North Richland Hills was called to order by
Mayor Marion L. Massey at 7::30 P.M.

APPROVAL OF THE
MINUTES OF THE
PREVIOUS MEETIlG
Regular City Council Meeting - November 9, 1970
Co\mCilman Polster moved, seconded by Councilman
Owen, that the City Council approve the Minutes
ot the Regular City Council Meeting ot November 9,
1970 as presented. The motion carried by a vote
ot 6-0; Comlcilman Hubbard abstaining due to
absence trom the meeting.

ORDINANCE NO. 3:36
City Manager, Jack D. Russell, presented this
Ordinance to the City Council and asked tor their
approval, with the emergency clause as presented.
Atter review and discussion, CouncilMD Hubbard
moved, seconded by Councilman Owen, that the
City Council approve and adopt Ordinance No. :3:36,
With the e:rœrgency clause, including the changes
in the rough draft torm as presented by the City
Manager and Chapter 11, Violations and Penalties
to be corrected to read as tollows:
"CHAPTER 11. VIOLATIONS AND PENALTIES
Any person that shall tail to comply with or
violate any of the provisions ot this ordinance
shall be guilty ot a misdemeanor, and upon con-
viction thereof shall be tined not more then two
hundred dollars ($200.00), or the Bond ot such
person may be revoked, or both tine and revoca-
tion of Bond may be imposed."
THE ORDINANCE SHALL BE TYPED IN ITS FINAL FORM
TO BECœE OFFICIAL.
The motion carried by a vote of 7-0.

ORDINANCE NO. :3:37
City Manager, Jack D. Russell, presented this
Ordinance to the City Council and asked for their
approval with the emergency clause. Councilman
Polster moved, seconded by Comlcilman Faram, that
the City Comlcil approve and adopt Ordinance No.
:337 as presented. Atter further review and dis-
cussion by the City Council, Councilman Faram
moved, seconded by Councilman Hubbard, that the
City Council return this item to the City Manager
tor further processing and table this item trom
this City Council agenda, to be returned to the
regular City Council Meeting ot December 14, 1970.
The motion carried by a vote of 7-0.

Mayor Massey declared the second Public Hearing
ot this zoning case to be open. Upon invitation
from the Mayor, no one present appeared betore
the City Council to speak against the approval ot
this zoning case. Upon invitation trom the Mayor,
the tollow1ng persons appeared betore the City
Council asking for approval ot this zoning case:
Hr. James Cribbs, Attorney, representing the
owners, Rodman-Farrell
Hr. Charles starnes, P.E.
There being no turther interested persons present
to speak tor or against this zoning case, Mayor
Massey declared the Public Hearing closed.
Councilman Faram mved, seconded by Comlcilman
Polster, that the City Council approve the tinal
plat as presented in zoning case PS 70-8. The
motion carried by a vote of 7-0.

Mayor Massey recognized two City Councilman trom
Watauga in attendance at our City Comlcil meeting.
Mr. Davidson and Hr. Ardeano. Mayor Massey
