ORDER
The meeting of the City Council of the City of
North Richland Hills was called to order by
Mayor Marion L. Massey at 7:30 P.M.

The invocation at this City Council meeting was
given by Councilman W. F. Polster.
APPROVAL OF
THE MINUTES
OF PREVIOUS
MEETING
Regular City Council Meeting - August 24~ 1970
Councilman Polster moved, seconded by Councilman
Faram, that the City Council approve the minutes
of the regular City Council Meeting of August 24,
1970 as presented. The JOOtion carried by a vote
of 6-0; Councilman Hubbard abstaining due to
absence from the meeting.

Ray Sprinkel ~ Chairman
Mr. Sprinkel not being present this item was
JOOved to a later time on the agenda.
RESOLUTION 70-10
Calling for appraisal and sale of North Hills
Lake and adjacent property
Mr. Asa Short appeared before the City Council
asking that this item be postponed for an addi-
tional thirty days. This being agreeable with
the City Council, Mayor Massey advised Mr. Short
to inform the City Secretary when he was ready
with report and recommendations so that he may
be placed on the agenda at that time. Councilman
Cato JOOved, seconded by Councilman Riddle, that
the City Council postpone consideration of
Item 6 - Resolution 70-10 until October 12, 1970.
The motion carried by a vote of 7-0.
PUBLIC HEARIID
1970-71 Budget
ORDINANCE NO. 331
Mayor Massey declared the City Council meeting to
be in Public Hearing on the 1970-71 Budget as
presented to the City Council by the City Manager.
Upon call from the Mayor, no one present appeared
to speak for the 1970-71 Budget. Upon call from
the Mayor, no one present appeared to speak
against the 1970-71 Budget. Mayor Massey declared
the Public Hearing on the 1970-71 Budget closed.
Adopting Budget and levying taxes for the year 1970
Mayor Massey presented Ordinance No. 331 to the
City Council which is as follows:
"AN ORDINANCE AOOPTING THE BUrnET FOR THE CITY OF
NORTH RICHLAND HILLS, TEXAS, FOR THE FISCAL
PERIOD OCTOBER 1, 1970 TO SEPTEMBER 30, 1971;
LEVYIID TAXES FOR THE YEAR 1970 TO BE ASSESSED
ON ALL TAXABLE PROPERTY BOTH REAL AND PERSONAL
WITHIN THE LIMITS OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS; PROVIDIID FOR INVESTMENT OF IDLE
FUNDS; AND DECLARIID AN EMERGENCY. fI
Councilman Hubbard moved, seconded by Councilman
Polster, that the City Council set the tax rate
for 1970 at $1.20 per hundred based on 55%
assessed evaluation, freeze the salaries as they
are under the 1969-70 Operating Budget and freeze
all expenditures and contracts until the 1970
Tax Roll is completed, verified and mailed and then
the City Council make adjustments as necessary
at that time. The motion carried by a vote of
5-2; Councilmen Riddle, Hubbard, Faram, Polster
and Owen voting yes; Councilmen Newman and Cato
voting no.

Councilman Riddle moved, seconded by Councilman
Hubbard, that the City Council approve and
authorize payment to Crowley Construction Company
3-307 (2), Contract 7, Partial Estimate No.6,
in the amount of $70,165.80, as recommended by
Knowlton-Ratliff-English-Collins. The motion
carried by a vote of 7-0.

AND ZONIID
RE-PLAT - Block 42, Richland Terrace Addition
PS 70-7
ROYALTY PROPERTIES - VERA CRUZ LIMITED
This item having been previously tabled for addi-
tional lab tests, the Consulting Engineer now
recommends approval. Councilman Riddle mved,
seconded by Councilman Owen, that the City
Council approve PS 70-7. The mtion carried by
a vote of 7-0. .
PRELIMINARY PLAT - Dedicating Streets
PS 70-8
RODMAN-FERRELL, INC.
Mr. W. J. Shepherd representing Charles Starnes
and Associates, Consulting Engineers, appeared
before the City Council asking for approval of
this case as presented. Upon discussion and
consideration, Councilman Riddle moved, sec~>nded
by Councilman Hubbard, that this item be tabled
for additional information. The mtion carried
by a vote of 7-0.

PUBLIC HEARIW - to rezone 32. ern acres out of the
David Moses Survey from Agriculture to Commercial
PZ 70-22 - GIDRGE W. BORING
PUBLIC HEARIID - to rezone 11.437 acres Qut of the
David Moses Survey from Agriculture to Local Retail
At the request of Mr. Boring, Mayor Massey de-
clared the City Council meeting to be in Public
Hearing concurrently on PZ 70-20 and PZ 70-22 since
the same presentation would apply to each case.
The following persons appeared before the City
Council asking for approval of the zoning as pre-
sented:

Mr. W. C. Hamilton
Mr. Bob Jones
Upon a call from the Mayor, the following persons
present appeared before the City Council to speak
against approval of the zoning as presented:
Mr. Connor Lam
Mr. Charles E. Rosenau
There being no other interested persons present
to speak for or against these zoning cases, Mayor
Massey declared the first Public Hearing closed.

drainage ditch problem at the conversion of
Corona and Blaney.

presenting petition of surrounding residents,
asking for City Council correction of parking
surrounding the Richland High SchooL Mrs. Boller
was informed this item would receive review and
be placed, with recommendation, on the City
Council agenda of September 28, 1970.

meeting, therefore, no action was taken on this
item.

Mayor Massey read a thank you note to the City
Council as follows:
"A sincere flthank you" to Mayor Marion Massey and
the City Councilmen for donating their time,
energy and mney to the Citizen's Library Associ-
ation.

consideration, Councilman Polster mved, seconded
by Councilman Newman, that the City Council
meeting be adjourned. The mtion carried by a
vote of 7-0.
