrant County Deed Records,
April 11, 1967, Vol. 4387, Page 117.
Councilman Hubbard moved, seconded by Councilman Owen,
that the City Council approve and adopt Ordinance No.
320 as presented. The motion carried by a vote of 7-0.
v. L. GIBSON
8333 Odell Street

Mr. Gibson appeared before the City Council opposing
the operation of the Dock Dutton Wrecking and Junk
Yard located at Odell Street and Davis Boulevard.
Mr. Gibson disapproves the operation of this business
entirely, however, tonight he is bascially objecting
to the fencing arrangement as explained by the City
Manager. Mr. Gibson was asked to meet with the City
Manager to work out his complaints so they may be
reported to the City Council for review.
There being no further items on the City Council agenda
for consideration, Councilman Cato moved, seconded by
Councilman Polster, that the City Council meeting be
adjourned. The motion carried by a vote of 7-0.
